Hon Penn 'can't speak’ on whether he will collect $$ from Greedy Bill

BAUGHERS BAY, Tortola, VI – Opposition member, Hon Marlon A. Penn (R8) has refused to state whether he will take the payout from the Retiring Allowances (Legislative Services) Amendment Bill 2021 in which some sections have since been repealed, after it was referred to as the 'Greedy Bill' when it was first passed in the House of Assembly.

The bill granted lawmakers questionable lump sum payments, gratuity, and guaranteed salaries for an extended period, leading to widespread public criticism.

While some sections of the bill have been repealed, for those in the House of Assembly (HoA) present when the bill was passed and other former legislators, the benefits will continue as per the repealed legislation.

Speaking as a guest on the March 11, 2024, edition of Talking Points on ZBVI 780am, Hon Penn, who was vocal in his criticism of the bill, told Talking Points co-host Damien C. Grange that he can’t say just yet if he would refuse the money.

“The law was passed, we made the adjustment, and it was very clear in terms of legal advice at the time, that we can’t take away benefits that was accrued to someone,” Hon Penn pointed out.

“Are you taking the money?” Mr Grange asked.

Hon Penn added, “I can’t speak to that; I’m not retired yet… I’m so far from being retired, I think you have to be 50 and I’m still in my mid-40s,” in refusing to state his position.

While the Legislator avoided the question, he is set to benefit from the original legislation's problematic parts

On his 50th Birthday, Hon Penn will qualify for a section of the repealed legislation which states that if a legislator has served three terms in the House of Assembly, that legislator receives a gratuity in the amount of $250,000-$300,000 immediately upon retirement if they are 50 years or older.

The gratuity/post-term salary payment will be in addition to a retirement allowance already provisioned for life to any former legislator 50 years and over, who has served at least five years in the House.

      A promise is comfort to a fool. There isn’t one person in the house of assembly that lives the BVI more than they live the money in their bank accounts.

    Does the earth revolve around the sun, does bears $h..t in the woods, are VI roads riddled with pot holes, is violent crime rising in the VI, does the UK-appointed Governor have unilateral power….etc? Of course, the Hon Marlon Penn will collect from the Greedy Bill as others have collected and are now hypocritically and conveniently complaining about it. Did not the Hon Penn and most others enthusiastically support the Greedy Bill, voting for it? There was little or no pushback at the time. Does he not feel it is an entitlement, his birthright, it is justifiable because people force him into politics, etc? Politcians are self serving and all their actions are about self-interest? Politicians like to cast themselves as victims, playing the victimhood card often. During the political campaign there a was faux push, narrative about repealing the Greedy Bill. Election over, the repeal melted as quickly as butter in the equatorial sun, did it not? Both government and opposition members are as quiet as church mouses on the issue. And when they do speak on the issue , they double speak. They are eagerly hoping that the electorate in time will move on, forgetting about the issue. Whose fault is it? The fault lies with the electorate, for they are disengaged from the political, public affairs, etc, process. Feeding at the trough, they overlook the lack of , poor performance, etc, of elected and appointed members, permitting lessness. Again, the Hon Penn will collect from the Greedy Biil. We cannot let ourselves be distracted by the shiny objects over there or over here, which keep shifting to distract us from the real issues. We must focus the substance, not style , flowery language, soaring, long, empty speeches, etc. . We keep letting politicians overpromise and underdeliver election after election. Let’s be vigilant, holding people feet to the hot fire.

    C****n feels he’s entitled and he deserve the money. You wanna wanna bet? This politricker has no moral class. He’s the lowest of the lowest a politician can get but he will find out that the money will have no use to him cause he will have to give it way. Useless politicians need to take a trip to the incinerator to empty their garbage everyday. Only thing this one will remain stink.

    Taxing job what? I’m sure most of the voters wouldn’t mind it if these politicians were doing something to benefit the people who put them in there or the infrastructure. They’re just waiting to lined their own pockets & care less about the country & its people. Greedy , selfish bastards……
