DUFF’S BOTTOM, Tortola, VI – Premier and Minister of Finance Honourable Andrew A. Fahie (R1) is betting on a future of electronic gaming in the Virgin Islands (VI) to significantly boost tourism revenues, while at the same time providing new economic opportunities for Virgin Islanders in areas of entrepreneurship and technical skills.

Premier Fahie laid out the plan while presenting the Second Reading of the Gaming and Betting Control (Amendment) Act 2020, at the continuation of the 12th Sitting of the 3rd Session of the 4th House of Assembly (HoA) at Save the Seed Energy Centre on Thursday, September 23, 2021.

The act seeks to regulate gambling and other proposed online gaming activities.

Amendments provide for clarity on electronic gaming 

The amendment to the original legislation, he said, will make some adjustments to accurately reflect what is intended as it relates to electronic gaming and its legality in the VI.

“The gaming industry in the Virgin Islands [once] properly regulated, presents a lot of opportunities for our people. It is a valuable opportunity to add to our offerings to tourist visitors and to significantly increase our earnings from tourism activities.”

Hon Fahie continued, “People are asking for economic opportunities, they [are] asking for jobs, they want to work and this is an opportunity to help them in that regard,” he said.

The Premier recalled that after decades of ‘talks’ about expanding the economy, his administration is taking a chance to do just that.

“This is an opportunity that contributes positively to the growth of the businesses in the Virgin Islands and to help also broadened economic base. It is an opportunity to add new economic streams so that we reduce our systemic risk from being too reliant on two economic drivers of tourism and financial services,” he said.

In his remarks on the amendments, the Premier said the people of the VI wants action now. “They deserve action! Do let us act in their interests," he underscored while advocating for the support of the bill from elected members of the House.

Revenues will contribute to socio-economic programmes - Premier 

While the parent legislation, the Gambling (Gaming and Betting) Control Act, 2020, was the first to introduce legalised gaming and betting as a viable alternative revenue initiative and further seeks to outline a robust framework to regulate such activities, Premier Fahie said the amendment to the act will also be strong.

“Both the parent act and this proposed amendment present strong barriers to undesirable activities such as money laundering and terrorist financing. There's no need for alarm where these issues are concerned,” he said.

Hon Fahie further indicated that revenues will also likely come from the initiative to assist in the funding of necessary agencies to develop programmes that can counteract potential socio-economic ills, thereby reducing this sole financial responsibility of the central government in those matters.

    How can you say to your brother, allowed me to remove the dust out of your eyes, but first not remove beam (prickly pear spikes, and gravel stones dust) out of your brother's eyes.
    A number of times the present cabinet has asked for prayers of the Christians community. Both Christian, and Christians so-called have responded to the many requests.
    Jesus condemned religious practices of envious motives, as was recorded in the Holy Scriptures, not the economic scriptures.
    Approximately two weeks ago a week of prayer was prayed for in behalf of our Country's people well-being. I saw you Hon. Premier in photo among the prayers, eyes closed, hands and fingers pointing upward, and in my opinion did also prayed.
    Since when gambling for money, and prayers to our Creator, our Heavenly Father, our Devine King of kings and Lord of lord couple to firm an economic recovery team? Is it since the CoI probing pressures, and covid-19 virus are overwhelming your efforts of trying to prove good governance by hypothetical performance?
    If you so choose the legalization of gambling by electronic and other means, you have the political power to do so. But pretending that you are a true Christian is as false as a photographer selling pictures to blind customers of the wind, and buyers paying for what you, them, others, and I cannot see.
    Truth is not without evidences. But there can be false evidences that pose as truth. It time to come clean my brother, God loves you, and us all dearly.
    Open is better than secret love.
    In the midst of hairs there may be a single flee, true repentance of sins, and good governance is still to be in the BVI, as do worldwide.

    This initiative May seem economically beneficial to us as a people but this is so wrong on many levels.. I agree with some of what “servant of the Most High God” says.. we have all been over this initiative and the many dangers it poses to our community..Lord Please I pray Thee Provide us another way that will please you, but Father not this.. I rebuke this initiative in the Mighty Name of Jesus and I bind it in Heaven and on Earth.. This is not of You God, rather gift-wrapped by the enemy, but To You Oh Lord, the enemy MUST BOW.

    Sun powered gambling machines would be a good 'green' choice for the BVI. The sun could power these gambling machines from say 10am to 3-4pm everyday except cloudy/rainy days and not at night!

    I am confused as to when these machines will make money and from whom? There are no cruise ships in at night so only locals will play and contribute. During the day locals are at work (unless its the drug wealthy boys with money to burn) and very few land tourists will want to be inside. Cruise passengers will be sightseeing.

    Puerto Rico and USVI have their own Lottery making Millions..We need BVI Lottery...its a lot of us hrre that play both Puerto Roco and USVI Lottery weekly. With a BVI Lottery we will switch..I also support Casinos, two in Tortola Pier Park only no more than two and must be located at the Pier Park.. this will allow cruiseships to stay over night, Plus we locals will enjoy it, its more than gambling its great for socializing people meet and greet and become friends even meet their wives and husband there..

    Will any BVI bank be able to handle the banking for the gambling and drug industries? I don't think so as they are not allowed to touch them. So, if the banking will be done elsewhere, what a wonderful opportunity it gives certain persons to launder their ill-gotten gains out of sight......
