ROAD TOWN, Tortola, VI- Governor John J. Rankin CMG has said the Commission of Inquiry (CoI) Report will be shared first in confidence with Premier and Minister of Finance Hon Andrew A. Fahie (R1) and then leaders of political parties in the House of Assembly (HoA) before it is published in June, if not before.

Governor Rankin; however, has pleaded with the public to “reserve judgement” until the Report is published.

In a press statement from the Office of the Governor today, April 21, 2022, which our newsroom had accurately reported was forthcoming, Governor Rankin said he has now had the opportunity to review the Report in detail.

“It covers important topics and the recommendations include issues around governance, the Constitution, and strengthening or reinforcing existing legislation,” Governor Rankin stated.

He said the CoI examined a broad range of issues which are the building blocks of any effective and successful jurisdiction and that by addressing them properly, the foundations of governance in the [British] Virgin Islands can be strengthened to meet the challenges of the future in an open, transparent and fair way.

The Commission was established in January 2021 by controversial former Governor Augustus J. U. Jaspert.

Report to be published ‘as soon as possible’

According to Governor Rankin, it has been a long process to get to this point and he recognises that people want to see the Report as soon as possible in full, and for work to start on improving governance in the Territory.

“However, I intend to share it first in confidence with the Honourable Premier Fahie, and then the leaders of political parties represented in the House of Assembly, to allow for discussions to take place on a cross-party basis between them, Ministers in the UK, and myself.”

Mr Rankin said he trusts that the confidence in which the Report is shared will be respected and hopes that these discussions will take place in the third week of May.

“Thereafter, my aim will be to publish the Report as soon as possible - in June, if not before. It is essential that the handling of this Report is done in the right way and I believe by adopting this approach, we will get to an outcome that is in the best interests of the people of the British Virgin Islands.”

Beware of speculation- Gov Rankin

Governor Rankin also told the public that there may be speculation and attempts to discredit or second-guess the CoI Report and recommendations.

“I ask you to reserve judgement until it is published. I thank you for your patience, and I will provide another update in May,” Governor Rankin stated.

    GOVERNANCE, that sounds like part of the Constitution will be suspended for the imposition of Direct Rule temporarily to get the mess sought out and putting what has been recommendation in place. Ppl brace yourselves.

    The Uncle Toms ran to massa news carrying (bring cum carry go) to bring down their own. Slavery was abolished but its deviant ways and means still lingers. Self reinforcing discrimination at its worst. Today should be a great day for all the Uncle Toms and Tomsinnas. The CoI would have generated more confidence in it if the circumstances surrounding it had carrying out in a more professional and conducted in a more independent manner. Gov Rankin may be part of the good ole boys club but this one is on the former controversial Governor Augustus J.U. Jaspert, the villainous s…..e. Time will tell if Sir Hickinbottom was an independent professional or a hack brought in for a solution looking for a problem. The Uncle Toms aside, the BVI performance may be less than desired and not fully consistent with good governance and there may be room for improvement(s). But it is the way the Governor pursued the process that says something is rotten in the state of Denmark. It seems as if it were a revengeful CoI. And who dare you to challenge the UK, the Mother country that knows best.

Nonetheless, the point is well taken, for there lots of Sambos still in the BVI in the 21st Century. The Sambos that ran to the r…t Governor are some sorry pieces of thrash.     Governor please you better off telling the whole country now, once you tell one member in a matter of a few days we all will know, unless you trying to set up legislators to get the blame for sharing the report and their lack of honesty and confidentiality..If serious changes is going to happen we the public have to prepare and brace, So earlier we know the better, , So it seems to me that nothing serious in the report.

    The Governor took the high road and must be committed. Mr. Premiere you and all legislators have a great responsibility to redeem yourselves by not disclosing the report to your spouses and especially Mr.CSC.     @Uncle Tom, check out Harriet Beecher Stowe 1852 classical, influential and controversial novel Uncle Tom’s Cabin. In this classical novel, Sambo was the villain, the stooge, not Uncle Tom. Nonetheless, the misapplied term notwithstanding, got your point. Physical slavery was on paper abolished on August 01, 1834, but too many people are behaving like Sambo in the 21st Century. Though a 188 years have elapsed, two things remain the same.

    First the attitude and behavior towards and control of the people in the remaining colonial remnants in the Caribbean of the once mighty but fading British Empire. Then as now, equal justice for people in the colonies was a fantasy, Arthur Hodge’s trial, conviction and hanging for murdering his slave Prosper in May 1811 notwithstanding. The Barbados Slave Code of 1661 protected the Whites and plantation owners, not the slaves (chattel property) who had no rights and legal access and protection. Legal proceedings were one way with if you were White and wealthy, you had absolute legal rights and protection. Fast forwarding to 2022, not much have changed for Caribbean OTs.

    They are supposedly self-governing, yet the power lies with crown-appointed governor(s). It is an unbalanced equation, for the appointed, non-democratic elected Governor has the unilateral power to ‘nuke’ any action(s) taken by the local government. The local government(s) is accountable to the Governor with no recourse to redress issues of concern by the Governor. The arc of justice is as straight as an arrow and surely not bending towards justice. Too many democratic-deficits to call it true democracy.

    Second, the slave-era conditionings and Sambo-like obsequious behaviors unashamedly persists. The legacies of slavery lingers on.

    Moreover, a commission of inquiry or commission of enquiry is mechanism for reviewing actions with the aim of identifying processes and procedural weaknesses and making recommendations for strengthening them. The problem with the Hickinbottom-led CoI was the process by which it was commissioned. Governor Jaspert on his early departure out the door for the UK launched the CoI. The way it was launched tainted the CoI and signify that something may be rotten in the state of Denmark. A dark cloud hangs over the CoI because of the process and perhaps the vindictive personal spirit and intent of launching the CoI. Every organizations periodically needs to check itself through independent reviews. There are perhaps no clean hands in this sordid process. Though, it highlights the whale and fry relationship in UK-OTs arrangement—-one-sided with disadvantage for OTs.

What they don’t understand is the snakes they are collaborating with are laughing at them about their servility and readiness to bend the knee and kiss the ring, selling the clan down the river. Here is a news flash. The colonialists do not give a rat’s ass about you and just using you as a tool to accomplish their intent of keeping people of African descent in their places where they are supposed to be—servants. Blacks ascent is a major threat to the superiority lie. It is evident and the attitude in the US, UK, France, Spain, Australia, Canada, etc.

    Think of the info in the CoI report like the Covid virus was back in 2020 and 2021. Only a privileged few know the damage this plaque could reek on the BVI so they have locked down the info for April and May to prevent the spread of this fatal info into the general population. Against all odds the virus like info arrived in the BVI and began to infect government servants with weakened morals and conflicts of interest. Eventually this virus like info spread through the government and the civil service causing the weak to be quarantined under house arrest and the truly corrupt to be incarcerated at the hospital prison for many years until their political death. The death of political careers were announced every week and the well attended funerals ran for the rest of this year. The virus like info is relentless and infected the corrupt mourners and clergy in the churches and at the political grave sides. Happily though the majority of the civil servants are honest, intelligent BVI islanders with strong Christian values and a thorough knowledge of right from wrong, truth from lies and good from evil so they were unaffected by the virus like info in the CoI report and lived happily ever after. The end!

    Former controversial Governor Augustus JU Jaspert probably came to the BVI with a racial superiority attitude/complex and a huge ego. And the failure of the NDP government post super hurricane Irma further inflated an already bloated ego. The NDP government was unprepared and got shellshocked by the devastation Hurricane Irma caused and got moribound and tied up in knots, doing little or nothing. It was a clear example of Peter Principle of top leadership, and the error of applying the Halo principle to all things.

    Jaspert, sensing a void and a delay in action, pounce at the opportunity to expose the inferiority. From then until the NDP was kicked out of office, he pushed the Smith-led government around like a rag doll. It folded like a wet noodle. Already with an inflated ego and an air of racial superiority, and a desire to maintain his cherished conservatism (keep things as they were and supposed to be) belief, Guv Jaspert acted like lord of all he surveyed.

    Then in Feb 2019, the VIP government led by Andrew Fahie came to power and started to push back and acted like it had spine and had some gray matter and was not willing to be pushed around like rag doll. It was acting within the limited rails afforded by the constitution, yet the Guv was not thrilled.

    Consequently, this action infuriated Jaspert. The audacity of some of Black boy challenging his supposed authority (keeping it real). Thus, there was an adversarial relationship between the Fahie government and Jaspert. And apparently to get the last word and revenge, on his way out the door he gleefully trumped up some corruption concerns and launched and get one of the boys to conduct an CoI. Gus, sat on his throne for throne controlling the security forces and witness all the rampant corruption and did nothing until he was called back to UK early and was walking out the door. Really. And the cow jump over the moon. Thus, here we are. The big dog showing the lil dog who is boss. The UN is a weak and toothless institution and so is its decolonization policy.

      @Cause and Effect, great read on the environment and the realities of what happened in the BVI among the appointed Governor Jaspert, NDP and VIP, despite the ground noise. The UK-appointed governors come to the BVI with an agenda, and some come with inflated egos and a chip(s) on their shoulders. They see themselves as superior to (all the UK reps—-administrators, commissioners and governors have been white men), not equal partners with the local government which in the modern era has been mostly Black. The attitude is not surprising, for the UK has had a long struggle with race, especially Blacks. The slave trade and slavery widened and exacerbated the struggle and relationship between White and Black. They saw and used black only in a subservient role and capacity, ie, slave labour to build its economy, empire, and personal wealth; Windrush generation (West Indians) to meet its industrial labour after the WWII, etc. Needs fulfilled, they were cast aside without even an apology for the abuse, exploitation, etc. Prince Charles representing the Queen at Barbados’ becoming a republic came close but no apology for slavery. Prince William representing the Queen in the Caribbean celebrating her 75 years on the throne too used some flowery language but no apology for slavery. Governor Jaspert the worst of the lot asked about reparations for the descendants of slave BVI slave descendants was totally disrespectful and disparaging, brushing aside the issue altogether. And for good measure, he added that BVI landmarks should retain the names of privateers, murderers, slave traders, etc, for historical reasons. The vile actions of fellow Whites trumped the brutality, dehumanizing, etc of Blacks. Total devaluing of Blacks as equal human beings.

    This is a plot. Don’t be fooled by the shiny object over there or over here. This is US against them, superior versus inferior. Most White Britons are conditioned to believe that they are better than the most successful and accomplished Blacks in the colonies and territories. They see themselves as Lords and Blacks as peasants. They will leave no stone unturned in keeping Blacks in their places. Like in slavery where uppity Blacks were mercifully punished, today effort is exerted to send a message to ambitious Blacks by keeping in check by cutting off at knees, slowing their roll. The BVI was the rejected stone that is know the head stone. It is an open secret that many in the UK think the BVI is too good for BVI people. Don’t be fooled by the shiny object and watch for the plot. The constitution was established in the UK’s image and so too will CoI recommendations be in the UK’s image.

    It is pellucidly clear that the CoI was/is a kangaroo court that is devoid of due process and the results were predetermined and with a foregone conclusion. The findings and recommendations could have been made without Hickinbottom even setting foot in the BVI. His presence was just a facade pretending that the kangaroo court was fair and balance (kangaroo court being fair and balance is an oxymoron). Colonialism in addition to being an extractive institution that amass wealth, power, control and resources for whites was also rooted in conservatism philosophy (conserve/hold on to what one has)whose objectives is to protect the status quo of the rich/wealthy/white. Conservatism also subscribe to the natural ordering of people and have always push for Blacks to play a servile/subservient and inferior role in society. This has been the engineered role for Blacks and is the constant power structure between the colonialists in the UK and Blacks out in the colonies, ie, hewers of wood and carriers of water and nothing better. Though it may be disputed in public in mix company, in private, it is the belief even among the poorest white Britons that he/she is better than and superior to Blacks in the colonies/dependent territories (demeaning term). True, the more pretentious politically correct term Overseas Territories(OT) is now used. However, the constitutional models fashioned to suit the UK’s preferences and likeness sports a dependency model motif. Moreover, the civil servants, ie, Governor, Commissioner of Police, etc, that are unilaterally selected and despatched out to the colonies/OTs more than likely with an agenda see themselves as above and better than locals and not equal but superior governing partners.

    Moreover, the governing power structure is unfair and severely lacking due process for local governments, especially those in the West Indies. The UK-appointed governors(should not the people in the colonies have a say in who is sent to represent them. But oh snap! They are representing the crown, not the people) Governors have the unilateral authority to appoint CoIs among other powers. Nevertheless, who provides oversight of the behavior of say a governor who perhaps may be ethically and morally challenged and acting in an unprofessional manner? Under the premise of the rule of law, every entity, every person, every manjack, etc is entitled to due process(the slave era styled of justice is supposedly gone). The real devious purpose for this CoI and the lack of due process taints any credibility it may have. Local governments are severely disadvantaged in the unfair and unbalanced proceedings. Is something rotten in the state of the UK(Denmark has no dog in this fight). Was this CoI performative? BVI, you (successive governments) are not off the hook. Look inward and fix thyself. The UK does not give a rat’s ass in helping you prepare for self-determination as mandated by the UN charter. If it were, it would be actively discussing free association or even integration with you. For example, Guadeloupe and Martinique, former colonies of France, are now integrated into France. France did inflict revenge on Haiti(1804) for getting uppity and out its place, losing it as a cash cow.

    Augustus JU Jaspert, former Governor of Crown/UK interests, not people’s interest, in the Virgin Islands (British) currency for doing whatever pleases was the special privileges and entitlements of being a White man. No Black or woman have represented the UK in the BVI after several centuries of occupation. Some scholars may debate that the UK would gladly set adrift its overseas territories. I say no. The British Empire once control approx 25% of the globe’s land mass and equally 25% or more of its population. Britannia ruled the waves and sun never set over the Empire. As an MP once quipped in a debate on reparations, that God never let the sun set over the Empire for He knew He could not trust the UK in the dark. The UK was proud of its Empire and its status across the globe but the Empire is now a fading memory. But the exploitation, expropriation, rape, genocide, dehumanization, etc, will be forever etched in the annals of history. Moreover, the UK wants to regain some of its prestige, status, power, etc, so holding on to its OTs, keeping the Queen aschead of states of other self-governing countries, if only ceremonial reasons, and keeping most of the former Empire together in the Commonwealth of Nations is part and parcel of the plan. Another vehicle is the rollout of Global Britain.

    Back to Jaspert. He was a self-centered, egotistical, media whore who raced to a microphone or camera like a boar hog to mud. He relished his status and attention of being the top and BIG dog in a small kennel. Unleashed with no accountability and impunity for his action he was a wrecking ball and like a bull in a China shop. The NDP didn’t have the stones to push back for the BVI; the VIP push back somewhat for the BVI and that sparked his ire. He seemed to despise his actions being challenged by the local government that was led by a person of African descent. An example of his behavior with impunity was his backhand slapping/pimp slapping the BVI and its people of slave descendants with his disrespectful and insensitive response to a question from a media house on reparations for slave descendants. Instead, he double down and poured gasoline on the blazing fire by declaring that local landmarks should maintain the names of slave traders and pirates. Despite loud calls/ pleas (government and other elected members were slow off the mark demanding an apology) for an apology, he refused. The UK too refuse to apologize, confirming any doubt about the collaboration and same attitude, for apologizing to the people of a majority Black OT seems clearly beneath them. It would have readily been offered in the Falkland Islands(Las Malvinas) or Pitcairn Island or Diego Garcia. Out the door, he seemingly got revenge and the last word; he launched a CoI.

If you thought corruption was a cancer, in the BVI, what took you and CoP so long to launch a commission of inquiry, launching it as you were going out the door? That looks like bad faith. Anyway, cheer up mate. You make your bed hard you lie in it hard. Stay away from the tele and radio and corral the ego. Enjoy your stay back in England out of the limelight and away from mischief making. Adjust to living in a multiracial and multicultural society.
