ROAD TOWN, Tortola, VI— The Junior Minister for Culture and Tourism, Hon Luce D. Hodge-Smith (R4), has said the newly launched Road Town Partnership (RTP) is not simply an infrastructure project but is “a movement.”

The public-private initiative, aimed at transforming the capital into a model of coordinated urban development and sustainable infrastructure, was launched on April 4, 2025.

The designated geographic scope of the RTP’s work spans the commercial and civic corridor from the Prospect Reef roundabout to the Purcell roundabout, affecting parts of Districts 3, 4, 5 and 6.

Not Just a Project – A Movement

Hon Hodge-Smith said the RTP is a movement that underscores the importance of clean and beautiful surroundings for tourism, the everyday health and well-being of citizens and the prosperity of businesses.

The Junior Minister also stressed that the transformation of Road Town and the greater Territory requires broad-based civic involvement, elucidating, “...the transformation we seek will only be possible through the concerted efforts of all members of our community.”

Highlighting early momentum, the Minister said the Road Town Partnership had already begun to engage the private sector, with support from the Recovery and Development Agency (RDA).

Patriotic Spirits

The RDA, she said at the launch, “… went out and started to have some initial contact with the businesses. A number of the businesses have already expressed interest and are willing to support our efforts.”

The Minister praised the early support from the business community, saying, “This is a good sign because I appreciate and recognise their patriotic spirits, and I thank them for their support thus far.”

According to Hon Hodge-Smith, “Today, I issue a call to action to everyone… to become involved in keeping not just our capital clean and tidy and organised, and not just Road Town but the entire Territory.”

With this in mind, she also appealed, “Let us commit to a standard of excellence that will set us apart not only as a tourist destination but as a community that values and protects its environment, let us take pride in our surroundings and work together to create a lasting legacy of cleanliness and beauty.”

    Saying the right things much more spoken by political leaders than doing the right things. If we all let our action speak more for us than our mouth, much more would have already been done years ago.

    There is a common ground bird named a foul. This bird lays eggs, quietly sits on them until they are hatched. After that she count her chickens, very much unlike mose political leaders. In contrast most leaders talk much about what should be done, but rarely do they have said, even though they are being paid a monthly for none start, some started, but uncompleted duties, that are vital for infrastructural, and others daily necessary needs for the betterment of all the people of the B.V.I, and our children and grand children future.aqq

    Let us do this. Let us do that. If this is her job and she been in the post now for how many years, and have done nothing, why can't she just do her job and leave us out of it. We doing our job already by working and paying our taxes into the public purse so she can do her job. How about we will let her do her job and we will give her our full support in the form of a cheer everytime she actually gets something done. She has our full blessing.

      Don’t y’all think it is time to leave the lady alone? Hey, I am a 35 year old male and I just now started to notice Luce and I find her to be a very attractive older woman. I call her the silver fox because the color of her hair is nice and it suits her.

      Does Ms Hodge have a budget or a mandate? I think the primary ministers and the Premier handle and allocate the money. What do we expect from junior ministers and district leaders? It can't be much! District Councils have been suggested where districts can raise revenue to help themselves, but the idea has been scoffed at. Until we see that district leaders and junior ministers have the necessary resources to work with we shouldn't expect much from them.

    Sick of these legislators; they want to do everything except what is necessary. How about price control? How about rent control? Tell me in what world can a landlord can put on $800 ONE TIME and does absolutely nothing to maintain the apartment. Tell me!!! People are suffering and politicians are playing.

    I ain't see nothing wrong with Road town, its small but its one of the nicest and most beautiful city in the caribbean..I've travelled. When it rains if flooded very easily, we need frequent cleaning of drains. Also..If drivers can be educated to park and walk in stead if trying to park infront of where they going only to find out there is no parking and they end up parking badly

    @ Fedup. You need to remember that the politicians already took care of themselves with the Greedy Bill in the HOA. Whether the US tariffs impact us next week, next month or next year; the BVI politicians don’t have to worry for they will survive. They ALL have many things in common; and the main one is underestimating the intelligence of their constituents. But in time to come, they will realize that not all of us are simpletons.

    Talking is one thing but doing is another. Most politicians got a gift for gab, overpromising and underdelivering. Truth be told politicians must promise to get elected. Government can do anything but cannot do everything at once. It must prioritized within appropriated resources. It must plan and organize. It must deliver resources permitting. To be effective, politicians must have a) administrative skills, b) leadership and management skills, c) technical skills, d) retail politics skills, d) people skills, and e) have personality . Politics is not for everyone and is not for the weak of heart, choir boys/girls and if you are in politics, you are a politician. Stop the damn nonsense ber yu nah a politician.

    Moreover, keeping Road Town, the capital city, the seat of government, the business, financial, entertainment centre, etc, should be a specific line item in the O&M budget for its upkeep in an aesthetically pleasing manner. Money should be appropriated/ earmarked in budget for maintenance and ops and capital improvements projects. Should not be begging public sector for donations to do stuff. Leh we geh dun with proper budgeting and executing. Trim the civil service through a) buy outs, b) attrition, c)hard hiring freezes, etc. Geh rid of the dead weight, non-performers , those retired on the job(ROJ Scholars). Furthermore, work on improving productivity. I hear the Action Man coming back. Really!!! The HoA is not the province of any one family.
