ROAD TOWN, Tortola, VI - In what some describe as ongoing efforts by the Governor and Police Commissioner to eliminate anyone fighting for justice and speaking out against corruption in the local Police Force, an alleged local witch-hunt continues in the Virgin Islands.

Detective Constable Mr Sean A. McCall who is the Chairman of the Police Welfare Association was on Friday, March 3, 2023, arrested and released without charge. 

It is our understanding he is being investigated for ‘Breach of Trust’ because he was allegedly leaking information to the press. 

Mr McCall’s police group which is akin to a union, has been reportedly locked in a battle with the Commissioner of Police, Mr Mark Collins over his management of the police force and his alleged violation of the Police Act, on promotion, and discipline within the force.

Scandal after scadal @ RVIPF 

The Police Force has also been rocked with division over the UK Police officers and their treatment of locals, where they can allegedly get away with 'anything', however, the local and Caribbean police officers serving in the force are reportedly held to a different standard.

It is alleged that Mr Collins has no regard for the Police Act and the process for police promotion and that he has unleashed some over 30 UK Police Officers who currently harass residents on allegedly trumped-up charges, with no regard for law and order, nor the rights of residents of the VI.

Sources indicated to Virgin Islands News Online (VINO) that many police officers are gearing up to bring a class action lawsuit against Mr Collins, however, the details surrounding the upcoming case is still forthcoming, as no legal filings have been made in the local courts as yet.

Mr McCall through the Police Welfare Association has been vocal in fighting internal injustices in the force and many believe that as a result of this fight, he is now being “victimized.”

Sources further indicated that while Constable McCall is still being paid, he has however been relieved of duties pending “continued investigation”. It is alleged that Governor Rankin supports the actions of Mr Collins which is now being viewed as a witch-hunt by those familiar with the situation.

CoI & AG Reports tools for victimization?

Persons also view the use of the Commission of Inquiry (CoI) report and recent one-sided Auditor General reports directed by Mr Gary R. Hickinbottom, as further tools to bring legitimacy to the vindictive actions of the local police force, which is within the purview of the Governor.

This comes as Mr Hickinbottom in his biased CoI report also failed to address the police force that has been rocked by scandal after scandal over the years, as this was never a subject when the CoI was first called by embattled ex-Governor Augustus J. U. Jaspert.

There are also reports that the nominee by the Police Welfare Association to the Police Service Commission, no longer enjoys the support of the police officers as raised by Mr McCall and his Association, but the Governor and Police Commissioner has refused to act.

Is it victimization?

Mr McCall and his Association had major issues with the recent draft Police bill being pushed by Governor Rankin, and this bill if passed in its proposed form could end up taking away civil and human rights currently enjoyed by residents.  

Mr McCall was a part of the police delegation that met with Legislators at an informal meeting where they raised many red flags over the new police bill. 

There was also a report made of a huge bill run-up by UK Police Officers at a local company for car rentals, however, a blind eye has been turned on that while there is a focus on local university students who were given financial help by elected Members. 

Mr McCall who has given some 22 years of service to the police force could not be reached for comments and it is believed the police have taken his communication devices.

Calls to the Commissioner for Police, Mr Collins for details on the situation surrounding the arrest also proved futile.

      Currently now in the BVI wrong is only determined to be wrong when the Uk Governor and his UK Commissioner of police say so.         BVI born auditors are revealing more than the police. The audit reports into Skelton Crime, The Barges and now the whole grants corruption are performed by locals. Locals who are part of the vast majority of Virgin Islanders who are decent honest people and not corrupt self serving politicians and their cronies and lackeys.

    Increasingly, it seems like the BVI is becoming a police state, eroding civil liberties. If the citizens do peacefully used the power they do have to push back the BVI is track into becoming a fillip blown police state. Violation of some basic human rights in the BVI would never see the light in the UK but they are c rolled out in the BVI for they see no Virgin Islanders right l(s) they are entitled to honor. They see the majority of Virgin Islanders as an inferior underclass.

    When the hell did 30 UK officers get here and which money paying them. Time for the country to put its foot down. Good to see that some officers eyes are open on how they are trying to turn us against each other. Whether from up island or down island, the best thing is to join together and chase those crazy ball heads out of town. What the devil are those demons really planning with that police act. They came to steal, kill and destroy. I support the class action law suit. Problem is, which purse footing the bill. This the sh*t. You allow the slave drivers in, it cost more to the public purse to give them their way (public paying for dpp's actions, public paying for lawsuits against the dpp's actions). It cost less to take a stand and say NO from early. They attack your economic pillars. They allow the guns and drugs in. If this keeps up, we will lose all our young men, the economy will collapse and you will not be free in your own homes. Same tactics they doing all over the world from colonial years to now. Racism still alive they just be concealing it. Must be in their DNA. Only the one above can save us. As always.

      And more UK officers will come, we will find that every Government Dept is headed by a UK person before we know it. They will systematically intimidate and harass good people to achieve their hidden agenda, just look at how many they have attested and then let go, it's to send a message to our people. History repeats itself, full colonialism is underway in BVI, just like they did Africa, India and other countries. Quite frankly it will be hard for them to leave BVI because our standard of living is way higher than theirs on the UK. When I visited the UK a few years ago I was appalled at the way they were living, their tiny tiny rooms and one tiny bathroom in a whole house, so why would they ever leave Paradise when they get here. Don't be fooled people...it's eating them out to see how well we are living here in the BVI and many of us worked hard for what we have which the Governor and his cronies don't believe, they have pained all of us with the same brush of those few criminals who have dragged us in the mud.

    The commissioner acts on recommendations from mainly Inspectors and superintendents, most times base on reports they get from sergeants, most of whom are mostly black, some of whom are locals..Commissioner don't have time to deal with everything, that's why it's are ranks responsible to carry out different functions, to ensure things run in accordance with the law the police act and safety and protection of themselves and the public,..When those ranking officers fail, the force is how it is...However the commissioner is to be held responsible for the bad decisions of those he trust in ranking positions to make good decisions.

      We as Caribbean people need to come together on a whole. Sometimes we are so busy fighting down each other that we get distracted while the real outsiders are making their moves.     As a lawful Citizen of this country, I am against all acts of corruption/crimes whether it maybe found in my household, relatives, or workplace. If charged this Officer like anyone else get, will get a chance to prove his innocence in a court of Law. Recently there was a call to investigate the Governor and the Police Force since some felt that this should have been included in the COI's investigations. Many were saying how corrupt the Force was. Now I am scratching my head and wondering what is it we really want. Now I am not saying that this is what this Officer did but, when you are in position of public trust there are things you just cannot say or do. Passing classified information about an investigations being conducted on a person or, on a person who has been arrested to persons who are not authorized to receive such information or, where the passing of such information may jeopardize the investigation at hand, is a very serious matter that could result in loss of lives. If indeed the person in issue was arrested for "allegedly challenging wrongdoing @rvipf" then we have a very serious matter and one that all of us should be concerned about. His Superiors, beginning with the COP should be held accountable. In a world of advance technology, what evidence does the arresting Officer has? Electronics? legal recordings? Written documents? Eyewitness accounts? If there is no evidence to support a lawful arrest, the Force may again be faced with another lawsuit that may cost the taxpayers of this country. Let us all wait and see.and I wish this Officer well. I believe we may know more in the coming days.

    Law enforcement needs to develop a culture where the corrupt officer fears the incorruptible officer and NOT the other way around. Seize the time.
