No legalisation needed for wearing of masks – Bishop John I. Cline
The Cabinet of the Virgin Islands (VI) on Wednesday, July 8, 2020, approved a range of penalties and fines for both individuals and businesses that violate COVID-19 guidelines meant to prevent the spread of the virus.

Premier and Minister of Finance, Hon Andrew A. Fahie (R1) in a statement said that as part of the new Cabinet-backed decisions, the Ministry of Health will also instruct the Attorney General to consider all relevant legislation for the purpose of enacting provisions to adhere to the social distancing measures.
Speaking as a guest on JTV’s Big Story, Bishop Cline said he disagrees that such legislations are necessary at this time, adding that the vast majority of the Territory has complied with the COVID-19 measures, resulting in there being no active cases of the virus in the Territory.

“It wouldn’t warrant you going to legislation. I believe that we have without legislation complied very much with our government to ensure that we are where we are. They didn’t do it by themselves, the people had to cooperate with the measures. We didn’t take to the streets, we didn’t march, we might have grumbled, gave an opinion and all of that but we didn’t take to the streets, we didn’t do any of that so why are you making it now look like we are so unruly, that you need to pull out the big stick and beat us if we don’t listen to you?”
Bishop Cline, who had publicly stated during the lockdown period that he would not comply with COVID-19 measures and would be holding church services but subsequently changed his mind, said when the Cabinet’s decision hit the public he made contact with the Deputy Premier and Minister for Health and Social Development Honourable Carvin Malone (AL), who allegedly told him in part, that the Virgin Islands would be in a better position to relax all protocols when places like the US Virgin Islands, USA, Dominican Republic and the United Kingdom stabilise their infection rates.
Further quoting the Minister, Bishop Cline said: “He says for us to believe that we are immune from a second wave of COVID-19 we would be irresponsible. The mandatory mask is to ensure that we practice that which is required by others, the WHO he meaning, when the virus hits the fan.,
But, according to Bishop Cline, there is no hitting of the fan.

He said also that the public would understand if the measures are because the Territory was preparing to open up the borders fully and did not wish to have transmission of the virus in the Territory.
“So if you say that to people and you say that is one of the reasons why we are requiring masks is because we are now preparing for opening up our borders people will understand, they would, I believe they would.”
Bishop Cline also said he firmly feels the Honourable Andrew A. Fahie-led government should have a public dialogue on the issues. This he said will erase the feeling that their human rights are being trampled upon and that they are existing under a dictatorship.
