Exclusive: AG Chambers legal library second to none!

ROAD TOWN, Tortola, VI – At the core of any functioning legal environment, be it in the public or private sector, there is a library. This can, and in the modern environment, will include hard copy material as well as electronic resources.

The law library for the Attorney General’s Chambers is being developed as an important research facility and to the highest possible standard. It already has an enviable collection of hard copy legal material as well as access to best possible electronic resources and like any other library, is a work in progress.

During a visit to the AG’s Chambers, Virgin Islands News Online came upon the law library and was privileged to have an impromptu interview with Attorney General Dr. Christopher Malcolm.

As is, the library Attorney General’s Chambers can compete with most, if not all, the law libraries in the Caribbean region and this is something Dr. Malcolm is very confident of. "I would say what we have here is as good as and certainly much better than what could be found anywhere across the region, and that is something the Territory should be proud of,” stated Dr. Malcolm.

Dr. Malcolm further stated that, “the establishment and maintenance of a law library is critical as the discipline of law is essentially about reading and writing in an environment where good and up-to-date legal resources may be easily accessed. The library will in fact provide the required resources for continued professional development, and ultimately enable us to better serve the needs of our clients.”

A walk through the library suggests that Dr. Malcolm’s assertion may not be a fanciful boast. While there, our team was able to examine what appeared to be modern and up-to-date legal material, with assistance from a very well trained and professional librarian, Ms Lynette G. Isaac, and her assistant, Mrs. Violata Clyne.

The re-establishment of the library is a work in progress, which begun sometime in the latter half of 2012. It has been a painstaking process but “we are now at a stage where we are almost where we intend to be. Not fully there yet, but we are happy with the progress to date; certainly very happy with where we are relative to where we have been, and committed to continuous progress over time,” added Dr. Malcolm.

Sitting strategically in the heart of the Government Law Offices, is where you will find the library. As intended, the library now caters to the needs of government legal practitioners, and to, a lesser extent, members of the public. “While it has been established primarily for government lawyers, it must be considered a national resource and is already being treated in that manner,” Dr. Malcolm explained.

In addition to the up to date printed and electronic material, for the library to function well there is need for an effective librarian. This function is now being served by an internationally trained librarian, Ms. Lynette G. Isaac. Ms. Isaac previously worked in the Ministry of the Attorney General in Trinidad and Tobago and has extensive experience in law librarianship, which is a highly specialised discipline.

Dr. Malcolm said that a lot of careful and strategic time was invested in the re-establishment and upgrading of the library. “At present, we are satisfied that the space provided is adequate and that the library is now able to effectively serve those who do their research here,” said Dr. Malcolm.

It is anticipated that there will be active and ongoing expansion of the library as resources become available, and in an effort always to keep on par with what is expected of a first rate facility that can effectively compete with that which is available locally, regionally, and internationally.

      To Peng that is a lie the lady knows her work and always deliver on time why you have to be like that, if you have nothing positive to say do not say anything, the library is not officially open yet and she offer her service to who ever need help so please stop spreading lies am sure you never send her an email for any information because if you did you would have gotten back a reply.

    Congratulations on the progress and development of the law library for the Attorney General’s Chambers....hats off also to Ms. Lynette Isaac for all her dedication and committment in elevating the standard of the library and its services to where it is today...and congrats to all in the service....

    I don't know who Peng is or in what parallel universe they reside. However I can vouch for Librarian Isaac who is a stellar example of professionalism and courtesy. Not only is every email or phone call acknowledged but there is usually an extremely accurate response in short order. Peng: Your insults, much like your grammar, seem to be totally misplaced. I suggest you spend more time in the library and get acquainted with Ms. Isaac.....and while you are at it review some English texts!

    Kudos to the continued development and excellent infrastructure both physically and intellectually of the Virgin Islands Law Library. The international knowledge gained from Ms Issac in her library travels from as far north as Canada to the deep south of the Caribbean, Trinidad am sure will serve and continue to serve the library in good stead.
