ROAD TOWN, Tortola, VI - Some Public Servants in the Virgin Islands (VI) have not been paid at the end of September 2019, as a result of upgrades to the enterprise and accounting software being utilised by the government.

A joint statement released today September 30, 2019, from both the Ministry of Finance and Department of Human Resources said, "In a circular dated 11th September, 2019, we would have communicated to public officers that we were making the transition from the old system that was in place for 25 years."

They said the upgrades are to facilitate a more efficient and modern accounting system for the Government of the Virgin Islands, and as such, an upgrade of the 'JD Edwards Enterprise One' has finally been completed.

"We wish to advise you that at the end of September, salary payments for some public officers will be made on 1st October rather than 30th September for this transitional period only. The normal payroll cycle will resume from 15th October," the release noted. 

Delayed Payments 

The departments said the delay with payments is not a financial issue, but rather due to technical modifications to the system that was required.

"It was compulsory to update the system because the current JD Edward version used was outdated and deemed obsolete. The Government wanted to take every effort to upgrade the system to the newer version to prevent system failure due to the outdated software," they said.

While the delay is expected to be an inconvenience to Public Officers, this is not the first time for the year that the government has grappled with accounting software issues.

      @incerments The same day NDP signed off on the paving of the roads, resigning our beaches over to individuals was the same day they took your increment. Go look for them and ask for your money!

    Dear Admin: It is pay day and the new system is generating errors. My co-worker received $150 in her salary. I received no salary and everybody I spoke to said something was wrong with their salaries. HR was contacted and we were told that there is nothing that they can do until next pay period. Well Admin, the 10 days grace period to pay the mortgage will be up by then. I am only a poor person working for the government.
