Hon Penn slams Gov’t over unspent budgeted monies

- Says monies that can be pushed into the economy have been returning to treasury

ROAD TOWN, Tortola, VI – Opposition Member Hon Marlon A. Penn (R8) has slammed the Dr the Hon Natalio D. Wheatley (R7) led government over unspent budgeted monies that have returned to the treasury rather than being pushed into economic development in the [British] Virgin Islands.

Hon Penn, who added that the economy remains sluggish, made the statements during an Opposition press conference yesterday, March 19, 2024.

“We are four months in, almost four months into this year, and it was uncovered a few months ago in the House of Assembly, that our government in the last [financial] cycle, allowed at a minimum over $50 million that was budgeted and collected that should have gone towards development of our economy to go back to the treasury and go unused.”

He added, “This is $50 million that could be used to deal with a failing dilapidated public infrastructure. This is money that should have been used to address the water woes that people within our constituencies and this entire territory complain about year after year."

Hon Penn’s comments come even as Opposition Members have long accused the Government of spending too much on tourism events and travel. 

He added that the money saved could have gone into other areas like drains and waterways and encourage economic activity on the ground.

Place unkempt in middle of tourism season - Hon Penn 

“We're in the middle of the tourism season, in the middle of the season, yet the place is unkempt, as one taxi driver told me on the beach the other day that the bush is pulling the tourists out of their bus when they are going through the communities,” he said.

“So we are well on our way to allowing more monies to go back into the treasury and we're no closer to addressing the failing infrastructure in this territory,” he said.

Hon Penn accused this government of having no plan and lacking the capacity to get the work done, while people and businesses suffer.

Since taking office, the Government has undertaken a massive infrastructure project to properly repair roads and other infrastructure across the VI; however, the public has been asking for more to be done.

    Government cannot spend money which was not authorized and appropriated and must spend money for its intended purpose. And if unused appropriated funds needs to spent for other purposes, it should be repurposed. Government should go back to HOA for repurposing if it wants to spend unused funds for another purpose. HoA appropriates the O&M budget. But that should not be the only say the HoA have in expending/executing the budget. For example contracts equal to or exceeding $100K should go back to the HoA for review and approval. Again, government cannot spend which was not appropriated,,ie,,it cannot spend money it does not have, and it must spend for its intended purpose. Furthermore, it should not waste money because it was appropriated to justify it was needed.,It must demonstrate fiduciary responsibility, transparency, efficiency and effectiveness in spending taxpayers money..

      you're making it look worse. sounds like there's no plan. if there was no plan then the money should not have been budgetted for the unplanned purpose. that is bad.

    I am pretty sure the explanation given was, if monies are allotted for a project and that project has not yet taken off then obviously it will be transferred to the next year. These politicians steady just trying to play with people emotions.

    Hon. Penn need to understand how the system works and stop the noise, not because a ministry/department have budgetary allocation means that the Treasury Department have readily available funds. Until these politicians understand how the system works, stop making yourself an @$$ in the public eyes and shut your mouth. I honestly feel Ministry of Finance need to provide them training in their first term so they can understand what goes on, the processes, any changes etc to eliminate these repetitive unethical practices that have been happening over the years.

    Hilarious. A budget is a wish. If the cash never materialised the only way it can be spent is for BVIG to take on debt within the borrowing guidelines. No cash no spend. Sidung buddy

    MLK: Nothing in the world is more dangerous than sincere ignorance or something like that. Hon Penn seems to truly believe he is Premier. Timber. However, it is either that he is an ignoramus on the governing/budgeting process or he is deliberately pretending for political purposes, dramatizing all things. Both are dangerous to the health, progress, growth, etc of the VI. Hon Penn is on the 1st year of his fourth four term in the HoA representing D-8. Nevertheless, despite being a member of NDP, the ruling government for 8 of those years, D-8, is not a good look, it is not aesthetically pleasing. It is the main traverse point having entered the territory by air. Truth be told, if it is not the worst looking district, it is one of the worst in the territory. It is not presenting a first, positive impression, of the territory. The VI is in the tourism business, which is 1/2 of the economic twin pillar, so visitors arriving in the territory must be positively impress. Effectively representing either as a district rep or at large must be a precursor to being considered for Premier. Education is not enough; it must be coupled with demonstrated experience. For example, in the UK, no one becomes Prime Minister, off the shelf, for one must have demonstrated effective experience representing, service. On the other hand, in the US, it is another tory, becoming President is about advertising, packaging, spinning, creating fear, grievances, culture wars, etc.. The political process in the BVI as another blooggger, Lessness, notes has devolved into a tragic state of Lessness.
