ROAD TOWN, Tortola, VI- Over eighty million dollars has been paid out to five local healthcare partners through the National Health Insurance (NHI) from January 2019 to January 2024 with Eureka Medical Clinic and Bougainvillea Clinic being the top two companies.

Minister for Health and Social Development Hon Vincent O. Wheatley (R9) was replying to a question from Opposition Member Hon Stacy M. Mather (AL) during the Twentieth Sitting of the First Session of the Fifth House of Assembly on October 18, 2024.

“Madam Speaker, given the ongoing concerns about the quality and cost of healthcare across the Territory, could the Minister for Health and Social Development, please tell this Honourable House the names and cumulative amounts paid to the top five local healthcare partners through the National Health Insurance (NHI) from January 2019 to January 2024?” Hon Mather asked.

Over $80M paid out

In reply to Hon Mather, Hon Wheatley disclosed that for the period the amounts paid out were, “Provider number one, thirty million, six hundred forty-six thousand, three hundred and fifty-four dollars and seventy-nine cents; number 2, twenty-one million, two hundred and ninety-seven thousand, four hundred and sixty-eight dollars and seventy-four cents; number three, eighteen million, four hundred and eighty thousand, nine hundred and forty-four dollars and eleven cents; number four, eleven million, one hundred and four thousand, three hundred and fifty-eight dollars and thirty-one cents and number five, ten million, eight hundred and fifty thousand, one hundred and seventy dollars and fifty-one cents.”

This brings the total payout to just the top five local healthcare partners to eighty-one million, sixty-four thousand, five hundred and eighty-three dollars and fifty cents.

Eureka & Bougainvillea clinics rake in over $50M from NHI in 5 years

While Hon Wheatley did not disclose the names of the top five companies during the HoA sitting, sources have confirmed to Virgin Islands News Online (VINO) that Eureka Medical Clinic and Bougainvillea Clinic were the clinics that received payments of thirty million, six hundred forty-six thousand, three hundred and fifty-four dollars and seventy-nine cents and twenty-one million, two hundred and ninety-seven thousand, four hundred and sixty-eight dollars and seventy-four cents respectively over the five-year period. 

The other companies rounding off the top five were B & F Medical Clinic, Penn Medical Clinic and Premier Dental.

Meanwhile, Hon Wheatley said the government is looking closely at finding ways to curb this type of spending.

“There are several strategies we are employing to attack just that problem...looking at the way we do accounting, we do billing and the way the legislation works between the HSA through the contrast committee and the private sector, so things are afoot to address that very real concern because we know healthcare is very, very expensive.”

The Health Minister added that if the healthcare is handled poorly and price control gets out of hand it can create a “serious problems”.

      I was so stunned when I was sent to Bougainvillea Clinic for a test the hospital could have done. I have never seen medical prices that high in my entire life. I am a senior citizen and almost passed out when they told me I had to pay the difference upfront because NHI didn't cover all. Over $1000 for a test I had to pay. I refused to go back after the test was done. I found out the hospital could have done it. I realized that they were ripping NHI off and wondered why my clinic would send me there. Then others told me about the same experience they had. We should not be sent to these places if the hospital can do it. B&F pharmacy was ridiculous compared to the hospital pharmacy is cheaper. Again, why did they send me there? Stop ripping off NHI before there won't be any money left to help those in need.

      Peebles hospital is not suffering for any thing besides letting people die due to lack of experience, equipment, and efficient authorities. While the HCS is denying locals that went abroad to study under the disguise of being over qualified ( which is so ominous and sad) like technical graduates and registered nurses. What little machines they have are not being properly maintained or managed. Can't blame people having been told that they have to seek alternative treatment outside the hospital or possible loose their lives. The Hospital needs to be overhauled immediately to provide no harm, nor cause preventable deaths. Since medical insurance is required in itself for treatment that the Hospital cannot provide, folks have to go where it is necessary and available.

    Those doctors that are contract by the gov also work at these private clinics and hospitals, that's where our taxpayers money are going, when you visit these private clinics for 10 to 15 minutes they charge you $80 then on your invoice said 45 minutes $460 just to visit the doctors medicine is paid for separate, these private clinics are draining our social security and NHI, the point I am making is that we cannot use our NHI overseas because it's a fail system that isn't recognized, even to the ID couldn't even use as an identification card for the banks or to do transaction.

When you go to do blood test down stairs, its sad, service bad, cashier late, worker late, bad info, no one knows when the Lab if it 7.am, 730am or 8am, you get all kinda different time...The outer Clinic service is waay better.

The way the NHI is structured permits doctors and other medical providers to charge whatever they want, exploiting the system. The system should have been designed with a fix fee structure for procedures and if doctors wanted to partake in the NHI programme they will have to agree to the fee structure., The current ooen ended system allow the greedy bastards to abuse the system. Their greed has no bounds. Too bad we could not isolated, avoid them, putting them on the wall of shame..     Why does it matter. BVIHSA and Private hospital getting all this money but we spending it to treat chronic disease or trauma. Cancer treatment alone eats alot of the money. Diabetes treatment and dialysis another ton. All of these a preventable diseases that, unless we greatly change our lifestyle and way we eat, will get worse. If you read the PANHO report, more than have of BVI men suffer from mild to severe bamacous, which only has been costly to the territory but has reduced workplace efficiency.     Govt should have price capped from the start. Private clinics upped prices by 300% the day NHI started. There was no financial reason for that, and it should never have been allowed. Alternatively govt facilities should have upped to the level of the private clinics, and people given the choice “use govt facilities with a bit of co-pay” ot “use private clinics if you want, and pay 100% yourself”. Private clinics should get nothing from govt unless they contract to provide specialist services the govt doesnt, but should, have.

    The most relevant figure seems to be missing , how much did the NHI collect in this time frame, what is the shortfall which employers have deducted and retained rather than paid in!       Government clinics do not have the capacity for more patients. As it is you have to wait long periods for appointments. No board in place for oversight. The whole health system requires review. We need a strong community health education prevention arm. The medical communit is centered on management not cure. Need more health educators and nutritionist.

    I had an operation recently and excellent service. They have invested well into the infrastructure and have a great operation. The NHI is deducted from the salery so as long as everyone is paying these taxes there should be no shortfall for the services offered.

    But I think you're referring to Harlan who's a former NHI board not the other Vanterpool. Private clinics are giving us much of patient medical attention here on the island. Why people keep going back to private health sectors rather than in the government hospital? Think.

    Who is worse the drug dealers or the drugs dealers?

    Every time you go to the doctor they prescribe pills you have to buy from a "pharmacy" and say they know not about natural herbs. I asked a doctor how much the visit cost if NHI wont cover it on the chance my card malfunctions they say they dont concern themself with that. The lot of them are happy.

    We really blame a few hustlers for the state of the country when all this corporate theft is occurring and they steal from everyone of us as NHI comes out of our pay automatically...

    For $80 million we could build a new hospital and staff a advanced clinc on VG JVD & Anegada 24/7 year round.

    The attitude of they are in to make money is sick, leave that to the lawyers not a doctor who is supposed to heal the community.

    Let everyone over charge the owners & board members for their necessities and see how they handle it.

    you want food, clothes, child care, shipping and handling, courier service... $100 thousand a unit or do it yourself that would fix our problem real quick. Either that or jail them for price gouging.

    Make it a law and all the police need to do is go in the records and see what they charged before NHI and compare to what they charge after NHI, simple.

    Until and unless the hospital gets with the programme, people will continue to seek care from private institutions. I have received treatment at both the hospital and Bougainvillea and was blessed to meet with excellent care from well-informed, attentive staff at both places. However, just recently the hospital had to cancel some surgeries because of conditions in a theatre. Given those kinds of issues, if I had the option, guess where I would go.
