ROAD TOWN, Tortola, VI—The absence of a comprehensive economic strategy and revenue mismanagement in government agencies were among key issues raised during the 2025 Budget Debate in the House of Assembly (HoA) on December 18, 2024, by Honourable Melvin M. Turnbull (R2), Member of His Majesty's Loyal Opposition.

During his fiery remarks before the Members, Hon. Turnbull vehemently lamented the persistent lack of a cohesive plan to address the territory's socio-economic challenges.

"All I have been asking for is a plan," he said, highlighting the government’s tendency to react to issues instead of presenting proactive solutions, and called for a targeted strategy to address pressing concerns, particularly the hemorrhaging of funds in revenue-collection departments of the Administration.

"This is something that we should be in crisis mode to address; Develop a plan and start somewhere," he urged.

Revenue Mismanagement

Hon Turnbull during the debate expounded on what he described as troubling inefficiencies within government agencies responsible for revenue collection, describing them as plagued by resource shortages and deficiencies.

These challenges, he argued, significantly impair the Territory’s ability to meet financial goals and service its obligations. "The hemorrhaging in these departments is alarming. Without intervention, this will continue to impact the overall economy negatively.”

The National Health Insurance (NHI) program—implemented in 2015—again came under fire for being underfunded from its inception, a situation, he said, is exacerbated by being riddled with systemic abuse.

Hon Turnbull also sought to outline several of the issues, including, employers deducting contributions from employees but failing to remit them; private healthcare providers exploiting the system through inflated billing practices and a general lack of compliance from some residents required to contribute.

NHI under financial strain

These challenges, he posits, have resulted in significant financial strain on the NHI, making it unsustainable in its current form.

Additionally, Hon Turnbull also viciously criticised successive administrations for ignoring recommendations from multiple studies, including a costly review in 2024, which had reaffirmed longstanding concerns.

"The NHI has become a drain on the economy; We need to fund it properly, eliminate abuse, and create a surplus that can be invested for long-term sustainability," Turnbull stated.

As such, he proposed finally establishing an investment committee, similar to the Social Security Board, to manage surplus funds and ensure the program’s viability.

    If it’s already being massively subsidized what surplus funds are this new ( no doubt well paid ) board going to invest . Maybe when funds grow on the trees they could invest in another affordable housing project just like the raving successful one on Joe’s Hill.

    Moreover, a wise sage notes that those who the god blessed must first get organize. Further, every project has a beginning and an end point and starts with Planning, Organizing, Directing, Executing, Controlling and Replanning. Effective planning is vital and critical to the successful outcome of any project. The VI needs a national development plan approved by a majority of voters, which should be adhered to regardless of which government is in power. If major, substantial, etc., changes are needed, the HoA needs to get engaged, and voters also may need to have their say.

      If employers are indeed deducting funds from employers pay for NHI and social security but fail to remit them to social security, that is fraudulent , criminal, etc, behavior and needs to be prosecuted and names place on the wall of shame. Furthermore, their behavior show no compassion for, exploitive of, disrespectful to the employees and families health and well being. Employees are often conveniently touted as the most important resource in a company, yet they are not treated like it.

    So another year is 11 days away from its end, but the vast majority of the people of the BVI, social, political, Spiritual, economical, physical, financial and medical problems are not any better now than were after the first 11 days after the year 2024 begun more the 11 Months ago.
    Who is at faults? Is God our Creator to be blamed? No! Are our political Leaders to be blame?, Yes, in a big way. Are the banks to be blamed?, partly yes and partly no. Are religious leaders to be blamed?, mostly yes. Are the insurance companies to be blamed? Partly yes, partly no. Are medical doctors and nurses to be blamed?, Some of them yes, some of the yes, some the no. Then who is. Is it any of the following listed below?
    RVIPF
    Small businesses owners
    Taxi drivers
    Civil servants
    Big businesses owners
    The devil's (demons)
    Not to have you read a long list of suspect, I will revealed who is, below.

    God our Creator created man in His own Image and Likeness as was Lucifer and his fallen rebellious angels. God severed relationship from, not with, them and casted to the earth.
    Satan deceived mankind, and God also severed from them. God made a way for man's redemption. In other words, He offered making a reasonable pardon with a condition to embraced His commandments ( Love Him and human kind as He love the all) That's it.

    It’s not about fault and blame. It’s about facing the truth and dealing with consequences of mistakes (from which we hopefully learn) and moving forward. That requires leadership which seems a rare quality hereabouts. I challenge any BVI politician to name a single capital project in the BVIs that has been completed within budget and on time. No one is ever brought to task, and investigations focus on blame not fact finding. We just borrowed $ 100 million, and nary a word has been said about the source(s) of the monthly $ 1 million note. No wonder there is no comprehensive economic plan (besides politicians’ drive for self enrichment thanks to their position). Turnbull is right to ask for one, but he might as well ask the oracle for the winning lottery numbers.
