Education Minister eager to hear reasons behind teachers' strike action

- said Gov’t has fulfilled & fulfilling demands made by teachers in August so strike action came as a surprise

ROAD TOWN, Tortola, VI- The strike action by some Junior School teachers of Elmore Stoutt High School (ESHS) caught the Ministry of Education, school administrators, some teachers, parents and even students off guard today, October 27, 2021. Even the Minister for Education, Dr the Honourable Natalio D. Wheatley (R7) was caught by surprise.

“I really couldn’t tell you because I had no communication with them about it, so I really can’t say….To be honest with you I am really not clear [on reasons for strike] and I would really love to have a sit down with those persons who have the challenges,” Dr Wheatley told Andre Gaymes aka DJ Dre on ZVCR 106.9 FM this morning shortly after word got out that about half of the staff at the Junior School had staged a ‘sickout’.

Teachers Union’s demands were being met- Dr Wheatley

Dr Wheatley; however, shared that there was a meeting with the BVI Teachers Union in August 2021 and that a list of demands were made of the government.

He said high on the list was increments, which was conveyed to the Union would be placed in the budget for next year but the government went ahead and made provisions for payments in this year’s budget.

“We did not wait for next year. We went ahead and did it this year and currently, HR is preparing to pay the increments for 2017,” Dr Wheatley said.

He noted too that the teachers, through the Union, had called for active participation in the salary review process and requested at least 2 representatives from the BVI Teachers Union.

Dr Wheatley said both the HR Director and the Deputy Governor have confirmed that the BVI Teachers Union, along with the Civil Service Association, and other stakeholders will be fully involved in the salary review process.

Serious issue of molds being actively addressed

The Education Minister said the issue of molds also came up and the promise made was to have a schedule for mediation of molds. He said Government has been actively addressing the issue of molds in schools as he takes the matter very seriously.

He said about a million dollars has been spent on mold and maintenance issues across schools and recently Government spent around $200,000 trying to improve the air quality at the CTL Building.

“So work has been happening,” adding that whenever he hears about mold infestation in schools he gives instructions to shut down the schools immediately so the issue could be tackled.

Honourable Wheatley also accepted that there are severe challenges in the education system that will not be fixed overnight. “But we have put a lot of investment  and a lot of planning in place to rectify these problems.”

Matter could have been handled differently

The Education Minister was adamant; however, that whatever grievances the teachers have they could have handled the matter differently.

“I just read about five requests the teachers had through the Teachers Union and every single one of them we had satisfied or are satisfying.

“In my view, when two parties are in agreement, there is no need for adversarial or confrontational action,” adding that even if the teachers felt some things were taking too long to achieve they could have tried to have a dialogue.

Children ultimately being ‘disrupted’

According to the Minister, ultimately it is the children who are being affected and no one should be hasty to take an action that is hurtful to the children and the children’s education.

“Before you get to that point. Dre, let us try our best and exhaust all possibilities before we get to that point, because the children already had a difficult time since the hurricanes and with the pandemic, trying to get a state of normalcy with their education and in their lives. They are being disrupted.”

Dr Wheatley said all stakeholders should be trying their best to let the children experience a normal educational situation as possible, “because they have been through a tough time.”

Engagement & dialogue

Acknowledging that the problems the education system faces are not new or didn’t start with the incumbent Minister, DJ Dre asked Dr Wheatley what he would tell a teacher who has been in the teaching system for about 20 years and have faced the issues since then.

Hon Wheatley said engagement and dialogue were essential.

He added that he has been trying his best, barring the frustration of bureaucracy, to fix the problems and have been making progress in many areas, but certain things will require some patience.

The Education Minister related that he sympathises and empathises with the teachers as he is familiar with their struggles.

He said his interest in the welfare of teachers has also been reflected in him attending regular Teachers Union meetings, something which has not been done by Ministers for the past 8 years or so.

    of teachers.... You were wrong if you misstook this set of teachers (with the exception of a few who are the real deal) for the back in the day ole school "real" teachers who were in it for the outcome and not the income as the primary inspiration. You did not make matters better by offering them happy hour. that gesture alone was acknowledgement that you knew what strain you dealing with. so now deal with it. or get someone in charge who can. because the kids are going to suffer. the parents have no control over them as it is. these kids need direction, guidance, they need a reason to go on. and now they see teachers refusing to go to work. they are not seeing good influences from some parents and look teachers. smh .     I am curious to know why Government is responsible for cleaning the mold out of the CTL Building. What idiot would sign a contract to pay that kind of money and still be responsible for maintenance and cleaning. The action taken by teachers come from years of frustration. Sorry it is not against VIP.

    Block A should already built to house the students and teachers from CTL it's 4 yrs since the hurricane and nothing has been done to rebuild the high school back on campus. It's such a damn shame what is really going on with all this money's spending.

    Seems to me the teachers don't know who to listen to or who to follow. And that the level of intelligence is poor in the territory so the talk of independence must stop. The COI has given fuel to ppl's emotions, as expected, but has stunted their ability to see beyond their feelings. There are differences between Corruption, Incompetence, & Mismanagement. There are exceptions to every rule, we know this already, but by bringing private matters public, illegally btw, the COI has hyped the anarchists in our society. They knew this would happen as a ploy to destabilize the territory. And now the ignorant are empowered and feel properly justified. The reason for the action is very lacking and the teachers union should deal with the teachers who are undermining their own progress due to personal politics. 15yrs can't be fixed in 15mins and who are you revolting against except the students. The leadership changes every 4 yrs so it's the students who are the collateral damage here. & we need more educated students, not to talk in the hair salon education but to be able to debate internationally; invaders who come to take our lands and homes or those who come to invest in our lands and homes. That level of global thinking is needed, and these teachers cannot provide that as their actions have shown.

    All I am conversing is the project home could have waited.

    while the bigger picture is the education of the children the schools was and is a higher priority in this matter.
    schools were damaged significantly and should have been dealt with first.

    this is the problem with the government... it takes too long for them to address serious issues. which subsequently
    led to this sit out now all of a sudden this is not the way to address matters.

    'Eager to hear reasons'..... I have NOTHING to do with the education system in the BVI and it is very clear to me what the reasons are. They have been very vocal about their issues on several platforms for a very long time:
    1. Deplorable working conditions - multiple schools with mold issues (not just high school) and multiple schools still working from temporary facilities.
    2. Insufficient supplies
    3. Insufficient furnishing and equipment in classrooms
    4. Insufficient pay structure
    the list goes on.....
    Instead of setting up a happy hour and giving them $300 maybe your ministry should have actively and effectively addressed ONE of the issues above to show us that education was a priority of the education department..... but they didnt... and now we are here....
