Officers in ‘public spat’ will be reassigned duties – CoP Matthews
In a video that has since gone viral online, Traffic Officer Glenn Callwood aka ‘Supa Cop,’ had demanded his colleague, Alwyn M. St Hillaire remove his vehicle from close to the entrance of One Mart Superstore, leading to a vicious verbal altercation in full public view.
The incident allegedly took place on Wednesday, April 22, 2020.
According to unconfirmed reports reaching our newsroom, Officer Callwood was allegedly being “disrespectful” towards persons entering the supermarket when Officer St Hillaire stepped out of his vehicle to speak to Officer Callwood, who is below the rank of Mr St Hillaire.
Officer Callwood then reportedly whipped out his cellphone and began recording, while demanding Mr St Hillaire to remove his vehicle from the entrance to the supermarket.
“With reference to the social media circulation of two officers arguing outside One Mart, I can comment that I have seen the videos circulating involving officers of the RVIPF and can state categorically that I do not condone the apparent behaviour being exhibited,” the Commissioner told VINO today, Sunday, April 26, 2020.
Investigations launched – CoP Matthews
The CoP said a thorough internal investigation will take place and he will make no judgment on the matter with regards to advancing its findings.
“I apologise to any member of our community who may have witnessed anything that may have fallen below the standards they are entitled to expect from their Police Service,” he affirmed.
In the video that has since garnered widespread criticisms, both Callwood and St Hillaire were seen in a war of words that almost turned physical.
Many commenting online have said the police officers ought to have conducted themselves better, especially out in public.

If he was parked in an illegal zone why shouldn't he get a ticket, because he is on a higher rank? That is crap, just move your car and accept you made a mistake. On the other hand Callwood need to stop getting carried away when he is talking to people, sometimes he is showing off himself.
As much as you need Police Officers, do not encourage such rude and disrespectful behaviour within the RVIPF.

But after a storm,comes a calm,and we in the bvi,have seen and heard many scandals involving public officials and police officers,but we have overcome our hurt and pain.The RVIPF will rise again.
in my views and opinions,i don't believe that nationality played a role in this matter.
it is clear to me,and it is a known fact,that callwood and st.hiliare cannot see [eye-to-eye] because of certain actions by st.hilaire,so this was just an opportunity for callwood to fire back,and that's how callwood behaves generally.
knowing callwood,he is a very good police officer,in terms of being serious especially in enforcing the road traffic laws.
what is lacking in callwood,is his absence of knowledge on police approach and understanding of human psychology when dealing with human beings,in the line of duty and not reading enough of the fundamental rights and freedoms of the individual under the constitution,and proper police procedure.
police work is a prestigious and respected work,but the approach by a police officer towards members of the public makes a big difference during a police investigation or inquiry.

When a member of the public is suspected to have committed a traffic offence or a criminal offence,that member of the public may have contravened the LAW of the land[he or she did not break the law of a police officer]
police officers are there to enforce THE LAW of the land. police officers are not there to enforce on THE PERSON WHO BROKE THE LAW of the land,because the law does not belong to the police officer.[people in the bvi do not hate police officers] people in the bvi dislike the behavior of some police officers,and that's your rights to dislike police actions.
Not even parents are authorized by law to speak to their children in an abusive manner,even though the child did something wrong under his mother's roof.the law forbids child abuse,verbally,emotinally,and physically.
the fact that a person is alleged to have committed an offence,does not give a law enforcementofficer legal or lawful authority,to address a member of the public with verbal aggression, or physical brutality, such as verbal words like ['move your vehicle from there'] Every member of the public is a CUSTOMER to the police,If there is no public,then you don't need a police force there.if the island is uninhabited,no need for police presence there.
it's in police culture to be rough and tough,but being trained to be rough and tough,is to defend yourself from advancing aggression.rough and tuough training,is not for actual law enforcement practices,where no threat is imminent.
Once again,I refer callwood and st.hilaire to this section of the bvi constitution,which is a fundamental right of every person in the BVI..

Therefore, presumption of innocence is a FUNDAMENTAL RIGHT, under the BVI Constitution,so when police officers charge members of the public,such persons has an expectation of [provision to secure protection of law]
But PC Callwood and many other police officers continue to behave as though,if you commit an offence,the police are-
The Investigator
The Magistrate or adjudicator in summary court
The Judge in the high court, and
The Jury to say guilty or not guilty and would treat the allege offender [a customer in the public] with disrespect,and humiliation,and in some cases false and malicious arrest and false detention, without giving the person a chance to prove their innocence in a court of LAW.
Until the COP educate Callwood and the rest,on Fundamental human rights and freedoms, the RVIPF will remain DOOM!
I would like to sympathized with pc callwood and sgt st hiliare and the COP for this embarrassment that these two royal police officers have brought on the entire RVIPF.

Callwood and St.Hiliare are representatives of the ["The Government"] Governor and the COP,and also Her Majesty's crown,including the Attorney General[AG] They took an oath to ["Serve Our Sovereign Lady the Queen"]
Therefore, if a police officer executes his duties unlawfully,contrary to LAW, on a member of the public,that member of the public,by virtue of the Constitution, can seek redress in the High Court of Justice,and file a civil suit against the COP and the Attorney General, for the unlawful actions of that police officer:

Police administrators are a bunch of cowards. Many persons in the public,and serving police officers have made similar complaints to police administration about callwood's behavior.
But they have failed to take the necessary disciplinary action against pc callwood,instead,they condone his verbally-abusive-behavior,and not even a little lecture on how to treat members of the public and fellow officers,was mentioned to Callwood.

For 21 years or more,Callwood as a serving police officer, has displayed the same disruptive behavior,over,and over again,to a point,where he landed before a court-of-law,charged with a criminal offence,and found guilty.
Every man deserved a second chance,because we are all sinners.We call back for his reinstatement.We gave him a second chance.

What if Callwood encounter the Virtual Complainant,who complained against him and who testified against him and the other witnesses and police investigators,who had investigated him and charged him subsequently?

The other officer should know better . He should not challenge a Jack.....He should report callwood to his supervisors or charge him. Both of them acted unethically. No standard. Their actions fall below the standard. How can the two be out there dealing with the public? We have some respectable officer in the force,please do not take them as a sample to spray negative comments on the entire Force.
What the senior officer should have done is to remove his vehicle and the matter would have been resolved. However, he was of the opinion that he is senior and should not have been spoken to. I think if we all respect each other we as descendant of African we would be able to break the culture of being under servitude. Once the matter was brought to the attention of the senior officer, he should have cooperated and remove his vehicle. I do not know if officer Ccallwood was performing his official duties at the location to enforce the law. If that being the case then he was in total control and the senior office should have respected his command.
As regards the trade of words between who born here and who from down island or who is more educated than others. I do not subscribe to such arguments. We are to embrace each other and contribute towards the development of the territory because here is where we are earning a livelihood. Those who are not from here should be thankful that the territory has opened its doors and welcomed all the various nationalities. Some of the blogs would make it difficult for others who have good intentions.
As we have seen, the United States president has closed the border on visitors from around the world from entering the US. Would the persons who I assumed differentiate island man versus born here be pleased if the government provides employment for its people as Trump is advocating? I am sure some people will not be pleased. As such we need to think before we write and think of the consequences.
BVI people do NOT hate expatriates,in the BVI. Andrew Fahie [the premier] love expatriates in the BVI.

It was re-confirmed,as stated by the blogger "legal tender" that the altercation,fight and assault on each other,is an on-going feud between Callwood and St,Hiliare,because St,Hiliare executed his statutory duties,and had to be part of an arrest team,who arrested Callwood's son, to a point,where the Sgt instructed that callwood junior be handcuffed!
Take my warning my BVI people,because revenge from a person in authority is dangerous for national security.
Whenever you mess with Callwood,be assured,he will use that uniform and that position of authority to get back at you [personally]

St.Hiliare park,ok,he is not authorized to park there,fine,but look at callwood's reaction towards a sergeant of police,

Listen to, and see how a Constable is addressing a Sergeant in public.
That's the very same way Callwood addresses members of the public,who violate the LAW OF LAND.

But shamefully,St.Hiliare took the bate sent out by Callwood, and fell into Callwood's HOOK.
Because,generally, StHiliare is a very quiet and discipline police officer,but he fell prey,to Callwood's bate of IGNORANCE,
In 2020,in the BVI police force,you have a police officer, [CALLWOOD] using his office,and his badge of honour and his authority,to basically,attack persons verbally,with whom he has a beef.
St.Hiliare fell in Callwood's trap.,and shamefully brought himself DOWN to Callwood's level of discipline.

I blame St.Hiliare for the escallation,because he is more mannered,more intelligent and more discipline than Callwood.
Therefore, I wish that the COP can get Bishop Ismael Charles to pray for peace between these two officers.
