PARAQUITA BAY, Tortola, VI - Managing Director and Chief Executive Officer of the BVI Financial Service Commission (FSC) Mr Robert A. Mathavious was supported by President of the H. Lavity Stoutt Community College (HLSCC) Dr Karl Dawson in his call for persons seeking citizenship in the Virgin Islands (VI) to have vast knowledge of the financial services (FS) of the Territory.

This announcement and discussion took centre stage on Thursday October 9, 2014 at a ceremony coordinated by the two institutions for the launch and handing over of the FSC’s book titled ‘Offshore Financial Services: A BVI Text’ by Paul Byles of the Cayman Islands.

The book, which had its genesis since 2009 when a contract was signed under the Premiership of the Honourable Ralph T. O’Neal OBE, was only completed and became market ready recently, something Mr Mathavious said he was not very proud of in terms of the length of time they took to get it out on the shelves.

At the ceremony and a press briefing which followed, Mr Mathavious maintained his position that it should be made compulsory that studying the book be a requirement for persons seeking to become citizens of the VI.

“I would like to see this book become almost compulsory reading for people who come into the BVI,” he said adding, “You cannot become part of a society if you do not understand what the fabric of that society is, what makes it and what is critical.”

He said the book was handed over to the HLSCC so that it becomes a part of the college’s library and for it to be key in the usage of students studying in that field. It was also being sold on the spot for $25.

In supporting Mr Mathavious, Dr Dawson said that, whether persons are born in the VI or not, it must be of their interest that they understand the society and who the VI is as a people, “And I believe the text would serve in that regard,” he said.

According to Dr Dawson, the college is currently working with the Board of Immigration to develop a course for persons who are seeking immigration status.

It was explained by the new Director of the Financial Services Institute at HLSCC Mr Raj Krishnan that Financial Services demystified was written at the understandable level of high school students and rightfully so while ‘Offshore Financial Services: A BVI Text’ was written to the depth of the understanding of the high levels of persons particularly, those in college and other advanced standings. Copies were also handed over to the national library.

    This book the Financial Services Clearance Certificate. The last document before its death. They all know it true. Hope Dr M got his name in there, he done a good job but out of his hands now, FS on the slide. Need something new here soon. Andrew right.

      Was given a copy of this book, thank goodness I didn’t pay for it. Was it proof read? Only read a third of it, so many technical inaccuracies. If we are delivering our financial products as this publication suggests then we really are in trouble never mind G20 and look who delivered it! @B'water might be right about the spiral.

      Agree. Hill tried to have an Immigration Outreach Academy to teach and explain the immigration laws, policies etc, but was promptly blocked by Bro.....ck P..n and the Premier. Hmmm to dat.

      Yes its complete. We are born here citizens, we need no more. Just like in the US. For those others who got in before, well we just have to work with it.

      Besides, despite the great mystery, Financial Services is not rocket science. When people learn more (locals and others) they will become more comfortable with it.

    Another way, another strategy, another trick to take the Island man money, by suggesting they have to buy this book.. Why he didn`t suggest that before getting a government job you have to know about the BVI financial service industry. (Do a test on BVI financial services and pass it before they get a govt. job). Why target outsiders? every one needs to know would have been a more credible statement.

    How that red woman got in this picture? I'm a Virgin Islander living abroad and why wasn't a Virgin Islander given the PS position in Ministry of Education and Culture? Which Virgin Islander can go to Jamaica and get a PS position because he or she is married to a Jamaican? People, Virgin Islands top positions are for Virgin Islanders, not grand-fathered-in belongers. Who don't hear goin feel. No national pride.

    Okay, so I'm a bit confused. I've come to the territory as a professional in a sector other than financial services and you want me to study the financial sector in order to be able to become a citizen even though the service that I provide is valuable in and of itself? If I had been interested in finance wouldn't I have studied finance? I can understand studying the history and laws of the place where one has moved, but specialized study of an area that I will never work in.... Sell me something else, please.

    this suggestion is discriminatory. this punishes non-English speaking and under educated residents seeking status. Knowing tax ramifications means nothing to someone scraping a living together or working the garden. We need all kinds of people to make the islands go. Financial services is neither the bible nor the constitution. It is a bad idea and unfair.
