Hon Marlon A. Penn denounces PAC cruise pier report
“Madam Speaker I want to say from the onset that I in no way support this report from the PAC. I have a list of concerns and reasons why I do not support this report Madam Speaker,” said Penn.
Penn was speaking on Wednesday July 23, 2014 during the Eighth Sitting of the Third Session of the Second House of Assembly while contributing to the debate on the PAC's final report on the cruise pier project.
He said that during the first meeting of the PAC to address the cruise pier project there was a call for a commission of inquiry just 30 minutes into the meeting. Penn is of the view that the aim of the committee was to see that a commission of inquiry is put in place despite the findings of the committee from its interviews.
Penn was appalled that the interim report of the PAC on the project found its way to all of the online media houses.
“Madam Speaker I am left to conclude one thing, from the onset of this exercise there has been one objective…to derail this project in a personal vendetta and destruction of character of some individuals surrounding this project,” said Penn.
“You had a 30 minute discussion with one individual and you want a commission of inquiry?” he asked.
“Out the gate Madam Speaker the committee already showed its intent as it relates to this project,” he said.
The PAC in its report revealed the breaking of laws of the Virgin Islands, stating on page 31, 1 in the summary that “the government spent two years and countless resources engaging processes that were contrary to Public Financial Management Regulations, in contravention of the BVI Ports Authority Act, non-transparent and untenable.”
The PAC in its report also blasted the Minister for Communications and Works Honourable Mark H. Vanterpool for what it described as his “failure to confer with the Authority on the Cruise Ship Port Project”…as a result this “led to a costly redesign for the Government and the Authority in terms of time and resources.”
