Demoulding of Ralph T. O’Neal Admin Complex basement completed

-Specialist to arrive next month to conduct assessment

ROAD TOWN, Tortola, VI- Demoulding works on the basement of the Ralph T. O’Neal Central Administration Complex have been completed; however, the all clear has not been received.

Mr Allen Wheatley, CEO of Biogerm Solutions, led a tour and update of the complex on October 23, 2025, for personnel of the Ministry of Communications and Works and BCQS. 

Mr Wheatley said his company began the three-part project in August 2025. The works included cleaning, spraying and fumigating. 

Worst than we thought

He said when demolition began, it was quickly observed that the mould was inside the sheetrock and not outside as previously thought. 

“Even ur guy who does testing in the states, when we showed him the pictures, he was like ‘Oh my God, this thing is really horrific, worst than we thought’,” he recalled. 

The plan was changed to have the demolition and demoulding teams work together. 

“As we were breaking walls and the sheetrock was opening up we then were using the sprayer with the chlorine dioxide and killing the mould. So we try an exercise of opening up, killing the mould and then removing the debris,” Mr Wheatley explained. 

This change in plan proved to be helpful as the mould spores were not released, allowing them to spread to any surrounding areas. 

Nothing lives after fumigation

Mr Wheatley said following the demolition and demoulding, a team was sent in to clean and remove the debris from the complex’s basement. This was followed by fumigation of the basement with chlorine dioxide. 

“Once we seal this building with enough chlorine dioxide in there, nothing lives, no mould, no rat, no cockroach…that gas goes up into every crevice of the basement.” 

Mr Wheatley said the entire East wing has been fumigated, along with a partial area of the West wing. Once the material is received, the entire West wing will be fumigated by Monday, October 27, 2025. 

Waiting on the all clear

The company is awaiting the arrival of the mould specialist, who is expected to arrive from overseas between November 3 and 5, 2025. Until he arrives, the basement will be sprayed every couple of days. 

“He generated a 270-page report on the condition of the building in its entirety, and we will be coming back to test the basement,” Mr Wheatley said. 

The specialist’s assessment will determine whether Biogerm Solutions did a good job and the basement is mould-free, and also to determine if the mould spread to the other floors of the building, and if it did, what is the extent of the exposure. 

“There’s a part of my contract that once they do the demolition of the first, second and third floor, we’re supposed to come back and demould those three floors and then the whole building will be retested again and at that point the government would be cleared to fully effect the retrofitting of the complex.”

Minister for Communications and Works, Hon Kye M. Rymer (R5), had said in May 2025 that more than $10 million had been committed to the rehabilitation of the complex. 

He said then that works are expected to be completed by 2026 or 2027.

    All these Government entities, Statutory Bodies included, need to be truthful and honest rather than LYING to people. When you leaders ready to pass from this life these are the quiet lies that will haunt you all because people would have died and some not know the reason.. Some of you all are too WICKED but your dishonesty will catch up with you all on your dying beds. Remember, I say that!

    What the Gov did with this admin complex is in a sense stealing from the tax payers. We all know why they have dragged their feet on this building . This building should have been one of the top priorities after the hurricane. This is just ludicrous !!

    What causes mold? For mold to flourish and contaminate spaces, it needs three primary components, viz, mold spores, food source ( organic material; ie wood, paper, drywall, fabric, carpet), moisture (. Leaks, condensation, high humidity( above 60 degrees Fah), along with favorable temperature; ie, between 40 -100 degrees. The most critical and common cause of mold growth is moisture. It is the easiest to control. For mold to be prevented and control all three factors have to be controlled. Consequently, for mold contamination, the cause must first be identified and fixed before mold remediation can commence. Further, once a space is identified as contaminated, it should be secured. Mold remediation is a job for certified professionals. Proper protective must taken to protect individuals, keep contamination from spreading to other spaces with the facility and outside the facility. Certain molds are hazardous, ie, stachybotrys ( black mold), aspergillus, penicillin,etc.

      @ Stealth, I’m confused. Is this process mould cleaning or mould remediation? After this process, will the building be ready for re-occupation? Will the building be in a safe, healthful condition? Has all the leaks been repaired? What are the certifications, qualifications, experience, etc, of the people doing the cleaning/remediation?? Why has it taken 8 long years and the premier (no pun intended) administration building repairs are still floundering? Why it seems that repairing this building is not a top priority? Is something rotten in the state of Denmark, in Road Town? What is the schedule churn for getting full staffing into the building, getting back to full operation??

        @@Stealth, good questions. My fellow Greek philosophers, ie, Plato, Aristotle, Hippocrates, Archimedes, among others are actively debating what is going on with R. T . O’Neil Administrative Complex aka an emerging ‘ White Elephant.’ To us it seems as if the BVI does not know pullet from fowl regarding mould ( is it mould or mold?) remediation. The fellows note that toxic mold ls serious, toxic, and dangerous , especially for ‘ old people.’ And we know about old people . By the way, what type of mold was identified in the complex? Why is this project giving the BVI so much ‘ blows’ to get repaired? What is the difference between Government and private sector? The private sector has competitors so they cannot raise prices, spend recklessly, etc. On the other hand, government has the tax, fee, grant, etc, mechanisms to raise revenues to make up poor management,etc. What a system! When the Greek role out democracy and government this is not what it had in mind. This mold/mould thing is still unsettled but many of the bloggers had a consistent theme about managing the cause. Don’t look a give horse in the mouth. There is no need to reinvent the wheel in regards to managing mold. IFMA, BOMA, ASHRAE, etc., have good training available. We be watching you……

    Why do we keep pouring tens of millions into this white elephant. Surely 10-20million could build a new admin block? Sounds like we are spraying contaminated material hoping for the best when after Irma EVERYTHING not concrete (every scrap of sheetrock) should have been removed.

    In the project management ‘ Iron Triangle’, the legs are fast, cheap, good( quality) . However, all three things cannot occur at the same time. The opposite is true in the ‘Fire Triangle( oxygen, heat, fuel) , and in what I call the ‘Mold Triangle’ ( mold spores, food source, and moisture). All elements are needed for a fire to occur and for mold contamination to occur.

    Moreover, in the Mold Triangle, mold spores are prevalent both indoor and outdoor; they are difficult,,if not impractical, to control. Further, food sources are also prevalent in buildings, ie, drywall, wood, carpet, etc. The third leg, moisture, though is the easiest to control. Sources of moisture include roof/wall leaks, plumbing leaks, high humidity, HVAC ( Heating Ventilation Air Conditioning) condensate drain pan, etc. Control moisture and it is highly likely that mold contamination can be prevented/minimized. Mold contamination occurred, a mold remediation plan/ process is needed., requiring controlling entry and exit in the contaminated space, setting up mold contamination zone, establishing negative pressure with the space to keep mold spores from spreading to other spaces, repairing/fixing the root cause of the contamination, etc. Just cleanup mold contamination is not enough, for doing so without addressing the root cause will result in the contamination reoccurring.

      @E. Leonard, this is an interesting take you are laying on the table contrasting the Iron Triangle,,the Fire Triangle,, and Mold Triangle. Is your take simplifying the process? It has to be more complex than controlling moisture. Can controlling moisture truly put a dent in mold growth? If so what have we, if anything, been missing all these years. Basically, by your take we need to pay closer attention to roof and wall leaks,, plumbing leaks,,humidity levels,,condensate drain pans and so on..OK then should our Public Works, engineering,,etc., need to pay more urgent attention to leaks, and other moisture issues. Controlling mold provides a safe, healthful working environment, enhancing productivity and lowering operational cost, etc.

    Mold cleaning or remediation is a not a joke; it must treated seriously. The cleaned space has not been given the all clear yet in the picture people are showing the space without wearing any protective equipment. This is reckless, ir-responsible for spores can be transferred from that space to other spaces in the building and outside the building. Let’s take things serious.

      Yes, we need to take mold contamination and remediation seriously. Many mold spores are toxic, ie, stachyboytrus, Aspergillus, penicillin, etc. The elderly, immunedcompromised people are susceptible to the adversed effects of mold. Consequently, people are remediating mold contamination must take action(s) to prevent the contamination from spreading to other spaces, exposing the community to mold contamination, etc. The seriousness of mold toxicity, etc, must be demonstrated through action. We must not only talk, the talk, but must also walk, the walk, etc. Again, as noted, we take things seriously.

    With over 25 yea I. Restoration business & doi g .old works. First lot u comments are. Bs. Wheatley. Used. Right. Chems ; removal of dry walls. But. Some. Things. Needed ot done also if leaks not. Fixed wi be ongoing. Problem. Needs. Mold testing done for at least. Next. 6. Months & air. Treated & cleaned w dehmidfierd. Controlling moisture this. Is. Just. Start. & prper. Maitance will be. Needed a. Sick of. Gov running. Off island. For help & the. Stupid. Contact they put out to bi with. They. Haveing full control over works. This stupidness isnot acceptable to local contractors. U need. Get u act. Together let people w the exp. Do their job stop trying to control & u don't have no. Experience. But. What. Happened to files ^ why so many containers for what. This. Jov isnot. Finished ; will be. Surprised if passes properly. Testings a second. Local experience. Testing should be doe
