ROAD TOWN, Tortola, VI- The August 31, 2024 deadline for completion of implementation of recommendations under the Commission of Inquiry (CoI) will not be met, Governor Daniel Pruce has said, confirming our first and accurate article on August 29, 2024.

Governor Pruce and Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) held a joint press conference today, August 30, 2024.

“Standing before you here today, it's clear that we will not meet that deadline of the end of August,” Governor Pruce admitted.

In May 2024, Governor Pruce and Premier Wheatley asked for an extension of the deadline assuring that the remaining recommendations to be implemented will be done by August 31, 2024.

While the August 31, 2024 deadline will pass without the completion of CoI recommendations, Governor Pruce said work must continue.

“It's absolutely critical that every branch of government continues to make a concerted effort to complete the remaining CoI recommendations. This was a promise. This was a set of commitments that we made to the people of the British Virgin Islands.”

He also said he expects that ministers in the United Kingdom will want to see genuine commitment at every level and every branch of government to implementation of the CoI recommendations.

‘Now is time for unity, not division’- Governor Pruce

The CoI the governor said has prompted “open and vibrant public debate”, and that is welcomed.

He called on all involved in the process, especially those holding positions of power and influence, to fulfill the duty of service to the people of the Virgin Islands (VI).

“Now is the time for unity, not division, if we are to deliver the reforms that the Government of the Virgin Islands committed to those two years ago,” Governor Pruce stated.

Work must continue- Governor Pruce

The governor thanked everyone who has been working “tirelessly” and collaboratively” across the government on the recommendations, adding that “those recommendations will help shape the Virgin Islands for many years to come”.

“Much has been done, a lot has been achieved, but important items remain, and they remain to be completed… must continue to sustain our collective efforts… ultimately all of this work is in the service of the people of the British Virgin Islands, and I'm confident that that principle of service to the people will continue to guide us all in the period ahead,” stated Governor Pruce.

COI-OIC TWO SIDES OF THE SAME REALM

    By Tafari Zharr

“While we were sleeping” a lot of malarky ensued. Unlike that movie, the conundrum is neither the COI (Commission Of Inquiry) nor its inversely counterpart, the OIC (Order In Council) is neither/nor a romantic comedy. Reality Check, the COI and The OIC are two sides of the same realm and the territory operates under the auspices of UK.

Amid our lassitude I urge us to take on the mantle and be audacious enough to face the issues presented.

LEST WE FORGET- “UK TO IMPOSE DIRECT RULE” the existential threat to the order of VI life – it’s three months shy of a year and we are waiting for test day like students worried if all the work we did all year will matter!

I hope we are not ROMANTICIZING PRESCRIBED RECOMMENDATIONS?

    Recommendation A1:

-Temporary Partial Suspension of the Constitution

    Recommendation A2: Constitutional Review

Recommendation A3: Curtailment of Open-Ended Discretion Recommendation A4: Audits and Investigations

Recommendations from Chapter 3 (Commission of Inquiry Methodology and Process)

Recommendations from Chapter 4 (Elected Public Officials’ Interests) Recommendations from Chapter 5 (Assistance Grants)

    Recommendations from Chapter 6 (Contracts)

Recommendations from Chapter 7 (Statutory Boards)

Recommendations from Chapter 8 (Disposals of Crown Land)

Recommendations from Chapter 10 (Residence and Belonger Status)

Recommendations from Chapter 11 (Public Service)

Recommendations from Chapter 12 (Law Enforcement and Justice)

Recommendations from Chapter 13 (Governance and Serious Dishonesty in Public Office)

I’m fully awakened, but shouldn’t we all be?
Is Citizenry-reform possible or will lack of and failure to meet the expedient benchmarks of monitors and intervention prescribed cause a remedy of modern day Reform Act?

    Extract from My previous blog

THE BVI OPERATES AS A PARLIAMENTARY DEMOCRACY

“…If it becomes clear that this approach is not delivering the reform that the people of the BVI want and deserve, we will take action.

This may require the swift implementation of the final report recommendation.

In order to be able to do so quickly if required,
the UK Government has submitted an

Should it prove necessary to do so, I will instruct
the Governor to make a proclamation in the BVI Gazette
appointing a day that the Order will come into force…”

Respectfully, HRM rep. Is weak at best and on a holiday at best. Guv. Pruce is just trying to enjoy his pre-retirement life and he realizes that doing nothing (as directed by Starmer’s minions) would o go extra slow as to not rock the boat.

Where does that leave us? The low to middle class are desperate for change that is nowhere on the horizon. Relief? What’s that! Feels like we are doomed to perpetual stagnation and maintaining the status quo.

Neither the Governor or Britain responsible for the deplorable state of the BVI infrastructurally and financially. We and our leaders failed for the past 35 yrs.. All the Gov and Britain was doing is to put corrective measures in place in means of proper procedures, laws and policies,. Our leaders were robbing us blind...Billions annually passing through this country..Nothing to show. Not even a proper admin building...Just rent, rent, rent, corruption, expenditure over loaded..Is the Gov and Britain too late,. Is the BVI too far gone? Do we have the human capacity in leadership to restore the BVI light...Britain didn't do much but I want to thank them for bringing the awareness to the people and to say no more. The BVI people deserved better. .Thks Mr. Gov and Britain....

⚙️under pressure is that some changes have been made but many are missing... When you go to any department to look for a document, from the moment you ask that you need to know if the documents are ready, they often tell you NO without checking. I understand that each case must have a # or code and customer service asks for it and enters it into the computer. They will be able to see what level it is at, if something is missing, if there is an error or if it is finished, how to know which officer has the case. They automatically tell you that it is NOT Ready without checking, that is one of the non-existence of departments in BVI

The UK needs to take BVI, especially the Public Works Department and Solid Waste Management. The roads are sink and filthy.

Yet another missed deadline with zero consequence. Sort of like the laws that are flaunted daily in this country. Until real people get serious about change status quo will continue
