CARROT BAY, Tortola, VI – Following disclosures made by Premier Hon. Ralph T. O’Neal and 1st District Representative Andrew Fahie that the Virgin Islands (VI) is not the only Overseas Territory requested to send its budget to be pre-approved by the United Kingdom, the main Opposition National Democratic Party (NDP) is refuting that statement, saying that not all OTs are required to send their budgets for review.

At a live broadcast from Carrot Bay last evening October 17, 2011, Leader of the Opposition, Dr. D. Orlando Smith said that it’s not true and that it applied only to other Overseas Territories who have had difficulties with their financial management.

“It is certainly not true that all the Overseas Territories are required to submit their budgets to the United Kingdom before it is passed. Bermuda is not required to submit before they pass it.”

“There are some other Overseas Territories who are required to submit their budgets to be vetted or reviewed by the United Kingdom and that is because there was financial difficulty with those countries and what I am also hearing the fact that it is now being suggested, that the British Virgin Islands should have their budget reviewed by the UK before it is passed in our legislature could only come because of our poor fiscal management,” Dr. Smith said, stating that the NDP was respected by the UK Government during their time in office and it is unlikely “if we had continued our policy that this would have been required”.

NDP claims borrowing guidelines were made public

Touching on the subject of the borrowing guidelines, former Minister for Finance during the NDP’s administration Ronnie Skelton, made it clear that in his budget address on December 13, 2005 he reported in the budget statement, which was a part of the Legislative Council records, that the NDP signed the borrowing guidelines and in the budget statement it outlined what those guidelines were all about.

Skelton said the borrowing guidelines have been around since 2005, and it is surprising to him that in 2011, the now Minister of Finance is saying it is the first time he is hearing about it.

“When we got into office in 2003, there were discussions with the previous government regarding these borrowing guidelines when we got there, based on revenues and expenditures, we negotiated with the British Government for something we think was reasonable for us to do here in this country.”

“Basically the borrowing guidelines set the parameters for which this country can borrow without getting the UK approval for borrowing, once you maintain certain ratios you can go about borrowing without UK approval. What has happened since then, it seems the present government has breached all of these guidelines so if they want to borrow an additional penny they have to go back to the UK to seek approval,” he pointed out.

According to Mr. Skelton, the borrowing guidelines give a lot of flexibility and “once we maintained 90 days of revenue to pay recurrent expenditure and our debt service was not more than 10 percent …we were within the borrowing guidelines and the total revenue borrowed could not be more than 80 percent of total revenue”.

Dr. Smith also reiterated that the borrowing guidelines were not signed in secret since it was made public during the budget address of 2005 where the legislature and the people were told adequately about it.

Since the disclosure that was made by Deputy Premier Dancia Penn QC in Parham Town at her launch on October 10, 2011 that the VI has been requested to send its budget to be reviewed by the UK two months before it is passed, there has been a back and forth on the campaign trail between the VIP and the NDP as to the reasons behind such a request.

On October 13, 2011 Dr. Smith had said that the UK’s request to see the VI’s budget was an indication that the VIP was spending recklessly.

During the Hon. Fahie’s launch on October 15, 2011 at Capoons Bay, Fahie had called the NDP’s comments “un-factual statements” and a misguided attempt to sway voters.

“Those who know better, should do better. The UK is currently stating to all Overseas Territories (OTs) that we heard earlier – not BVI alone – that they would like to see the budgets for each Territory two months before. The perception management bureau [the NDP] is now once again trying to mislead you my people with perception management. They are trying to convince you that it’s only the BVI has to do it!” Hon. Fahie had stated.

Premier O’Neal had also refuted the NDP’s claim, stating that it is not the VI alone who has to send their budget for review. The Premier had also said when Dr. Smith was the Chief Minister he had signed the borrowing guidelines with the UK which was never made public and it was when the VIP took office in 2007 that it was brought to Cabinet for approval and then tabled in the House of Assembly.

      A lot of lies are going around. But it is so strange that the NDP seems to say that everything the VIP is saying are lies. Are they sooo truthful? It leaves one to wonder. I will make up my mind as to who I will give my vote. It doesn't take anyone to help me to do that. I listen to everyone and will pick sense out of nonsense.

          You read the bible and agree with everything in it, despite the fact that there are so many other religious texts out there! However, you refuse to believe the facts even if they're right infront of you. Don't take NDP or VIP's word for it, do your own damn research! That's your duty as a voter/resident! Go to the damn Gazette or other Government Office and get the documents from here chatting piss! There can't be two truths, there's only one!       White paper has nothing to do with UK wanting to rubber stamp the budget so Dr Smith is correct Bermuda doesn't require its budget to be sent and passed by the UK first. So please tell me everyone leaving comments why Dr Smith is a liar? Or is it you cannot grasp what is clearly written?

      your missing the point! The white paper as in your article cut and pasted is to do with how the UK will deal and run its OTs nothing to do with rubber stamping its budget. A few weeks ago and also on the Government website we were all asked to submit our thoughts on how OTS could be run better by the UK, they were asking for our opinion on the matter. This white paper has nothing to do with the UK asking to rubber stamp an OTs budget before its passed as pre 1977. So please take your spin away as it might fool some people probably the ones you want to but not anyone who can actually read.

      What do these articles have to do with OTs submitting their budgets for approval to the UK? All it shows is that the UK is trying to develop a better relationship with the OTs. So the question still remains...are ALL the OTs required to submit or just a select few. If it is indeed a select few, then let's see who those countries are so that we can compare them for ourselves.

        It's all included in these visits and so forth. All VIP doing is reading deeper into what's happening here, and only vision can see it. And the problem I have with some of these political parties is that the experience lacking on them side, and we can't afford no slip up, so we going where.... with experience and stability. That's where. No time for trying out this round. Maybe next time

    The acrimonious atmosphere surrounding the 2011 campaign season has been allowed to overshadow the real issues facing the people of the BVI. One candidate slings mud at another while making unsubstantiated claims/accusations. The other then retaliates with more of the same. It is childish and serves absolutely no purpose ~ other than to reveal that we have precious few candidates WORTH voting for on November 7th! I find it astonishing that neither the VIP or NDP have put forward a manifesto containing ALL their plans for the next 4 years that is accessible from a well laid out website and available to all. Is it because neither party wants to be held to any specific goals? Are they afraid to put anything in writing because we might hold them accountable? Are they afraid to put their real plans in writing because they KNOW we will reject those plans? My son is away at college and will be flying home for one day to vote. I can’t even find enough info to send him in order to make an intelligent choice! As far as I am aware, the VIP doesn’t even have a website anymore and the NDP’s website is sadly lacking in up-to-date content. In fact, the only candidate listed in the NDP “Candidates” section is O.J. Smith. Nobody else is listed! There is very little tangible information the people are able to read and contemplate, thereby allowing us to make intelligent choices based on the individual candidate’s platform or their plans for their districts. The 2011 election is probably the most critical of modern times, yet the people are faced with a glaring lack of information. I guess we are expected to vote based on who we think is a liar and who isn’t. Who is corrupt and who isn’t. IT’S NOT ENOUGH but it is certainly indicative of the lack of respect our politicians have for the general public. They can’t even be bothered to let us in on their plans. They seem to believe that we should just vote for them blindly and they will take it from there. We are being told that our right to self govern our finances is being taken away from us. All the leaders of BOTH parties can do is blame one another. I don't care about that! I’d like to know what each of them plan to DO ABOUT IT should they be elected! STRUPES!

      It's actually not white paper alone; it's an all inclusive process and includes financial management, which is the budget Hon. Penn referred to. You all need to go to the websites, read the articles and put it all together. That means you have to analyze if you have enough brains to do it.

    Many of the comments here are from people who cannot or will not understand what is said or written. 1. Mr. Oneal and Mr. Fahie said that the BVI is not the only territory required to send its budget for review. 2. Dr. Smith said that those territories that are required to send their budgets for review all had financial problems. Both statements are true but the second one paints a more accurate picture. Therefore the second statement is more truthful than the first.
