Local recycling co. seeks Gov’t approval to build recycling plant
Alkebulan Minds Recycling Inc, launched in April 2018, is co-owned by Mr Gavin Baird and Mr Shavoy H. Samuels, both Virgin Islanders.

The two entrepreneurs believe they can play a major role in helping the Territory to preserve its invaluable environment, including bringing an end to landfill fires at Pockwood Pond, and add economic value to the Territory with their proposed project.
According to Mr Samuels, Alkebulan Minds Recycling Inc has received funding for their ambitious project, estimated at some £35M, and is now seeking Government approval for the project as well as a working relationship going forward.
‘150 jobs will be created’
It is now hoping for speedy approval to get the project off the ground especially since jobs would be created at a time when the unemployment rate and revenue to the Territory has been significantly affected due to the global coronavirus pandemic.
“We at Alkebulan Minds Recycling Inc, locally incorporated since 2018, have stepped forward to help maintain and help build our local economy. Working alongside Government we can create a new economic pillar while creating over 150 jobs. That’s 150 more citizens paying Social Security, 150 more citizens paying NHI, 150 more citizens being able to provide for their families and more spending power in the Territory, while co-existing in a cleaner environment.”
He said long-term job opportunities for their recycling factory would include boat captains, heavy equipment operators, plant managers, accountants, security personnel and janitorial workers.
Incentives
Mr Samuels added that the intention is to offer incentives to persons to bring in their waste for the project to be successful while getting the community involved.
“You pay masons and labourers to build homes and they get build, you pay teachers and they teach. What I'm saying is our speciality is keeping the environment and the Territory clean by all means and cost necessary so if we have to pay residents to bring their home waste or recyclables we will.”
The state of the art factory envisioned by Alkebulan Minds Recycling Inc will be the first of its kind in the Caribbean, according to Mr Samuels.
“This will put the BVI in the spotlight with the new age waste technology and also create an avenue for the Territory to manufacture its own products, such as toilet paper, writing paper, glass and even biofuel.
Proposal sent to Gov’t
Mr Samuels and Mr Baird also have other plans in mind for handling waste in the Virgin Islands.
“With state of the art machinery we plan on tackling waste that affect our lovely environment by introducing ‘waste to energy’ incinerators, which would be the first of a kind in the whole Caribbean region,” Mr Samuels said.
Mr Samuels said while more details would be forthcoming on the proposed project, a proposal has already been sent to Government for approval and hopes it is met favourably.
