Penn (R8) was peeved that Minister for Education, Culture, Youth Affairs, Fisheries and Agriculture, Hon Natalio D. Wheatley (R7) was unwilling to answer certain questions relating to income and expenses of the Virgin Islands Festival & Fairs Committee until a detailed report is laid in the HoA.
