'I don't like to see people fired but...'- Premier Fahie on public service

ROAD TOWN, Tortola, VI- With an already bloated civil service that devours a major portion of recurrent expenses, Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) has said he is unwilling to unnecessarily increase the public service, a stance he said may gain him some unpopularity.

"When you say no, they are going to tell people Fahie is a dictator," the Premier said on Friday, December 13, 2019, during the budget debate at the House of Assembly (HoA).

"I have seen the public service over my years in public office grown by this philosophy – give me this person here and we will be able to grow revenue – and you give them the person, and then they come back, and they tell you this person need a secretary."

The Premier said the cycle then continues with a string of new positions in the public service.

He continued: "Then they come back, and they tell you that the secretary needs a secretary and then they tell you that the secretary, who get the secretary, need a messenger; and then they come back and tell you that the secretary who gets the secretary who gets the messenger, the messenger needs a messenger."

Employees not being disciplined

Meanwhile, Premier Fahie said there was another area of contention that he had to disclose to the HoA.

"Another area that I have told those in charge of the public service is that people aren't doing their work [and] they don't discipline them. I don't like to see people fired but if they ain't working what else you could do? Yet they put them on the side, create a new position, increase the recurrent, and here we go again."

"It cannot continue that way and you fighting this and the very people who you explaining this to all the time are the ones who come right back at you saying that they have some new plans to help the service to do better, but it is going to require some new posts," he stated.

Civil servants payroll unsustainable

It was on October 24, 2017 that Mr Claude O. Skelton-Cline, while on his radio show Honestly Speaking on ZBVI 780 AM, had noted that the Territory's budget showed the payroll for government was $10M per month, which equated to $120M per year and represented 40% of the annual budget.

Mr Skelton-Cline described the payroll as unsustainable and "needs to be fixed."

The talk show host suggested that among the things can be done to cut expenditure are to send home civil servants brought out of retirement, offer more opportunities for early retirement and cut down on sending persons on extended leave of absence.

Mr Skelton-Cline was also in agreement that leadership should take a pay cut too once civil servants are to suffer a pay cut.

Oversized public service

Speaking on the 3-D Show on ZBVI 780 AM on Friday February 11, 2017 host Doug Wheatley had said some people came to him to voice some of their concerns about the oversized public service.

“They feel like the civil service is oversized, and they feel that there are too many persons in all of these government offices and wondering if really there is enough work to keep all of them busy all the time. Or whether there is only enough work to keep them busy for four hours or five hours and the other three or whatever the number is they don’t really have anything to do?” he asked.

Mr Wheatley had also stated that the people believe there should be another way to handle the too large-a- public service in the Virgin Islands.

“…And yet the cost of the public service is very high, the operations of government take a sizeable chunk out of the budget of the country and there are wondering if there is another way that can be handled rather than having such a large public service?”

    Please stop with the shenanigans!!! If one qualify they will get the job regardless to creed, colour or nationality!!! Work on yourself, look at yourself so that you gain the job in which you seek! And if you don’t succeed then develop the art of being an entrepreneur!!! Open your minds people... and stop looking for handouts!! I’m so tired of this.....

    I love how this Premier is tackling all the hard issues that other Governments have run from.

    The heavy portion of Government expenditure is salaries for public servants and we the tax payers pick up this tab and Government should ensure like every other employer that we are getting value for money.

    In the working world employees must be held accountable.

      Please start with the police human resourses department the manager needs to go......not attending officers needs...always saying come back come back and she never there when you go back. refused to deal with matters in a timely manner with the attitude if she do. premier please start the firing from there

    Truth and right is always unpopular.. Lots of stuff need fixing that's won't be popular but will be right. The civil service is top heavy and unproductive for it size .. They do 35 hrs a week and half of them always late most of them can't do that no where else These r the truth that they will hate you for. How come my father here for 37 yrs. Never commit a crime not even a traffic offence but his belongers papers is held up or hidden by someome one that hated him. ..

    Look at some of the people you have managing Departments, start there. Some Department Heads don't have a clue what is required of them in their post.

    Government need to construct buildings to house their offices and stop the large rent payout. What about the old administration building and the old hospital building can't they be renovated and put to use.

      @Get Serious, indeed, there are cost effective and functional adaptive reuse for both the old Admin Bldg and Hospital. Rental space should only be a temporary option, not long-term. Ok. The 2020 budget is approx $414M, the largest ever, but what are the people of BVI/taxpayers going to get for it? Over 1/3 is going towards labour. Wow! As the Hon Fraser opined recently, about the budget increasing exponentially yet service delivery seemed to be stuck on top dead center. The VI has one of the largest budget in the region yet not leading the pact on return on investment. WTF!

    Many seem to believe that the civil service is bloated; bloated compared to? Conduct a staffing study to determine what size staff is needed to meet workload. Employee level of funding should be a function of staffing size. Retiree funding is a sunk cost and should have a separate line item. However, the retiree unfunded liability issue is urgent and needs action; unfunded liability is estimated to be north of $300M. Employee discipline?

    An old adage (well, it still is) in management is what get recognized and rewarded gets repeated. If the low performing employees gets treated the same as top performers, organizational performance and output will decrease well below expected performance levels.

    An organization without or with unenforced rules will perform poorly with increasing cost. Every organization should have rules and regulations and there should be a progressive discipline(verbal, written, letter of reprimand, performance improvement plan,suspension, termination) process for coaching and counseling employees who are having problems confirming to the rules and regulations. The organization should part ways with employees that fail to respond to coaching and counseling. Failure to discipline poor performing employees can adversely impact the performance of top performers, especially if low and top performers, are rewarded the same. Again, what gets recognized and rewarded gets repeated; if top performance is recognized and rewarded, it will get repeated.

    Moreover, every position in an organization should have a job description. At the beginning of every reporting period, the supervisor and employee should meet to discuss goals and objectives for the reporting period; performance metrics should be set for each employee for each reporting period.Supervisor and employee should meet at least quarterly during the reporting period to discuss performance. An employee should not be surprised at the end of reporting period that he/she was not performing up to expectations.

    You need to take a hard look at those in the police department. They are ridiculously bad. I often wonder if they know what they doing.HR lie bad no form of credibility.
