Gov Duncan mum on investigation of Ex-DPP’s assignment with MH@SD

ROAD TOWN, Tortola, VI- It was this news site that first and accurately reported on October 23, 2016 that United Kingdom appointed Governor John S. Duncan OBE had asked that the three-month arrangement between the former Director of Public Prosecutions (DPP) Wayne L. Rajbansie and the Ministry of Health and Social Development (MH&SD), via the Permanent Secretary (PS) Mrs Petrona N. Davies, be placed on hold.

Investigate how Ex-DPP got assignment

According to our senior government sources, it was asked to be placed on hold for the process in which Mr Rajbansie obtained his three-month project to be investigated following memorandum sent from controversial Governor Duncan to the PS for the Ministry of Health and Social Development, copied to the Acting Deputy Governor.

Our newsroom reported on October 12, 2016 that the former DPP had landed a new consultancy assignment with the MH&SD headed by Minister Hon Ronnie W. Skelton (AL).

The former DPP was expected to conduct an assessment of the policy and legal frameworks and administrative arrangements related to sexual offences and, while no contract was signed, he was to be paid via purchase orders, according to the same senior NDP source.

It is our understanding from persons close to the investigation that it could be dubbed a “witch hunt” to get after the most senior PS Mrs Davies and to block the former DPP.

It is also believed that the former DPP irritated Mr Duncan when he said publicly that there were qualified locals in his office who could have been appointed to the top DPP post to replace him.

The real deal?

It is alleged that Governor Duncan was pushing for a UK national and eventually one was appointed in the name of Ms Kim Hollis QC.

While Government House is tight lipped on the findings of the investigation it is believed that the PS has already submitted her report and the Acting Deputy Governor Mrs Rosalie Adams has already looked into the matter.

The former DPP has since left the Virgin Islands (VI) and given up his government sponsored McNamara house he was expected to reside in during his new arrangement with the MH&SD.  

Why investigate this? Hidden motives?

Many critics of Governor Duncan said this investigation is a distraction from his failure to lead the public sector and promote good governance and transparency. They also said when he had real substantive matters to investigate, like the Ports Development Project with overwhelming evidence of conflict of interest, alleged corruption and violation of the Financial Act, he turned a blind eye.

Minister for Health and Social Development Hon Skelton had blasted Governor Duncan, saying in the House of Assembly a few weeks ago that he wants to bring back slavery in the VI.

Minister Skelton told Parliament: "I have a different way of looking at my country; all of our forefathers built this country when it was nothing. I hear my mother talk about when there was an administrator…..he was the doctor, the judge, executioner; he was everything…..those days are no longer here and now we have a governorship that seems to believe that those days should come back..”

Meanwhile, PS Davies told Virgin Islands News Online that she could not comment on the matter while the Governor’s Office, through Policy Officer Maria Mays, said she would forward our queries to the Governor, however, no response was received up to time of publication.

    Aren't there any qualified lawyers already in the BVI to handle this review of the sexual offences law?


    Also why hasn't a local qualified dr perhaps one who applied for the CEO of the hospital offered the Director of medical tourism job?

      There is no position called Director of Medical Tourism and the former CEO does not work for the Government.

    I opened up my computer to get an update on the concerns of Our Virgin Islands, only to notice this week’s illustrated satire. Well…, I had to stop right there because that said it all for the week, even more interesting than what this no-confidence governor have to say. The only thing I want to hear of this governor is - when is his time up to leave the Virgin Islands?

    I do think that some local law firm could have been contracted to do the same thing that they was about to pay Rajbansie to do. They was about to give him housing, coupled with all kinds of amenities to perform some job that a local firm could have done at a much less cost.

    If the government can be taken to court including the Guv. by former director of ports, why is the governor failing to have an investigation into how monies were spent on TPP. Tax payers have to pay the loan. They must be told how the money was spent. Why did the governor refuse a commission of inquiry?

    This little BVI is now the breadbasket for so many people while our people have to struggle: the politicians says publicly that our people are to ignorant to assist with the future development of their own territory however my question; what is being done to fix this issue because I am concerned for the wellbeing of my children and my grandchildren: I personally know that our people can do the work BUT we now have our politicians doing special favours for friends: both the former CEO likewise the former DPP should bid the BVI fair well and give our people an opportunity.....
