Two officers from the Royal Virgin Islands Police Force (RVIPF)- Traffic Officer Glenn Callwood aka ‘Supa Cop,’ (right) and Alwyn M. ROAD TOWN, Tortola, VI – Commissioner of Police Mr Michael B. Matthews said the two Royal Virgin Islands Police Force (RVIPF) Officers involved in a public spat recently over parking will be reassigned duties as investigations take place.

In a video that has since gone viral online, Traffic Officer Glenn Callwood aka ‘Supa Cop,’ had demanded his colleague, Alwyn M. St Hillaire remove his vehicle from close to the entrance of One Mart Superstore, leading to a vicious verbal altercation in full public view.

The incident allegedly took place on Wednesday, April 22, 2020.

According to unconfirmed reports reaching our newsroom, Officer Callwood was allegedly being “disrespectful” towards persons entering the supermarket when Officer St Hillaire stepped out of his vehicle to speak to Officer Callwood, who is below the rank of Mr St Hillaire.

Officer Callwood then reportedly whipped out his cellphone and began recording, while demanding Mr St Hillaire to remove his vehicle from the entrance to the supermarket.

“With reference to the social media circulation of two officers arguing outside One Mart, I can comment that I have seen the videos circulating involving officers of the RVIPF and can state categorically that I do not condone the apparent behaviour being exhibited,” the Commissioner told VINO today, Sunday, April 26, 2020.

Investigations launched – CoP Matthews

The CoP said a thorough internal investigation will take place and he will make no judgment on the matter with regards to advancing its findings.

“I apologise to any member of our community who may have witnessed anything that may have fallen below the standards they are entitled to expect from their Police Service,” he affirmed.

In the video that has since garnered widespread criticisms, both Callwood and St Hillaire were seen in a war of words that almost turned physical.

Many commenting online have said the police officers ought to have conducted themselves better, especially out in public.

        The both need strong disciplinary action. That kind of behaviour is not encourage, the public lose all confidence in the law enforcement of the BVI. It is down right distasteful and unacceptable. They do not need to be reassigned, they need to be dismissed. Reassigning them is spreading the bad unprofessional practice throughout he Police Force.

        As much as you need Police Officers, do not encourage such rude and disrespectful behaviour within the RVIPF.

      But seriously, there is major corruption in the police force. A few years back an unlicensed truck hit my car and the investigating officer was so disrespectful to me that I refused to deal with her. I found out later that the person that hit my car was in some way connected to the officer. When I went to the police station to report the situation I was told to go home and fix my own car because no one was going to help me file a report. I tried to contact the commissioner of police twice and the front deck refused to share his contact information. Thank God a UK officer was around and available to handle my concerns and made them all do their job. If this world-wide crisis can clean house in these areas of evil in the territory then thanks be to God...something positive will come out of all this upheaval.

      Reassigning these guys is not discipline. They need to be sent home for one week or more just like you did and do to other officers. The whole force is corrupt from the top to the bottom.     I would like to take this opportunity of 'freedom of the press' to tell the COP that I have accepted his apologies for the behavior of both officers callwood and st.hiliare. I support the COP for his stance on discipline in the RVIPF.The facts and circumstances of the incident,is not my concern.my concern is their behavior in uniform,in public.
    But after a storm,comes a calm,and we in the bvi,have seen and heard many scandals involving public officials and police officers,but we have overcome our hurt and pain.The RVIPF will rise again.
    in my views and opinions,i don't believe that nationality played a role in this matter.
    it is clear to me,and it is a known fact,that callwood and st.hiliare cannot see [eye-to-eye] because of certain actions by st.hilaire,so this was just an opportunity for callwood to fire back,and that's how callwood behaves generally.
    knowing callwood,he is a very good police officer,in terms of being serious especially in enforcing the road traffic laws.
    what is lacking in callwood,is his absence of knowledge on police approach and understanding of human psychology when dealing with human beings,in the line of duty and not reading enough of the fundamental rights and freedoms of the individual under the constitution,and proper police procedure.
    police work is a prestigious and respected work,but the approach by a police officer towards members of the public makes a big difference during a police investigation or inquiry.

    When a member of the public is suspected to have committed a traffic offence or a criminal offence,that member of the public may have contravened the LAW of the land[he or she did not break the law of a police officer]
    police officers are there to enforce THE LAW of the land. police officers are not there to enforce on THE PERSON WHO BROKE THE LAW of the land,because the law does not belong to the police officer.[people in the bvi do not hate police officers] people in the bvi dislike the behavior of some police officers,and that's your rights to dislike police actions.
    Not even parents are authorized by law to speak to their children in an abusive manner,even though the child did something wrong under his mother's roof.the law forbids child abuse,verbally,emotinally,and physically.
    the fact that a person is alleged to have committed an offence,does not give a law enforcementofficer legal or lawful authority,to address a member of the public with verbal aggression, or physical brutality, such as verbal words like ['move your vehicle from there'] Every member of the public is a CUSTOMER to the police,If there is no public,then you don't need a police force there.if the island is uninhabited,no need for police presence there.

    (a) be presumed to be "INNOCENT" until he or she is proved-GUILTY, according to law"]

    Therefore, presumption of innocence is a FUNDAMENTAL RIGHT, under the BVI Constitution,so when police officers charge members of the public,such persons has an expectation of [provision to secure protection of law]

    But PC Callwood and many other police officers continue to behave as though,if you commit an offence,the police are-

    The Investigator
    The Magistrate or adjudicator in summary court
    The Judge in the high court, and
    The Jury to say guilty or not guilty and would treat the allege offender [a customer in the public] with disrespect,and humiliation,and in some cases false and malicious arrest and false detention, without giving the person a chance to prove their innocence in a court of LAW.

    Until the COP educate Callwood and the rest,on Fundamental human rights and freedoms, the RVIPF will remain DOOM!
    I would like to sympathized with pc callwood and sgt st hiliare and the COP for this embarrassment that these two royal police officers have brought on the entire RVIPF.

    God save the Queen and the RVIPF.

    The officer that not only parked illegally and then defied a lawful order to move the vehicle had the nerve to confront the duty officer. That is clearly an internally punishable act.
    That officer if not terminated should be at the very least be demoted - NO ONE IS ABOVE THE LAW. NO ONE CAN FREELY ASSAULT AN OFFICER.

    He was parked wrong and told to remove his vehicle and then acted up. Callwood did nothing wrong. Seems to me the officer who parked bad feels like he is above the law and Callwood shouldn’t have told him anything. Let’s say that was an ordinary citizen, all that would have happened was that he would have moved or failed to abide by the order of a police officer and therefore arrested.

    Regularly officers break the law passing without seatbelts etc. I’m glad he was made an example. Hope it is dealt with right.

    Mr Commissioner there is no need to reassign the officers. Reassigning them will not solve a problem or prove anything to the public. What is needed to be done,is a proper investigation needs to be carried out into this matter. When i say proper i mean proper.
    Don't jump and say things to please the public, also, stop singing for your Supper. It did not start where the video started.

    Callwood and St.Hiliare are representatives of the ["The Government"] Governor and the COP,and also Her Majesty's crown,including the Attorney General[AG] They took an oath to ["Serve Our Sovereign Lady the Queen"]

    Therefore, if a police officer executes his duties unlawfully,contrary to LAW, on a member of the public,that member of the public,by virtue of the Constitution, can seek redress in the High Court of Justice,and file a civil suit against the COP and the Attorney General, for the unlawful actions of that police officer:

    So really and truly, a police officer in a lower rank is just a representative of the Crown.

    POLICE ADMINISTRATION MUST BE BLAMED FOR CALLWOOD'S CONTINUOS VERBAL ABUSE ON THE CITIZENS.

    Police administrators are a bunch of cowards. Many persons in the public,and serving police officers have made similar complaints to police administration about callwood's behavior.
    But they have failed to take the necessary disciplinary action against pc callwood,instead,they condone his verbally-abusive-behavior,and not even a little lecture on how to treat members of the public and fellow officers,was mentioned to Callwood.

    Well,Mr.COP,I really do sympathized with you,but I believe the time has come,for you to put Callwoood and some of your officers in a study class of ["Respect for members of the public and fellow officers"] and respect for fundamental human rights and freedoms.
    GO AND READ THE DAAM CONSTITUTION AND RESPECT PEOPLE'S BLOODY RIGHTS AND FREEDOMS!!

    For 21 years or more,Callwood as a serving police officer, has displayed the same disruptive behavior,over,and over again,to a point,where he landed before a court-of-law,charged with a criminal offence,and found guilty.

    Every man deserved a second chance,because we are all sinners.We call back for his reinstatement.We gave him a second chance.

    With that second chance,no disciplinary programme was conducted with Callwood,but you send him out in the public,with an attitude of vengeance to harass the citizens with verbal aggression and BAD ATTITUDE.

    What if Callwood encounter the Virtual Complainant,who complained against him and who testified against him and the other witnesses and police investigators,who had investigated him and charged him subsequently?

    Police administrators,stop playing games,with the well-being of members of the public.
    It had been suggested,that Callwood needs help,and training.
    Please,help Callwood to respect members of the public.BVI people are not violent towards police officers,and the entire world are impressed by the level of law abiding behavior by the citizens and residents.

    Callwood represents the Crown, Send Callwood on some kind of training,because,if you don't:-

      @ Legal Team, I totally agree with the. The COP and a certain Superintendent have Callwood the way he is, even to the point where Callwood’s supervisors can’t even speak to him. I can recalled sometime after hurricane Irma, a Chief Inspector gave Callwood instructions to open the door to the traffic office to get a key for the police Jeep and Callwood blatantly refused to open the door causing the CI to broke the door. The COP and all senior ranks condoning Callwood’s behavior so don’t expect him to act or do any better until somebody bell the cat. Callwood is out of control. He out there giving people tickets for tint yet his son drives a car with jet black tint. Some officers led by Sgt. St. Hillaire stop his so and he was going on so bad they had to resort to handcuff him, Callwood went to the COP to complain against the officers and the COP entertains him so what do you expect, how is Callwood expect to behave any better. No kind of training will ever change Callwood. As someone blogged before, a pig will always be a pig.

        You must be reporting to us from inside.So we can now conclude,that it is the police administration,that have callwood,with his abusive behavior.but you see,the bvi people like to keep one head,if callwood was a expat and behavior how he behaving towards the public,take it from someone from the bvi would have written to the governor and cop and say get him out of tortola,and remind them of nationality.callwood is a ticking time bomb,he will bring shame and more shame on Alwin James and Mathews because they are soft as they look.legal team said it, callwood representing the crown, callwood not representing his self..whatr callwood do is what Mathew accept from callwood.

    during September 2017 some were stealing peoples stuff(aka looting) and still on the payroll: 2019 January some went to high court for stealing the evidence and still walking free(we talking people who swore to uphold laws in this territory) an enforcement person stationed on jost ran from there however still uniform: 2020 curfew; some of them using the red plates to move around their fellow country people: lots of you do not have so much chat back in your own country

    95% of the public know that Glenn Callwood is a unique character. No manners, no education, poor communication, lack of common sense and a convicted individual. There is no way they should have this individual at the forefront dealing with the public.
    The other officer should know better . He should not challenge a Jack.....He should report callwood to his supervisors or charge him. Both of them acted unethically. No standard. Their actions fall below the standard. How can the two be out there dealing with the public? We have some respectable officer in the force,please do not take them as a sample to spray negative comments on the entire Force.

    I am appalled at some of the comments that were made in the blogs after the incident between the two police officers. These blogs shifted the focus from the incident and focused on nationalities. This should not have been. From what I have seen is the video the senior officer parked his vehicle inappropriately in front of the business establishment. The other officer brought it to his attention and asked him to remove his vehicle from where it was parked.

    What the senior officer should have done is to remove his vehicle and the matter would have been resolved. However, he was of the opinion that he is senior and should not have been spoken to. I think if we all respect each other we as descendant of African we would be able to break the culture of being under servitude. Once the matter was brought to the attention of the senior officer, he should have cooperated and remove his vehicle. I do not know if officer Ccallwood was performing his official duties at the location to enforce the law. If that being the case then he was in total control and the senior office should have respected his command.

    As regards the trade of words between who born here and who from down island or who is more educated than others. I do not subscribe to such arguments. We are to embrace each other and contribute towards the development of the territory because here is where we are earning a livelihood. Those who are not from here should be thankful that the territory has opened its doors and welcomed all the various nationalities. Some of the blogs would make it difficult for others who have good intentions.

    As we have seen, the United States president has closed the border on visitors from around the world from entering the US. Would the persons who I assumed differentiate island man versus born here be pleased if the government provides employment for its people as Trump is advocating? I am sure some people will not be pleased. As such we need to think before we write and think of the consequences.

    BVI people do NOT hate expatriates,in the BVI. Andrew Fahie [the premier] love expatriates in the BVI.

    Because actions speaks louder than words.

    BVI women love expatriate and BVI men love expatriate woman.

    We see it in BVI everyday and [pc callwood will confirm]

    The most love I witnessed in any country with mix nationalities,is in the British Virgin Islands

    The BVI people has always welcome expatriates with open arms.

    The BVI people married and start families with expatriates.They have children together.

    The BVI people give jobs to expatriates.Employers and employes formed bonds together in work relationship

    There is no ethnic hatred in the BVI, because every bvislander alive today is associated with an expatriate,in love, socially, sexually,romantically,friendly and the list goes on.

    All this blogging about I-Lan-Man dis dat and tolian dis dat,is just the normal sarcastic verbal explosion from normal human beings.

    Even husbands and wives used these language when they upset at each other,before making love.

    In BVI,every body knows every body.

    Ask PC Callwood,he will tell you.Hes love expatriates and his children are connected to expatriates.

    Stop this nonsense about bvi people don't like expatriates?

    BVI people love expatriates to the bone, in the BVI and they demonstrate that love everyday.

    THE TOPIC HERE,IS ABOUT TWO SERVING POLICE OFFICERS [Senior Constable Glenn Callwood,with over 20 years service to Her Majesty, and Senior Sergeant Alwyn St.Hiliare with 0ver 15 years service to Her Majesty, a combined total of 35 years service, both ROYAL and respected police officers,out in open public,dressed in UNIFORM,ON DUTY, making a TOTAL MOCKERY of Her Majesty's Royal Police Force,bringing their personal laundry to one mart LAUNDROMAT, and bringing the entire police force into public DISREPUTE!

    Instead we sign a petitition,to take to the Governor,to have these officers disciplined,and be reprimanded,you people come blogging about NATIONALITY? Two BIG police,up in other's face ["During social distancing"] Not wearing face mask, ["Spitting in each other's face"] and you people come blogging about NATIONALITY?

    Nationality my aaasss!! Callwood and St.Hiliare must be instructed to make a public apology!

    From time of inception,the BVI police force,was always of a mix nationality,and the BVI police force,remained one of the most prestigious force in the Caribbean. We the BVI people get good service from the royal officers.

    But you cannot accept officers like Callwood and St.Hiliare,out in public,CURSING each other,over a simple situation of PARKING? What kind of professionalsm in DAT? Cursing over a parking sport.

    ["IT'S A PERSONAL VANDETTA BETWEEN THEM"] PERSONALLY UPSET AT EACH OTHER

      leave legal team alone bcuz is legal team show us the law and our freedom rights.if callwood did charge the sgt for parking callwood wud lost the case on a technicality of bad approach. the law don't belong to callwood,callwood had no rights to jus say move your ride from there. is not callwood parking lot is not government parking lot.he wud lost the case for bad manners.

    I read a blogg from the blogger "legal tender" and even though I am not trained in investigative journalism like vino's staff,I was still able to conduct an investigation at the law enforcement institution of the RVIPF.

    It was re-confirmed,as stated by the blogger "legal tender" that the altercation,fight and assault on each other,is an on-going feud between Callwood and St,Hiliare,because St,Hiliare executed his statutory duties,and had to be part of an arrest team,who arrested Callwood's son, to a point,where the Sgt instructed that callwood junior be handcuffed!
    Take my warning my BVI people,because revenge from a person in authority is dangerous for national security.

    Whenever you mess with Callwood,be assured,he will use that uniform and that position of authority to get back at you [personally]

    Take a look at the video again.

    St.Hiliare park,ok,he is not authorized to park there,fine,but look at callwood's reaction towards a sergeant of police,

    SHOUTING LOUDLY,with no level of discipline:-

    [' HEY, DONT PARK THERE,MOVE YOUR VEHICLE FROM THERE ETC...."] with aggressive body tone.

    Listen to, and see how a Constable is addressing a Sergeant in public.

    That's the very same way Callwood addresses members of the public,who violate the LAW OF LAND.

    Not Callwood's law: The LAW of the BVI!!

    But shamefully,St.Hiliare took the bate sent out by Callwood, and fell into Callwood's HOOK.

    Because,generally, StHiliare is a very quiet and discipline police officer,but he fell prey,to Callwood's bate of IGNORANCE,

    In 2020,in the BVI police force,you have a police officer, [CALLWOOD] using his office,and his badge of honour and his authority,to basically,attack persons verbally,with whom he has a beef.

    St.Hiliare fell in Callwood's trap.,and shamefully brought himself DOWN to Callwood's level of discipline.

    SHAME ON YOU ST,HILIARE. Callwood "KETCH-YOU"

    I blame St.Hiliare for the escallation,because he is more mannered,more intelligent and more discipline than Callwood.

    Therefore, I wish that the COP can get Bishop Ismael Charles to pray for peace between these two officers.

    Having said that, I rest my case on this matter.
