Greed, Envy & Corruption blocking B&F Medical project- ‘AC’ Frett
Such is the frustration by the continued delay of the project due to court procedures that Mr Frett has gone ahead and placed a sign on the site for the construction of the facility, which clearly reads “BVI Progress!! Halted by Greed, Envy & Corruption”.
The sign he says serves to let the public know of his plight and to also remind the “powers that be” responsible for the delay that they are halting progress in the Territory.
According to Mr Frett, the construction for the B&F Complex Building was approved by the Virgin Islands Party (VIP) Administration and in fact was approved by the then Premier Ralph T. O’Neal, however, since then more and more obstacles have been thrown in his way of progressing with his ambitious plans.
He said that prior to approval from the Office of the Premier, the plans to construct the medical facility was rejected by Town and Country Planning. Mr Frett alleges this rejection was done without just cause but B&F Medical still went ahead and made the necessary adjustments to the plans as was recommended by Town and Country Planning. "They had also been in liaison with the Appeals Board to work out arrangements that even if we changed our plans and came back they would stop us.” This information, Mr Frett claimed, was received from reliable sources within Town and Country Planning.
Apparent injustice of this matter had even been voiced in Parliament after which approval from the Office of the Premier was granted " even after they could find no reason to stop us and the Premier went through the whole process and approved it this was still met with further attempt from Town and Country Planning to block the project from getting off the ground".
Efforts to solicit a response from Town and Country Planning on the allegations were not successful.
The matter, Mr. Frett said, is now before the courts where an injunction filed against him was successfully challenged and the claimants ordered to pay the charges for his lawyer.
“After they lost to me they took the Government to court for what they call judicial review and we are still awaiting a decision on that.”
But according to Mr Frett, the Judicial Review is also taking longer than expected. “That should have come long time ago because they had about three judges on the same matter. Judicial Reviews by nature is supposed to be acted on quickly.”
Mr Frett also said the recent erecting of the sign board on the property intended for the new B&F Medical facility may be met with disapproval by certain authorities. “The sign was put there because of all the unnecessary victimisation in order to enlighten BV-Islanders to such issues.”
Meanwhile, Mr Frett informed Virgin Islands News Online that he will shed more light on the troubling issue in his weekly articles on online news sites in the coming weeks.

I am sorry that AC is having such a tough time getting answers. decisions are supposed to be more transparent and even educational that this. I can see if he wanted to build a clinic in Carrot or other places Gov is planning to. But do we really need more clinics in town what with bougenvillea. (I know... different services). What I really think is the problem is that the constitution says that the premier can override TCPD on their rulings. Even if Beef Island was haulted, the premier can legally push it through. That has to be changed.
