Nibbs Estate residents frustrated with state of access road

- residents claim the bad road condition has led to damages to their vehicles

SEA COWS BAY, Tortola, VI- Residents of Nibbs Estate in Sea Cows Bay are calling for immediate action to address the deteriorated road leading to their homes.

According to a resident of the Third District, the road conditions have resulted in damage to their vehicles, including damaged mufflers, ruptured oil tanks and flat tyres.

“You know how long we waiting for that road to fix? From the last washout flood we had…the road is so, so bad, you have to go up there slow,” the resident told VINO. 

Their calls to the Public Works Department (PWD) have been falling on deaf ears since the resident accused the PWD of doing nothing despite being told of the issue. “These people have not fixed the road and it is so horrible”. 

It is government’s road 

Our News Centre was also told that one frustrated resident has decided to purchase materials, including concrete, to fix 8 yards of the road themselves and has asked other residents to contribute another 8 yards towards the project. 

“It’s ridiculous if we have to go and pave a government road just for [us] to get past,” the resident added, stating that residents bought the land from the government; however, it is the government’s responsibility to address the road conditions and maintain it.

“Every time we ask them to help us with this road [it is] like we asking them a favour, like it’s a private road we asking them to do. It’s a government road, that’s the last place of the Nibbs Estate property that belongs to government, the road belongs to the government to be maintained,” the resident said. 

Promises made

The resident also said Deputy Director of the Public Works Department (PWD) Mr Esworth Phillips has been contacted. 

“Esworth has been promising me for weeks now. I calling, I’m not getting through to them,” the resident said. 

PWD informed residents that the department was working on the festival ground. Upon the completion of the festival ground, they were told the department was taking care of something else and would need a few more days. 

A grader was sent to do some work in another area close by which sparked hope the current road in question would be on the grader’s list of things to do, however it was not so. 

“I see the grader gone, they ain’t studying us…we getting treated like dogs up there…you purchase land from government, government is supposed to maintain the road, all other ones them…is paved and well good, we still on dirt road but still you cannot come and grade our,” the resident said. 

No previous knowledge of road condition 

Our News Centre reached out to the PWD Deputy Director Mr Phillips but did not receive a response up to time of publication. 

Meanwhile, Minister for Communications and Works Hon Kye M. Rymer (R5) said it was the first time he was hearing of the condition of the road in that part of Nibbs Estate. 

Hon Rymer promised to look into the matter by contacting the relevant parties and providing our News Centre with an update.

    well all the homeowners who use the road should pay the have it maintained, it was cut only for them to bulid houses it it not a through road, so its up to them , not the government

      I agree. Home owners should pay for it..the name " Nibbs Estate" would suggest that the original land owners who subdivided the land and sold off the land were not government. A quick title seach would show who owns the right of way. I live up a hill..unpaved road...i know for sure it usnt a givernment road , it is owned by the group who divided the land and granted easement over the road to access each parcel of land. Either the road " owner" needs to fix it or the property owners who use the road...if its a private road, stop calling on government to fix it..old days of election favors are done and gone :-)

      @ God is watching, Hon. Fraser at least once spoke about roads in the HOA when the matter of bush cutting was being addressed. He mentioned that there were public roads, main roads, and estate roads. By all indications, the road being referred to in this article is an estate road, so this would not be Government's problem/responsibility. I am not sure how true it is, but I was made to understand that once Government takes a road paving project, it becomes a public road. If that is the case, I am not sure if all landowners would want this semiprivate road to become public. And further, if it does become a public road, I am pretty sure that there are 100s of public roads that are in far more urgent need of works before this one is given the time of day. My few cents as usual.

    All vehicle owners who live here and pay tax need to get a Government tax rebate each year for the damage the appalling state of the roads the government are supposed to maintain. This will happen when you see pigs lying.
