New Service Commission appointments announced

ROAD TOWN, Tortola, VI- The Office of the Deputy Governor announced new appointments to various Service Commissions which were confirmed in 2024.

These appointments according to a press release on December 5, 2024, from the Deputy Governor’s Officer are “in accordance with their respective constitutional requirements”.

The press release added that the role of the Service Commissions is to provide advice on appointments and removals from public offices as well as exercise disciplinary control over persons holding or acting in such offices in consultation with His Excellency the Governor.

Public Service Commission

Ms. Ayana S. Hull was appointed to the Public Service Commission, in accordance with section 91 of the Virgin Islands Constitution Order, 2007 No. 1678 (2007).

Police Service Commission

In accordance with section 96 of the Virgin Islands Constitution Order, 2007 No. 1678 (2007), one chairperson and four members were appointed to the Police Service Commission. They are as follows:

  •  Mr. Preston P. Stoutt- Chairperson for a period of 2 years.
  •  Mr. Christopher Varlack- Member for a period of three years.
  •  Mr. Vere H.E Browne appointed- Member for a period of 2 years.
  •  Mr. Neville A. Smith- Member for a period of 2 years.
  •  Mr. Kenneth Matthew- Member for a period of 2 years.

Judicial and Legal Services Commission

Meanwhile in the Judicial and Legal Services Commission, Acting Chief Justice of the Eastern Caribbean Supreme Court, Honourable Mario F. Michel was appointed as Chairperson following his appointment as Acting Chief Justice.

Other members are as follows:

  •  Justice Gerhard Wallbank- Member for a period of 2 years.
  •  Ms. V. Inez Archibald- Member, following her appointment as Chair of the Public Service Commission.
  •  Ms. Astra Davies Penn- Member for a period of 2 years
  •  Ms. Ann Monica Allen Encontre- Member for a period of 2 years.

Teaching Service Commission

In accordance with section 93 of the Virgin Islands Constitution Order, 2007 No. 1678 (2007), the following individuals were appointed to the Teaching Service Commission:

  •  Mr. Wade W. Tobin- Chairperson for a period of 2 years.
  •  Ms. Mavis S. Abednego- Member for a period of 2 years.
  •  Ms. Rochelle M. Smith- Member for a period of 3 years.

“The Office of the Governor and Office of the Deputy Governor remain committed to ensuring standards of transparency, accountability and ethics are maintained across all Service Commissions,” the release added.

    These people need to stop being bias in the appointment of persons to these commissions, especially the POLICE SERVICE COMMISSION.

    a nice monthly cheque to do next to nothing!! . no offence to the appointees though its just the govt system it is what it is. I have to work so hard to get 1500 or 2000 a month.. and some can just sit on a so call board and meet sometimes.

    Mr. Christopher Varlack- Member for a period of three years.

    ONLY ONE PERSON ON THIS COMMISSION HAS A CRIMINAL JUSTICE/ LAW ENFORCEMENT/ CORRECTIONS AND JUDICIAL BACKGROUND........ SHAME.

    That is your opinion/observation due to your limited awareness of their qualifications. There is a reason for the AG office! I work on the RVIPF for over 15 years now and have seen more traction from this Board in 4 months than ever from previous Boards. At least they acknowledged and listened to officers; even had a full meeting with the entire force that was available. Give them time and we will see what they are really made of for better or worse.

    Why is it that certain people keep showing up for the past 20 or more years on the public service commission and other more competent and deserving individuals capable of making sound decisions are left out. ???
    A day of reckoning is coming
