Mark Collins Out! Jacqueline E. Vanterpool In! as Acting CoP
A spokesperson for the Governor’s Office confirmed that “Mark Collins' tenure as Police Commissioner ended on 30, November 2024,” following an inquiry from our News Centre. When asked who was in charge of the police force it was also confirmed that “the Acting Police Commissioner is Jacqueline E. Vanterpool.”
In April of 2021, Governor Augustus J. U. Jaspert appointed Mr. Collins as CoP over many other qualified locals.
Collins a controversial CoP
Mr. Collins was the first Police Commissioner against who many of his own police officers brought complaints. Some 55 counts were brought against him including breach of trust, blatant disrespect for law and order, and alleged corruption.
He was investigated, however many of the police officers involved in the allegations said they were never interviewed and labelled the investigation as “fraud” which led to Mr. Collins being cleared of any wrongdoing.
Mr Collins had lost the trust of police officers as they alleged he divided the police force giving United Kingdom (UK) Police Officers more privileges and pay than many veteran local police officers. He was also alleged to be vindictive and had challenges with telling the truth.
They also accused him of having a target list of proponent Virgin Islanders and police officers for arrest, bringing bogus charges against them to damage their good names in the Territory. Many of these police officers and others have been winning their cases through the courts. As of today, close to twelve police officers have had court actions filed against Mr. Collins a burden to taxpayers.
Some senior police officers had told our News Centre that even a media personnel is on his target list and UK Police Officers have openly discussed the name.
Double standards at the RVIPF under Collins?
Under his tenure crime is up and morale in the police force remains at an all-time low because of the double standards practiced by Mr Collins according to his police officers. Mr Collins pushed a new Police Bill which gave police the right to go to residents' homes or offices and conduct searches without warrants. These can also be executed even if persons are not on-site during the time of the search.
It is unclear whether or not he has left the Territory or has purchased property to remain here. Meanwhile, it is believed that current Governor Daniel Pruce is seeking to have another UK national as Police Commissioner. The recruitment process for a new CoP was abruptly stopped by Governor Pruce because there were no UK nationals shortlisted by the Police Service Commission. It means that all those who had applied before must reapply as many residents believed the process is now tinted.
Locals kept out?
Some have alleged Governor Pruce is pushing another controversial UK national Pam Trevillion, the current Assistant CoP.
One of two Deputy Commissioners of Police is under investigation and may be driven out of the police force. Many locals could be CoP including, Comptroller of Customs Wade N. Smith, former Superintendent of His Majesty’s Prisons, Guy M. Hill, Financial Investigation Head Mr. Errol George, and any of the two Deputy CoPs.

Pam pretends to be friendly with the DPP, using that relationship to further her own agenda. Yet, it’s clear that no one takes the DPP’s recommendations seriously; in fact, the recent recommendation for Pam didn’t even help her get shortlisted for the COP post. Behind her back, people smile and discuss her incompetence, demonstrating a complete lack of respect for her position. It’s a crying shame to see such toxic dynamics at play in our leadership.
What’s more troubling is Pam’s decision to only take a six-month contract. It’s evident she’s merely biding her time, aiming to apply for another senior post. They criticize the BVI incessantly but refuse to leave it, which raises questions about their true commitment to our community.
BVI, wake up! We cannot afford to act the way these individuals do and expect to get away with it, regardless of how qualified and experienced we are. If we were to behave like them in their countries, we’d be out of a job in no time. It’s time for accountability and change in our leadership. We deserve better.
