Demoulding of Ralph T. O’Neal Admin Complex basement completed
Mr Allen Wheatley, CEO of Biogerm Solutions, led a tour and update of the complex on October 23, 2025, for personnel of the Ministry of Communications and Works and BCQS.
Mr Wheatley said his company began the three-part project in August 2025. The works included cleaning, spraying and fumigating.
Worst than we thought
He said when demolition began, it was quickly observed that the mould was inside the sheetrock and not outside as previously thought.
“Even ur guy who does testing in the states, when we showed him the pictures, he was like ‘Oh my God, this thing is really horrific, worst than we thought’,” he recalled.
The plan was changed to have the demolition and demoulding teams work together.
“As we were breaking walls and the sheetrock was opening up we then were using the sprayer with the chlorine dioxide and killing the mould. So we try an exercise of opening up, killing the mould and then removing the debris,” Mr Wheatley explained.
This change in plan proved to be helpful as the mould spores were not released, allowing them to spread to any surrounding areas.
Nothing lives after fumigation
Mr Wheatley said following the demolition and demoulding, a team was sent in to clean and remove the debris from the complex’s basement. This was followed by fumigation of the basement with chlorine dioxide.
“Once we seal this building with enough chlorine dioxide in there, nothing lives, no mould, no rat, no cockroach…that gas goes up into every crevice of the basement.”
Mr Wheatley said the entire East wing has been fumigated, along with a partial area of the West wing. Once the material is received, the entire West wing will be fumigated by Monday, October 27, 2025.
Waiting on the all clear
The company is awaiting the arrival of the mould specialist, who is expected to arrive from overseas between November 3 and 5, 2025. Until he arrives, the basement will be sprayed every couple of days.
“He generated a 270-page report on the condition of the building in its entirety, and we will be coming back to test the basement,” Mr Wheatley said.
The specialist’s assessment will determine whether Biogerm Solutions did a good job and the basement is mould-free, and also to determine if the mould spread to the other floors of the building, and if it did, what is the extent of the exposure.
“There’s a part of my contract that once they do the demolition of the first, second and third floor, we’re supposed to come back and demould those three floors and then the whole building will be retested again and at that point the government would be cleared to fully effect the retrofitting of the complex.”
Minister for Communications and Works, Hon Kye M. Rymer (R5), had said in May 2025 that more than $10 million had been committed to the rehabilitation of the complex.
He said then that works are expected to be completed by 2026 or 2027.

Moreover, in the Mold Triangle, mold spores are prevalent both indoor and outdoor; they are difficult,,if not impractical, to control. Further, food sources are also prevalent in buildings, ie, drywall, wood, carpet, etc. The third leg, moisture, though is the easiest to control. Sources of moisture include roof/wall leaks, plumbing leaks, high humidity, HVAC ( Heating Ventilation Air Conditioning) condensate drain pan, etc. Control moisture and it is highly likely that mold contamination can be prevented/minimized. Mold contamination occurred, a mold remediation plan/ process is needed., requiring controlling entry and exit in the contaminated space, setting up mold contamination zone, establishing negative pressure with the space to keep mold spores from spreading to other spaces, repairing/fixing the root cause of the contamination, etc. Just cleanup mold contamination is not enough, for doing so without addressing the root cause will result in the contamination reoccurring.
