Governor’s Office receives big $$ for more staff- SFC Report

ROAD TOWN, Tortola, VI - The financial assault on the Virgin Islands (VI) taxpayer's purse continues over the presence of the Governor’s office in the British Overseas Territory.

With taxpayers footing the bill of the Governor and his office over the years, this opportunity cost has resulted in key areas of the VI public service having to forego funding to support the Governor's high-maintenance lifestyle.

Over the years, taxpayers have been funding the upkeep of the Governor's home, including the bills covering his food, phone service & internet, security, transportation, office supplies, and more line items like social entertainment and travel.

Despite this already huge financial burden, the 2023 Budget shows an increase in the staff at the Governor’s Office according to the Standing Finance Committee (SFC) report to examine the estimates of that budget. 

Governor gets new staff

As detailed in the SFC Report, the Deputy Speaker of the House of Assembly and Territorial Member Hon Neville A. Smith (AL) had inquired about the budget increase of some $47,100 for 2023 and more questions about whether the budget increase was for new staff. 

Testifying before the committee in December 2023, Mrs. Geraldine Ritter-Freeman Chief of Staff, Governor’s Office (COS) confirmed it was indeed “for a new Senior Executive Officer’s position which contributed to the increase”.

It should be noted, this development comes as several government departments in the VI have cried out for additional staff amidst labor shortages which have impacted the day-to-day operation in offices like Labour Department, Immigration, Customs, Trade, and even the Premier’s Office. 

However, sources indicated that some departments were not fulfilled with their requests for new staff.

The Junior Minister for Trade and Economic Development, Agriculture and Fisheries, and Territorial Member Hon. Shereen D. Flax-Charles then asked who is responsible for the Civil Service in terms of the day-to-day operation and how the government department operated on a daily basis. 

The Permanent Secretary in the Deputy Governor’s Office (PSDGO) Mrs. Sharleen Dabreo-Lettsome replied that constitutionally, while the Governor has the authority over the public service, he has informally devolved those responsibilities to the Deputy Governor, and the Deputy Governor takes charge of the day to day administration of matters that affect the Public Service.

Hon Flax-Charles then asked why the Public Service was in such shambles having received many complaints about the sector. 

She further queried whether there was a financial situation that prohibited someone to be employed on the Sister Islands and whether a simial situation prevents new officers from being employed on the sister islands.

Hon Flax-Chales also asked why there was a major backlog in the Passport Office.

The PSDGO replied that there were quite a number of questions that she responded to because the member is speaking about the wider Public Service and therefore she “should direct such questions to the Governor and Deputy Governor."

The Civil Service, which is the portfolio of the Governor, now in the person of Mr. John J. Ranking, CMG, has failed in leadership for years, yet had not been a subject of the hastily called Commission of Inquiry (CoI).

Many residents and talk show hosts have said publicly that this is unfair as the Governor has been given a free pass for his own failures which has resulted in many residents losing confidence in the legitimacy of the CoI report.

      You are off target. People of the BVI and elected officials please please please get up and fight for your people. There was a time in America & USA when it was the law that black people could not go certain places in the country and when they were finally allowed to go, there were assigned places for them like in the back of the bus or at the back of the restaurant in a corner. Failure to adhere to these laws they were arrested. This was against the law the whites in authority implemented but it was a crime against mankind & against true democracy. Although some of these laws has changed, the tactics and mentality remains the same but are administered in a modern way that makes it seem as good trying to stomp out bad. The question is who determines what is bad and is the bad for all sides being sought out. In those days there were blacks telling other blacks not to argue just adhere to the law. Some even said to each other that they (the blacks) caused it on themselves. The Order in Council by the UK Offficials who happen to be all caucasians is saying that no matter what your judiciary, policies, or Constitution says, the UK Officuals has the right to get rid of them and rule the entire country through their Governor in the way they see best by them and claim it is in the best interest of the people but really is in the best interest of them while they attempt to cover up their failures and try to highlight those of everyone else. Just like in the days of old with slavery and segregation, it is legal but against human rights and not democratic. The problem is that they also determine what is democracy and how it should be administered. We agree that there needs to be improvements at all levels but not through dictatorship and fear and the fulfillment of an agenda at the expense of true democracy and the people that can never be in the best interest of the people they want to enslave. As a matter of fact, history has showed that the slave masters were never satisfied with anything those enslaved did as it is hard and down right impossible to negotiate with devil like mentality persons who feel that they are angels and saviors.

      I agree. This matter with the Governor needs speaking out and acting out against. The pressures, expectations, scrutiny, visibility, responsibilities of elected officials is extremely more than that of the Governor yet the Governor has more power and looking for more power under the Constitution with no legal way to be held accountable by the people other than his UK bosses. The Governor is not elected and needs to be. Now he wants more staff. TO DO WHAT? This is WRONG!!!

      You are correct as no one can watch the Governor nor have any legal authority to watch him or hold him accountable to the people. He is staying in the back and calling all the shots. BVI tax payers are paying for his staff, his car, the gas for the car, the driver, butler, chef, laundry staff, domestic workers, other half, all utilities and the house and every party he holds. Not one politician gets those paid for as he is living LARGE and he is being allowed to dictate everything and have us fighting each other for the dregs. Wake up BVI people.

    Birds of a feather flocked together. The one sided, one-man commission of inquiry protected his fellow white Briton by overlooking the failures of the governor in areas under his purview. Whites stick together and protecting one another while the crab in the bucket among blacks persists. But this not new for blacks self-discriminate, placing whites on a pedestal. The U.K. an advanced country exploiting a small third world country for upkeep of the Mount Olympus, food, transportation, energy, entertainment, etc. The UK is parasitic behaviour. This is crusading at its worst, ie, the U.K. has unilateral control and power over the BVI and is making the NVI pay for it. Shameful. But the UK has no shame. The monster of Colonialism continues.

    The Governor must be made to make public what did he write in his document to the UK to get the Parliament in UK and the Privy Council to issue the Order in Council. Also ask him the same thing about the financial services with public registry where he has another pending order in council to force down our throats. Those two pieces of information and everything related to them needs to be made public. I am sure that in both it will reveal that the facts were massaged to fit their devious purpose. The people of the BVI need to know what was in those documents sent by the Governor so that they can have a fair and transparent opportunity to defend themselves. In a time of when the Governor and UK is calling for transparency, they have acted under a cloud of secrecy and deceit. This information must be known & known now. They should have no reason to keep this information private while they are using it to act publicly. This is our only hope of trying to put an end to these high handed actions. Until then he does not need our tax money for anymore staff.

    The UK needs to justify to the international world why they need to implement the two Orders of Council and they have full control of the police force by design with a full senior part of it being persons from the UK. This is their so called transparent vehicle being used to drive them towards fulfilling their goal of the take over for the money in financial services and other areas.     1) The United Nations
    2) CARICOM
    3) USVI GOVERNOR
    4) OECS
    If all these were against actions of our public servants, local and Caribbean people and our politicians’ decisions and all of them kept moving forward regardless, the majority of us would have been hitting the ceiling if they failed to listen to them but we want to give the Governor and his UK Officials a free pass. It is time to end dictatorships of any kind. It is time to end colonialism. It is time to end the two orders in council or any order in council and their attempt at direct rule. It is WRONG! It is anti democratic. We have to come together to stop this wicked act. Do not fund dictatorship.

      Our government withered on the vine for decades, as politicians elected by and (theoretically) trusted by the BVI electorate pillaged and took advantage.
      Do you think that the former Premier, or the esteemed one, or perhaps Mr. Walwyn would be the ones to buck the system, and clean it all up on their own?

    This whole process is totally unreasonable and set up to make us fail. The time frame for implementation is ridiculous. It is intended to dry up our resources under the cloak of good governance but in actuality it really means no more help and progress for the people. The BVI can complete and implement every recommendation from that questionable COI process, and it still will never be enough to satisfy the UK Officials. Also, the BVI cannot afford all these new financial commitments and take care of the real needs of the people. Just wait and see. The reality is the UK Officials want to rule all OTs directly especially financial services, so they can give their friends jobs as the economy in the UK is really bad. If we think we have it bad under elected officials, and our current local public officers, then wait until you are ruled directly by Brits Officials. BVI be careful what you are asking for because you will regret it. The Brits Officials must immediately stop this abuse of power officially in public and private and remove the two Orders in Council FORTHWITH!

    Yes, RACISM. The UK Officials and the Governor are persons who are totally Caucasians with a racist origin and mentality to that of any other race other than themselves but they are trained to hide it well. They think all other race are inferior to them and this makes it impossible for them to ever act in any other interest other than theirs. Note their interest and that of our Caribbean race are not in concert and will never be. This is the real problem and this cultural barrier will not be crossed nor eliminated any time soon so expect more dictatorship from them until we decide to untie and fight for our freedom. This is why they can never see the Order in Council or any of their slave mentality actions as wrong and non - democratic. They believe in divide and conquer.

    by the UK is growing here in the BVI every day now so the Guv's office will need more money to operate the BVI while it eviscerates the civil service. It's similar to corporate takeovers which happen everyday all over the world. The bottom line is a UK takeover is a better alternative than a Chinese takeover.

      All the UK plots to take over will be exposed because doing wrong to say you doing right is still wrong. Your post is so ignorant as it makes it seem as if the Governor is without and above fault or questionable actions. There are systems not individuals to handle actions that are real concerns and not organized plots by the same colonial powers to make it seem as if one side is wrong. The Governor cannot be the system by himself, nor can he be allowed to act above the law, nor by himself be allowed to determine what the systems must be. His actions are not about wrong or right but about an agenda not in the people's best interest.

        Looks like you are seeing conspiracy theories everywhere. The governor has a role in the constitution (look it up). Not a conspiracy, just a job. One of the roles is to enforce violation of laws. That means ALL violations, even when it is a local elected official.
        We are in the process of reviewing the constitution right now. Get yourself a copy. Read it. Then suggest changes.
        Having the governor enforce violations of the constitution that you get to write is a pretty good deal. Otherwise YOU need to take the government officials to court. YOU get to pay the lawyer $500 an hour. And when you loose, you get to pay the winners legal fees!
        That's the system. It's not a conspiracy.

    "Fight the power that is!" Every duty that is under the Governor's remit should be paid by the UK. Is severance worst than colonization? There is no self-determination under the UK's umbrella. The UK is slowly taking over without us having the benefit of negotiation. If we want the UK over us we need to choose integration if not we need to fight like hell for our self-determination. Get the UK out of our governance! We've survived this long and will continue to do so.

    Any country that has any leader above the law and instead have them being the law is a country under a dictatorship. Currently the President of America and former President have to answer questions about concerns raised about their questionable actions. The system and not "a one man" or "a small group of senior public Officers" will determine the process and outcome. However in the 21st century the Governor of the UK is above the law and will become the law by suspending a constitution and run a country how they see fit through two orders in council. This is dictatorship. In the 21st century when the Governor alone can call a COI & determine the terms of reference and the Commissioner for the COI and the staff is dictatorship. To add insult to injury that no one can call a COI on him or have him looked into as he alone is over the police force and audit and he alone can call a COI. THIS IS DICTATORSHIP!!! In the 21st century when a Governor can fail the police force especially in terms of development of the human capital & fail the public service but have these and more failures and questionable actions covered up by high handed actions geared at showing the apparent failure of others is not democracy but dictatorship. If the president of the USA is allowed to be held accountable by the law and the people then so can the Governor and the those UK senior public Officials over the Governor. Let us stop letting them play games with our minds and our future. It is time for balance. It is time for fairness. It is time to eliminate this kind of double standards. There should not be any discrepancy between how leaders are handled by the law and the judiciary and audit and the overall system.

    We in a mess and the mess is US. The UK doesn’t want us anything but GONE but we can’t take care of we self.
    We are trapped in outdated colonialist structures and perceptions. We can’t even honor the laws designed to protect and enfranchise us and instead call ‘bahn heah’ and refuse to demand education for and hire our fellow VIslanders.

    It's funny how they find money to hire new staff and the government workers are under paid. It has been years since the government has gotten a raise in salary. I don't know how we survive in this country with the cost of living so damn high. And it's a shame that many persons has to be living from pay check to pay check. Can't even go to the supermarket do a big shopping without thinking if your going to be able to pay the bill. So I hope the new and old government sees this need to be fix. FULL BELLY CAN'T TELL HUNGRY BELLY TO WAIT.
