ROAD TOWN, Tortola, VI- Ralph Telford O’Neal is one of the most formidable statesmen to have graced these West Indies for a generation. Described as the toughest politician to have ruled these Virgin Islands in nearly half a century, Honorable O’Neal is a man whose finger has been on the pulse of Virgin Islands politics for decades.
