‘Large number of locals on contract @ BVIHSA’ - CEO
Ms Carty-Baptiste was at the time speaking as a guest on the radio talk show Straight Talk, hosted by Donald E. De Castro on ZBVI 780 AM last evening December 3, 2014.
She was asked by host De Castro how is it that there are so many contractual employees in the system.
“It is a mandate from the Board in reference to switching over into contractual arrangements. We do have a large number of persons who are permanent and pensionable but those persons are the ones who came over in 2005 when the Authority was established,” she said in response.
“So the contractual arrangements that are currently existing within the Authority or by virtue of Board mandate…those persons are coming into the system based on contracts,” she said.
Asked whether it was cheaper to employ persons on contracts rather than permanent, she said, “You have to weigh…it is hard to do apples and oranges."
"Those persons coming in on contract, once they have adjusted into the system they become part of our pension scheme. So the fact that they contribute and the BVIHSA matches their contribution so at the end of the tenureship once they reach that point of 10 years and they remove themselves from the system there is a recognized benefit to them greater than a non-contributory pension scheme," she said.
Asked by de Castro how many Virgin Islanders compared to expatriates were on contract, Ms Carty-Baptiste said that she did not have an exact number for the contracts but she said that a significant number of Virgin Islanders who are on contract with the BVIHSA.
