Kedrick E. Malone ‘very comfortable’ with scrutiny CoI legislation received in HoA

BAUGHERS BAY, Tortola, VI- Governance Reform Delivery Manager Mr Kedrick E. Malone has said he is satisfied with the legislation passed in the House of Assembly as part of implementing Commission of Inquiry (CoI) recommendations.

Mr Malone’s statement comes following a question from Talking Points co-host Mr Damion C. Grange on the strict timeline the Virgin Islands had to implement CoI recommendations. 

“Are you confident that given the rush and the strain that was that we’re satisfied with what was presented?” he asked on the January 20, 2025 airing of Talking Points on ZBVI 780 AM.

Mr Malone responded that as a citizen he is asking the panel to think about the entire process. 

“Some of the bills went into the House of Assembly, and you have a very experienced Opposition with a lot of ex-Ministers, so you couldn’t ask for a better scenario where you have the level of scrutiny that took place on these bills,” he explained. 

He also said the HoA would sometimes spend an entire week going through bills, adding that he is “very comfortable” with the process that was adopted through to the Committee stage. 

“You heard the level of debate in the House. It was a very vigorous level of debate; so it means that the bills were being read, they were being scrutinised, on both sides,” he said.

Each piece of legislation, Mr Malone said, reflects the interests of the people of the Virgin Islands as well as their needs. 

He said; however, if the legislation falls short a transition plan has been proposed that will allow for the review of the legislation.

“[The legislation] will be monitored to see if they are meeting the actual objectives that they were designed to address, to make sure that they are meeting the needs of the people…we’ve created mechanisms for monitoring and creating cases,” he explained. 

According to Mr Malone, these cases will be looked at, go through a process with the Permanent Secretaries, brought to the relevant Minister and sent back to Cabinet. 

Once brought back before Cabinet, Mr Malone said, the issues and concerns with the bill in question will be presented along with the cases substantiating the issues and reasons why it would need to be amended. 

“So there’s a process to ensure that even if it’s not perfect the first time, there’s a mechanism for it to be fixed,” he said.

Meanwhile, Mr Grange asked if there was a timeline for this review process to which Mr Malone responded that it would be based as needed. 

“We took each piece of legislation [and] asked each ministry to set out how you going to implement this legislation. Here’s the education, these are the structural changes, the staffing changes, whether it needs regulation or doesn’t need regulation,” he continued. 

Mr Malone said each ministry has formulated its implementation plan. 

“Part of the implementation plan is the monitoring and evaluation and going back, so it’s an ongoing mechanism, it’s been mainstreamed into how the ministries operate,” he explained.

    UNPRECEDENTED - UNPLEASANT REALITIES

    Once in a while we meet scholars who impact our community with shared initiatives whose diplomacy are reflective of convergence upon the people abutting where they want outcomes to go instead of stuck where they are. To a degree this COI it is the exam but we have to sit in detention- until we’ve been humbled by a pass or fail period and a performance that is not to be dismissed!

    So escapism in the meantime is not even a choice. How do we get thru the process- without going through it? Inescapable- capably is what must be!

    The premise of executing under commutation is an enormous expectation as reminds us that the monarchy fluctuates between culturally conservative and liberal values, which when viewed through economically progressive brands , could socially guillotine compromised generations whose hands are sometimes tied not behind their back but above their knees; while the elders are kneeling for their prodigal sons and daughters at home and singing brazenly at the alter- alternative facts!

    So how can the powers that be indulgently pamper us all so that much of what the Parliamentary needs is attainable so he can give People all they want?

    Short of debatable Suffering and sacrifices, successes and strifes, shams and sorrows, It’ll be an albatros of an exhilarating story, of resilience, if the BVI could reclaim its culture. If not for its pastoral genre instead for a future as a place where people and legacy transcend the pathology of smugglers cove but the sons of the soil incentivized by the potential economic growth via adventure and amusement for and of cultural change through geographical proximity to advanced social change using topography and terrain such as hills caves seasides and waves . A multi- cardinal Tramway for the BVI? Beyond displays of austerity measures of structural reform that are meaningful beyond currying meritocracy.

    An airport or expansive negotiations with a US hub, a better runway with border protections in the regions and safety regulations and infrastructure influence from within our embattled shores - pride over prejudices.
    Perhaps the Virgin Islands own architects and engineers can collaborate to new levels of visionary design and innovation to cultivate a paradise where its natives can be praised for having achieved the unfathomable brilliance and excellence imagined not so far and not so long time ago when we were considered and marketed as nature’s little secret.

    A one stop Phantom Escape of the Caribbean…what crime what hate -island times and everyone waits, No Cars - just Tramways and zip lines donkey rides and waterfalls and neighborhood stroll exercise, climbing and walking and water parks with slides focused on healthy lifestyle and clean green living . How about an exercise program; perhaps an equilibrium of adaptation prospects conducive for favorable and reasonable outcomes for all of the people for whom the bell tolls instead of instant gratifications and pretentious predictions and practices.

    One of these days the answer will be determined what we did whether run to or hid from unpleasant realities.

    Unfortunately .“Elected persons must sit on his-her own bottom” until elections comeback .

    In need of a break or fast - a wave of Escapism will soon come - and it too will be Unprecedented- We all Want Relief From these unprecedented Unpleasant Realities!

    He happy because it pretty much keeps things as they were. How is he, his family and friends benefitting from the old corrupt ways of the VI. That is the question to ask.
