Dr D Orlando Smith Hospital to receive upgrades through $100M loan

ROAD TOWN, Tortola, VI- A multi-agreement was signed between the BVI Health Services Authority (BVIHSA) and the Virgin Islands Recovery and Development Agency (RDA) for renovations and repairs at Dr D Orlando Smith Hospital.

During the ceremony on Monday, February 10, 2025, CEO of the RDA, Mr Anthony S. McMaster said, “Following many years of utilisation, [the] Dr D Orlando Smith Hospital Major Peebles Wing and the hospital Annex now require significant investments in refurbishing, replacing and upgrading in order to maintain the appropriate standards of service.”

The RDA, he added, remains excited to partner with the government through the Ministry of Health and Social Development and the BVIHSA to deliver the required infrastructure improvements. 

Key upgrades

“The government has prioritised these works through the acquisition of the 100 million dollar loan, a portion of which has been allocated to the Dr D Orlando Smith improvement plan,” Mr McMaster said. 

He explained that specific improvements have been prioritised in seeking to maximise value for money achieved through the implementation of these projects. 

The improvements to be made to the Dr D Orlando Smith Hospital include: 

  • Roof repair to the Annex
  • Renovations to the clinic lobby at the Major Peebles Wing
  • Connecting generators for the three facilities 
  • Renovation of Information Technology, Human Resources sections, Dialysis and Laundry areas

Three documents were signed during the ceremony; the Memorandum of Understanding (MoU), establishing the strategic partnership framework between the BVIHSA and the RDA; the Statement of Requirement, formally assigning the project portfolio to the RDA; and the Deed of Contribution, outlining the initial financial commitment for the project.

A momentous occasion for BVIHSA- Hon Vincent O. Wheatley 

Minister for Health and Social Development, Hon Vincent O. Wheatley (R9) said the signing ceremony signifies a momentous occasion for the BVIHSA. 

“As outlined in the National Sustainable Development Plan, the government of the Virgin Islands is committed to securing a fully inclusive health system in which we all take collective responsibility for improving our health and happiness,” he said. 

Upgrades to the Major Peebles Wing and the hospital Annex are crucial to achieving and maintaining appropriate standards for the provision of healthcare services to the people of the VI, he added.

According to the minister, these improvements will positively impact all stakeholders participating in the delivery of healthcare services. 

“These improvements will provide our medical professionals with the necessary infrastructure to improve and enhance service delivery [and] ensure our residents and visitors who access healthcare services receive improved standards of care and should thus feel encouraged to further utilise our public healthcare systems; and support and preserve the hospital in maintaining accreditation status,” he said.

    It's just 4 million dollars over a 2 year period. Out of the 100 million only 26 mil spending this year. That's if they can get work progressing. Remember we had 50 mil Budgeted last year budget that was never spent and went back to the Treasury.

      everything quiet now because they tried to stick to poor operations on the Ministers and when it come out where the money really going everybody quiet. BVIslanders stop listening to foolishness and open your eye. Why you think they have that Chairman there ?? to make sure the funds keep flowing their way.

    HOSPITAL YOUR BUSINESS IS ALREADY ON THE STREETS ( THAT AIN'T RIGHT ) NO OFFENCE , BUT ITS THE TRUTH , SOME OF THEM FOES EVEN GET OFFENDER WHEN THEY ON THEIR PHONES AND YOU APPROACH THEM TO INQUIRE ABOUT SOMETHING AND THERE ARE SRE THOSE WHO NCOME IN WITH A THEIR PERSONAL PROBLEMS FROM HOME , AND READY TO VENT THEIR IGNORANCE OUT ON SOME PEOPLE , YOU CAN IMAGINE HOW THEY ARE READY TO FLEX OFF ON YOU , SOME OF THEM NEEDS TO BE TAPED , OR YOU WON'T BELIEVE IT , UNLESS YOU EXPERIENCE IT FOR YOURSELF

    Good that works are going to be done on the infrastructure. But there is a bigger problem. Staff watching ticktock whilst people crying in pain and waiting long only to be spoken to like if we begging service. Ayo change dah bs messon. Get them staff up to standards
