Hon Penn supports ‘independent review’ of RVIPF ‘from the head come down’

BAUGHERS BAY, Tortola, VI- Opposition Member Hon Marlon A. Penn (R8) is supporting calls for an independent review of the Royal Virgin Islands Police Force (RVIPF) amidst allegations of corruption, including against Commissioner of Police (CoP) Mark Collins.

Hon Penn’s comments come on the heels of a ‘concerned citizen’ of the [British] Virgin Islands writing to Governor John J. Rankin, CMG requesting an investigation into CoP Collins, in relation to a leaked email in which Mr Collins requested a Deputy Commissioner of Police to conceal and destroy evidence.

CoP Collins should ‘step aside’- Damion C. Grange

Additionally, co-host of the Talking Points radio show Damion C. Grange believes Mr Collins should step aside as Police Commissioner to allow for an independent investigation into various allegations about the RVIPF.

Speaking on Talking Points on ZBVI 780 AM on November 13, 2023, Mr Grange said he saw in the news recently that the Police Commissioner expressed there is a smear campaign against him.

“I have said that I think the Police Commissioner should step aside, based on the video and the leaked email. It just didn’t look right. I wasn’t accusing him of anything. I always try to be objective and I was just thinking, based on the optics of it, and to not continue to the continued credibility erosion of the police force, I would step out of the way in that interest,” Mr Grange stated.

The co-host then asked his guest Hon Penn his thoughts on the call for the CoP to step aside.

‘I would want to see an independent review’ of RVIPF- Hon Penn

“I believe if there is cause for concern and the public has expressed concern, I think that is why some of us would call an internal review, these things need to be looked into. I think there needs to be an independent review of any concern that is being expressed by the public, persons within the force, et cetera, they need to have the recourse to be able to have that discussion,” Hon Penn related.

The Opposition Leader said an independent review is especially needed when there is already a perception that some persons in the force are above the law, “and we can’t have that level of perception, particularly on the heels of all these different issues of corruption and suggestions of corruption amongst the police force.

“You should be as transparent as possible to allow for a review process to happen. If there are suggestions that you are thwarting the course of justice by destroying evidence and you said it is not what people have been saying, then let’s just have somebody independent look at it.”

Hon Penn continued that having an independent process will make sure that there is that absolute transparency in the entire police force in the process of policing

“In the absence of that, it would be me speculating, but I would want to see an independent review of the entire[ force], from the head come down. Nobody is exempted.” Hon Penn stated.

Some damning allegations against CoP & RVIPF

It was in June 2022, when Mr Collins came under fire from the public after he released what many described as a racist and disturbing video of the Territory where it was depicted as a crime-infested jurisdiction and a narco-state. He claimed the video was a recruiting tool; however, he faced no sanctions as his pal Governor Rankin told the media he pardoned him and accepted his apology.

Earlier in January 2022, social media erupted with questions about accountability in the RVIPF and even the Governor’s Office, following the publication of videos showing what was believed to be UK nationals who had been recruited to the RVIPF visiting at least two bars in the [British] Virgin Islands using taxpayers-funded police vessels on Sunday, January 23, 2022.

Commissioner Collins had said it was a legitimate operation of familiarising colleagues new to the Virgin Islands.

Some on social media have labelled the incident as a blatant misuse of a police boat for unofficial activity.

The RVIPF under CoP Collins was also accused in April 2022 of human smuggling and “covering it up”.

    Anyone working in law enforcement have to act and be seen to be acting within the legal aspects of the law. There is a need for this. There is a dire need for law enforcement to develop a culture where the corrupt officer fears the incorruptible officer and not the other way around.

    I too am a concerned citizen. I am black and I am proud. I am a belonger but at the moment this does not make me proud. I concerned about the constant attacks on the UK and its citizens. I did not like the video the Commissioner made, but it was all true. Until we admit that Tortola has a problem with our young men killing each other, it not going to stop. The video not racist and we need to be careful what we write

      The problem is not the cost of the Boat Trip, the problem is using Government resources to entertain friends and family. The Premier visiting these areas and attending forums etc is nothing new to the BVI. Any forum that discusses the areas the premier are responsible for happen outside of the BVI, what is he suppose to do stay grounded and not promote the interests of the Virgin Islands. Before you wrote this comment did you research what the purpose of these travel were, what was accomplished and why the BVI was there (in some cases there is no choice for us to be there). This Premier is not travelling any more than Orlando and his wife did when he was in office but nobody is talking about that. The Boat trip as you call it around the BVI was decision of the Commission to waste Government resources and entertain friends and family. If the commissioner of Customs had done that he would be nailed to the cross. Why should he be any different?!?!

    Soon more will be exposed of these evil lot, past and present Governors and UK Police Commissioners, and officers (including some of those Jamaican officers who will do anything for a buck). They abuse their authority and connections to go after innocent civilians who speak up against them and try to find dirt on them to try and silence them by destroy their lives.     The RVIPF should welcome an independent review to demonstrate its integrity, transparency, professionalism, etc, to set the record straight.,And if the review reveals problems and challenges, it is an opportunity to make adjustments to reset the compass and get the force back on course/track. If RVIPF resists the review, it can create the impression that RVIPF, Governor, etc has something to hide. Embrace and welcome the review with confidence, cooperation, and openness.

      To Manjack, the colonialists/ colonialism attitude is about racial superiority, special entitlements and privileges, upperclass status, etc and Blacks in general are the underclass and have no rights that warrant they honoring and respecting. And if they follow direction and know their place and role, all will be well. This behaviour and attitude is made easier and emboldens colonialists by the disunity, appeasement, altruism, severe lack of group effort, mistaken belief that colonialists have blacks interest at heart, lack of self worth and respect, lack of desire to fight back, etc, of Blacks. Our behavior and attitude have embolden the fearless behavior of the colonialists. Is it my imagination that everywhere the British has been they leave in a dysfunctional royal mess. For example, in 1947, Palestine was under the Mandate of the UK. The UK decided with the cooperation of the useless and powerless UN that after WWII, Jews needed a homeland, so, Palestine was carved out/up , giving Israel a portion; the Palestine, remainder. And ever since there have been war between Israel and the scattered Palestine groups. Furthermore, the adoption of corrupt colonial institutions by former British colonies are rooted in the corrupt practices of colonialists, eg, Africa and West Indies/Caribbean, etc. Governor John Rankin, and CoP Mark Collins feel they have the inherent right and unilateral power to do what they want, how they want, when they want, with whom they want, where they want , etc., and should not be challenged by some lowly Blacks. And Blacks are willing participants in their own abuse, mistreatment, demise, disrespect, etc.

    pointless distraction by a politician that is losing credibility and money while the RVIPF fairly does its job of law enforcement and security in the BVI. Seems it would be more prudent to do an independent review of the Attorney General's chambers and DPP for their incompetence in the court before the defense attorneys and judges.

    The RVIPF made some improvements yes, but there is corruption, i was told about a chief inspector promotion that just took place was rigged with corruption, when you look at the characters who got promoted its just a big joke, who can get out, please get out now.
