Gov’t to legislate $5,000 fine for indiscriminate garbage dumping – Hon Malone

-says whistleblowers will be rewarded for bringing information that leads to conviction of those guilty

ROAD TOWN, Tortola, VI - Minister for Health and Social Development, Hon Carvin Malone (AL) said as a result of indiscriminate dumping of garbage in the territory, new laws will be implemented to fine those found guilty of the act.

Hon Malone made the announcement in a social media post this afternoon, November 25, 2021, along with photos of the dumping of solid waste nearby a Children's play park.

“The Ministry is moving immediately to legislate a $5,000 fine and suspension of license for all inconsiderate and despicable persons caught and prosecuted for illegally dumping bulk waste in this fashion,” Hon Malone said.

Reward for whistleblowers

Hon Malone further revealed that Whistleblowers will be rewarded for information that leads to persons being identified, reported, and convicted.

In addition, the Minister said CCTV cameras will be installed at dumping hot spots in the territory.

“Now! Tell me - why should this be required for persons claiming to love the BVI,’ he said regarding the need for cameras.

Hon Malone further said ‘enough is enough’ and revealed that even after the Solid Waste Department would clear areas, immediately after, more bulk waste would be dumped at the same spot.

    I'm going out with my camera to take pictures of you, our vehicle nd your plate number. Times are hard and I will get paid for a very much needed job. You all keep dumping and I will be paid! It's that simple.

    Watch the stretch of road between Manuel Reef Marina and the Well in Sea Cows Bay, on the Bay side. Someone is regularly dumping piles of garbage right over the sidewalk into the Bush. It’s disgusting.

      Good looking out. I will keep my eyes and camera out for the litter bug. I see anyone dumping garbage in that area I am sending pictures to the news sites.

    I was thinking the same thing about having the CCTV cameras at those dumping sites. It is just ridiculous. I could understand when it was happening after Hurricanes and Maria, but this is now 4 years later. I keep asking myself, where all dese tings coming from every day? It's sickening! Tell your fellow Honourable Kye Rymer to get some lights on these dark roads as well!

    The Minister can be fined for burning garbage in the area where residents are living and also over her in st.john where the pollution reaches us.SO he needs to clean up that

    Some are scavenging at the dumpsite bringing old items back to residential areas to remove parts only to have waste management collect a second time. This is counterproductive and is also one of the contributors to this unsightly amount of waste across the Islands.

    It’s all well and good to pass this kind of legislation but this is not likely to have the desired result without somehow facilitating disposal for larger items. Not everyone has a truck to take stuff to the dump. No everybody has a budger to pay someone else to do the same. Many US mainland municipalities have a designated day for residents to large items they need disposed to the curb, for example. As to the whistleblower protection, it’s a waste of time in a no-snitch society like here.

      Had been thinking the same thing for quite a while now. Rather than create more criminals or unsolved cases the government should schedule larger dumpsters to be rotated throughout the communities to facilitate dumping of larger items. It worked after Irma. So Sea Cows Bay might be Mondays, Humtums Ghut on Tuesday etc. Much cheaper solution.

    Ever so often Solid Waste or Waste Management provide the service - removing large items/appliances. I know for sure that it is done around Christmas time as well. There is no excuse for that lack of pride exhibited. We live here, let us keep it clean.

    NIMBY (Not IN MY BACKYARD) is a problem everywhere. People take solid waste from their homes, businesses, job sites etc and dump it elsewhere, presenting an unsightly, unhealthy, polluting etc situation. Indiscriminate dumping is selfish and does not reflect community and national pride.

    Legislation is a good start in the tool box to arrest the problem. However, legislation is only as good as execution and enforcement. Therefore, more than legislation is needed. The MHSS may want to consider launching a public education and outreach programme (perhaps it already has) to try to change behavior. A local marketing guru can be engaged to develop a catchy campaign slogan.

    Moreover, in addition to daily/weekly garbage/solid waste pick up, a quarterly bulky waste pick-up schedule should be rolled out. The quarterly bulky item pick up should be by geographical areas; special arrangements for outlying islands. Daily/weekly pick-up should be limited to non-bulky items. A robust recycling programme should be established to reduce the volume of solid waste needed to be picked up, lessening burden on incinerator. Further, consider automated (automated garbage trucks) pick up for selected areas in Tortola, VG, etc. Residents can be encourage/incentivize to take bulky items to the landfill{s).

    can help those who cannot afford to pay the high price it cost ,so they can send government trucks around and let the people put their big stuff in them and charge them a small fee ( hey they are not throwing their garbage in the ghut or bushes ,
