ROAD TOWN, Tortola, VI- Rafael Sabino, 46, of the Dominican Republic, is facing criminal charges at the Magistrate’s Court in the Virgin Islands after he allegedly kissed and fondled the vagina of a ten-year-old girl who is the same age of his youngest daughter.

Before being charged with the offence, Sabino reportedly told police during an interview on November 22, 2019, that he was under the influence of alcohol and could not recall what happened on November 18, 2019.

He said what he could recall of the day was he remained home from work and was having a bad day.

Senior Prosecutor Tamara Foster said the accused did not deny the allegations during the interview with Police.

Allegations

The Prosecutor said the accused kissed the 10-year-old on her lips while a family member left to heat up their meal in the kitchen.

He later allegedly touched the VC’s legs and caressed her vagina while in a vehicle.

The school that the child attends reportedly became aware of the situation and called the Police.

I’m sorry

The Prosecutor continued that later on the day in question the accused man went to the VC’s home and apologised to her mother.

It is alleged that he told the VC’s mother that he grabbed her daughter’s legs and he was sorry.

He then asked to be forgiven because it was a mistake.

Bail granted

Sabino, who resides at Vanterpool’s Estate in East End, was given a bail offer of $40,000 with one signed surety.

Among his bail conditions, the accused was told to have no direct or indirect contact with the VC, report to the East End Police Station every Mondays and Wednesdays between the hours of 6:00am and 6:00pm and surrender all his travel documents to Police.

When the charges were put to him during his maiden appearance before Magistrate Christilyn Benjamin on Tuesday, November 26, 2019, the unrepresented man did not enter a plea.

He is scheduled to return to court on January 27, 2020.

    So if he troubling little girls when he drunk, hope he don't be conveniently drunk enough times to feel up and trouble his own child. If he didn't know what he was doing, then he didn't know who he was doing it do. It need a special cell and punishment for these people what want to go on anything. Mothers, watch your children. You know your sick man or husband who does leave your bedroom in the middle of the night to go trouble your daughter or sons. Put a stop to it. Because he does pay the house rent don't give him your daughters as his second woman. Some of them don't care that its their own child. They feel they have a right to invade and violate their daughters and their friends.

    Stop this sleep over thing. Keep children home. The friend house got crazy people living there who only want to wait till the opportunity comes for them to do a quick touch.

    Let us protect all of our children. You look out for mine and I look out for yours. If something looks suspicious, it probably is. Investigate and let us help to irradicate this mess

        THIS SEEM TO BE THE NORN WITH THESE SPANISH PEOPLE. IF SHE DIDN'T TELL SOMEONE IN THE SCHOOL THOSE SPANISH PEOPLE WOULD HAVE NEVER REPORTED IT.

      Don't be fooled. The local men are no cleaner. Growing up, I remember going to 2 of my classmates houses at different times. Their fathers made little subtle attempts with me. Even for my age I was bold and was able to stand up to them and go home. Never went back. They always had that squirmish look on their face. Later I found out from my friend that her father use to go on her. From right here but was never on the news

    DR is on the top 3 list of countries where sex tourism thrives. Men grooming young kids for a life of sexual servitude. The entire Caribbean is not void of the problem. As long as their is minimal reporting from families, limited police and legal resources and lack of enforcement, including times and jail time, it will continue. Glad to see the BVI setting an example on the expat community. The BVI too needs to set an example of it's own, as there too are far too many cases or abuse made on minors.

    I don't think that this is the norm with Spanish people. This kind of behavior happens in all nationalities. Please people of Tola don't demonize the Spanish community you too know you have your share of child molesters......if you didn't know it now you do.
