Linton V. Leonard In! Appointed Deputy Clerk of HoA

ROAD TOWN, Tortola, VI- Virgin Islander Linton V. Leonard has been appointed Deputy Clerk of the House of Assembly (HoA) of the Virgin Islands. The appointment takes effect from January 2024.

Mr Leonard is an indigenous resident from Carrot Bay on the main island of Tortola and holds two Bachelor’s Degrees, one in Communications and the other in Business.

Additionally, Mr Leonard has been a public officer for many years and joined the HoA staff in 2013 as its Public Relations Officer.   

Big shoes

As Deputy Clerk, Mr Leonard is expected to assist the Clerk with the daily operations of the HoA including supporting the Clerk in the management of HoA Sittings, Order Papers and, where necessary, providing essential support to Members in the exercise of their parliamentary functions.

The new Deputy Clerk will also deputise in the absence of the Clerk, assist in the preparation of the HoA annual reports and perform any other duties as required by the Clerk to contribute to the effectiveness and efficiency of the HoA.

The HoA is the highest law-making body in the Territory. There are 15 members, including 13 elected from outside the chambers, a Speaker elected by Honourable members, and the appointed Attorney General.

Mr Leonard will replace retired Deputy Clerk Joaann Vanterpool of Virgin Gorda, who was the substantive holder of the post, and also retired Acting Deputy Clerk Khauesten Industrious.

      Take into effect, retroactive, and appointed are three different things. Now go do some homework to find out the differences.
