Govt advances plans for world-class Prospect Reef Resort re-development

PROSPECT REEF, Tortola, VI—The Government of the Virgin Islands (VI) has issued a formal invitation for suitably qualified individuals or firms to express their interest in the long-term development of the Prospect Reef Resort.

The initiative, it said, aims to transform the site into a world-class facility, enhancing the territory's standing as a premier destination for business and luxury tourism.

Interested parties are, as such, encouraged to submit ‘innovative proposals’ that adhere to the outlined objectives, including the development of a high-quality resort that incorporates existing architectural and natural features.

Additionally proposals—according to the invitation—must detail how the site will be elevated and transformed into a facility of international standards.

With this in mind, the government said, it is seeking firms capable of developing, financing, and operating the resort for a minimum of 50 years—facility meeting or exceeding the standards of a four-star hotel—offering consistently high-quality service and amenities.

Development to cater for leisure & business travellers

The proposed development, the Notice said, must cater to both leisure and business travellers and should include at least 150 rooms, with a preference for projects exceeding the stated capacity. Additionally, the newly built resort must feature modern conference facilities capable of accommodating up to 300 delegates.

According to the invitation for proposals, the development should respect and complement the natural and cultural attributes of the surrounding area with proposals demonstrating how the project will align with the VI’s unique charm while contributing to the wider improvement of the region’s tourism industry. Prospective developers are also encouraged to contribute to the growth of the local hospitality sector, by supporting a robust culinary arts training programme.

Expressions of Interest must be submitted—in hard copy—no later than 2:00 PM on March 3, 2025.

    That place should be a facility for BVIslanders. Training them for essential skills related to water and nature and hospitality.

      What the site can be used for is an aqua sports facility for the youths with an Olympic-sized pool to train for future Olympics.

    So you want the developer to come in and compete with the already existing culinary arts program done by your own HLSCC? You also are giving barely 2 months to prepare a bid of this magnitude?     So the UK can build their Marine Base there with a harbor for all their vessels and landing pads for all their helicopters. The main purpose of this large military base will be to enforce the sea borders of the BVI for eternity. Additionally this base will house thousands of UK marine recruits sent here to train for future roles in the UK military.

    Why does the BVI Government think it can run a resort?
    We have a National Parks program that is supposed to provide a place for BVI citizens and tourists can come and enjoy natural beauty - yet no one cleans toilets (if there are any), or puts in government mooring balls (Prickly Pear), or restores trails. How you going to manage a hotel room, restaurants and docks!?
    Sell this hot mess to someone and put the money into schools, hospitals and roads. That would do more for tourism than this stupidness.

    Here’s what they want. Someone to fund, build and design a 150+ room resort (around the existing architecture that after being vacant 20+ years is probably best knocked down) taking account the natural attributes (no beach) and cultural attributes (bad roads) that is supposed to also be a culinary school, that they will operate successfully for the next 50 years after which they happily will hand over the keys. Why not buy lottery tickets instead? Better chance of success and with a bit of luck the funding to do the project.
