ROAD TOWN, Tortola, VI - Dion Stephens who has been charged with the indictable offence of manslaughter which allegedly occurred on February 10, 2014 during a boat collision incident resulting in the death of Jose A. Titley, is headed for High Court (HC) trial.

Stephens was in the Magistrate’s Court on Friday September 26, 2014 with his defense lawyer Mr Stephen R. Daniels when they agreed not to go through the process of a Preliminary trial but rather committed through a paper committal which would see the matter heading to the High Court soon.

It is not certain which up-coming assizes the matter will be set for but Stephens is scheduled to return to the Magistrates’ Court on November 10, 2014.

The Police investigations had revealed that Stephens was the captain of a vessel which was taking persons in a chartered boat to the cruise pier tender dock when there was a collision with a 17’ Boston Whaler which was been captained by Mr Titley at the time. Titley was thrown out of the vessel and subsequently died even though efforts were being made to keep him alive.

Stephens is currently on bail.

    In the normal scheme of analysis it was an accident so Dion should not be charged

      Manslaughtrt the unlawful killing of another person without premeditation.There are two levels of manslaughter: voluntary and involuntary. Voluntary manslaughter includes killing in heat of passion or while committing a felony. Involuntary manslaughter occurs when a death is caused by a violation of a non-felony, such as reckless driving

        Everybody always have a different version of the story. Everybody also have a cell phone. I don't know why they don't just pull out and start filming so we could avoid all the 'this one say, that one say'.
