NEOC building expected to be completed within 4th quarter of 2024

McNAMARA, Tortola, VI- The construction of the new National Emergency Operations Centre (NEOC) in McNamara, Tortola is progressing, with the concrete roof pour now complete.

The centre is designed to house the Government of the Virgin Islands operations in the event of a major emergency or hazard impact and is being constructed to standards that will allow it to withstand all natural disasters, including hurricanes, earthquakes and landslides.

The previous building was destroyed by Hurricane Irma in 2017.

Tandem Development and D&B Construction are the contractors on the project that is being managed by Virella Crespo and Associates.

The contract for the construction of the centre is valued at Nine Million, Eight Hundred and Three Thousand, Two Hundred and Fifteen Dollars, and Fifty-Three Cents ($9,803,215.53).

According to a press release from Government Information Services (GIS) on December 13, 2023, the building is expected to be completed within the fourth quarter of 2024.

Building designed to withstand extreme weather events

The new National Emergency Operations Centre features a foundation that was designed with ground anchors to ensure minimal movement during extreme weather, windows and doors rated far beyond Category 5 hurricanes, extra steelwork in size and quantity for increased rigidity, and an increased pound per square inch for concrete, to ensure a stronger structure.

There has also been an increase in connectivity between structural elements to ensure minimal separation during earthquakes and other extreme weather events.

During hazard impacts, public officers who are a part of the NEOC may be required to remain in the centre for a duration of time, to ensure the operations of Government, including the immediate response to impacts are coordinated.

The new NEOC is therefore being constructed to ensure persons can comfortably remain in the building, including the installation of water storage and solar technology.

      of course how else can they money be siphoned out to their friends ....by extending time for contracts etc.

      It going take next to 3 years to finish the admin building.........in which planet wok tek so long......alll these nonsense WILL stop

    PLEASE tell me that this building will be put to use other than in the event of a major emergency?!? $9million PLUS?!!? And how much are they spending on the Admin complex?? Surely the two projects could have been combined and ONE purpose built facility for the government could have been done. Saving a LOT of taxpayer money. Or how about using it as police headquarters but in the state of emergency situation it would then be earmarked as the NEOC..... I really hope there is more to this building than what is being put in the article.

      I wonder why these 2 projects (CAB and NEOC) are out of RDA's hands...
      Also wondering... who is the PM for NEOC? And who is the designer? Finally, who is the client (PS)?
