Impacts of H. Lavity Stoutt on VI to be observed from Feb 27-March 7, 2024
Activities will include a production in conjunction with Virgin Islands Studies Institute at the H. L. Stoutt Community College of the “Reenactment of the First Sitting of the 13th Legislative Council on Tuesday, February 27, 2024, at 5:00 PM at Eileene L Parsons Auditorium and A Wreath Laying Ceremony on Monday, March 4 at 9:30 AM at the Cappoons Bay Cemetery.
More activities will include a radio quiz on ZBVI on Wednesday, March 6, 2024, at 9:30 AM and A Fair Showcase on Thursday, March 7 from 9:30 AM to noon at the Elmore Stoutt High School Campus.
Deputy Secretary in the Premier’s Office and Chairperson for the Planning Committee, Dr Lavon Chalwell-Brewley has encouraged persons to attend this year’s events which will highlight the visionary’s impact on the Territory’s development, with a great focus on education.
Public Holiday on March 4, 2024
The public holiday will be observed on Monday, March 4, 2024, in lieu of his birthdate which is Thursday, March 7.
The late H. Lavity Stoutt was born on March 7, 1929, and served as an elected representative consecutively from 1957 to 1995 and was the Territory’s first Chief Minister.
Mr Stoutt is credited with establishing the cruise ship pier, overseeing the construction of the Central Administration Complex, and spearheading the development of the local community college, which is named in his honour.
On October 13, 2023, H. Lavity Stoutt was among the first group of 10 persons who were declared national heroes, during a resolution passed by the House of Assembly.

Hon Willard Wheatley was our second Chief minister 1971-79. Hon Lavity served again from 1979-1983, when he was defeated by our third Chief Minister Hon. Cyril who served from 1983-1986. It was Hon Cyril who is credited with the cruise pier, not Hon Lavity. Hon Lavity served again as CM 1986-1995 until his untimely death
