Kedrick E. Malone out! Julien N. Johnson in! @ BVI Finance
At a press conference held in the conference room of the Premier's Office today April 23, 2015, it was revealed that Mr Johnson will be replacing Malone at BVI Finance.
The Government of the Virgin Islands had commissioned McKinsey & Company to carry out a study on the territory's financial services industry and as a result of its findings made a number of key recommendations. Malone is now tasked with seeing those recommendations implemented.
“I am pleased to announce today that Mr Julien N. Johnson, currently the Chief Operations Officer of the Financial Investigation Agency will assume the role of Executive Director of BVI Finance immediately to replace Mr Malone,” said Premier Smith. “Mr Johnson comes with industry experience having worked with the Financial Services Commission,” he said.
Sharing office space
Premier Smith further said that to ensure there is a smooth transition, Johnson and Malone will for the next few months share office space as the unit starts its operation.
Speaking at the press conference, Malone said he does not need to remind persons of the challenges that the industry is facing currently. “If we as BVIslanders and those of us who live here want to continue to enjoy the quality of life that financial services have afforded us, we are all going to have to make significant changes and we have started to make those changes,” he said.
Spreading the 'Gospel'
Malone said the role of the unit he now heads is to spread the Gospel of the need for changes that have been identified.
“The unit will direct and oversee the monitoring mechanism, working with senior officials within Government to make sure that the officers and the senior management connect to the initiatives that are proposed, and that will be done with the support of Cabinet,” he said.
“The Unit will also make sure that there is accountability to Cabinet to what has been [done] and to provide analytical support and recommendation to all the departments to ensure that the proposed changes are delivered and delivered on time,” he added.
According to First Lady Lorna G. Smith OBE, the implementation committee is not a permanent arrangement and as such it will dissipate after it is able to achieve its objectives, some of which will take longer than others.
Asked what will become of Malone when the work of the implementation committee comes to an end, Premier Smith said Malone, who is on contract as opposed to the traditional public servant, will be found use for.
