CANE GARDEN BAY, Tortola, VI- Bishop John I. Cline has said the government will need the support of the public, now that the second volume of the law enforcement review by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) has been released.

Speaking this morning, April 17, 2025, during a Facebook live video on his page, Bishop Cline described the review as something stemming from the Commission of Inquiry (CoI) that continues to “plague” the Virgin Islands (VI). 

Recommendations in the controversial report include taking Immigration and HM Customs from the government and giving them to the Governor.

Bishop Cline said the purpose of his live was to “give a view from a citizen’s standpoint and not a political elected official standpoint”. 

The review was being debated during the Continuation of the Third Sitting of the Second Session of the Fifth House of Assembly (HoA). 

The HoA, he said, will do what they have to do in the House as “they have all the mechanisms, the lawyers, the consultants, to sit and review this bill before it goes any further”.

“The government will need our support. It comes a time in the Virgin Islands when it doesn’t matter if you wear a green shirt, a blue shirt, a red shirt; whether you VIP, NDP, PU, whatever, it doesn’t matter,” he said. 

At some point, Bishop Cline explained, some things are too critical for Virgin Islanders not to come together on. 

“We are to close ranks, come together and stand up for the good of the country, and I believe that the discussion and the proposal in this bill…is important for us to come together on, support the government’s initiative and be aware of what the discussion is and what is at stake.”

Bishop Cline said his mission was not to go through the entire bill on social media, but he had to familiarise himself with it in order to give an informed opinion. 

HoA members not in support of the review

Members of the HoA on both sides have slammed the review, with some describing it as “racist”, “recolonisation in disguise”, “repugnant”, a move to give the Governor more power, among other things. 

Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) called on the public to “reject” the report during his contributions in the House.

      Stop this nonsense about hate againt Myron.Myron tried to change certain regulations lof the BVI whilsr Dr Smith was Premier . He was a good Education Minister but it must have the consent of the Premier bf certain changes are being made.Its no way in the Caribbean Myron couldve gone with that behaviour.     Let UK take care of themselves and we will do likewise. If we vote sensibly we would never be in this mess. That's what countries do to stabilize their country. They stop voting the same way election after election and expecting different results. The Prison was damaged after Irma/Maria and the prisoners were on the street. They didn't even say here is 60,000 pounds. We built that and we will help to fix that back. Why do we need them now?     Corrupt politicians and leaders of VI have never supported the COI and continue to fight it so that the VI goes no where. WE are stuck with money grabbing leaders interested only in themselves their friends and family. Just look around you are the state of the place while they get richer earning their $60 an hour for doing nothing while the people are expected to live on $7.25 an hour.
    COi was done for a reason with excellent recommendations which if they were not resisted at every turn would now be benefitting the people and the VI.
    We need to stop the corrupt from defending the corrupt and move these islands forwards.

    Your comments are excellent, Bishop Cline. We need the UK to take over like we need a hole in the head. They are not interested in coming to our rescue for anything. They took over the Police Force, as it is under the Governor and he apparently felt that a white UK Commissioner was better than we could ever come up with in this part of the Caribbean. So he has brought them for over 9 years now. No difference. He took $2 million in addition for the Police from the Treasury because he said certain things needed to be put in place. Nothing happened. A white UK national ended up in the ocean a while back, in the middle of Town, and whether it was foul play or suicide? Nobody knows.
    There are now more than 350 police officers on this little island and I move around from East to West, North to South daily and I cannot see 10 of them. The Acting Commissioner is now just resuming Community Policing. Why do we still feel that the UK will do better? They do not care about you nor me. We have been taking care of ourselves from the very beginning and we will continue. Let the UK stay in the UK. We will keep our doors closed and beat our children. Let us beat them at the polls. If they are not governing properly, we should not hesitate to vote against them. And let the cycle move on. The present Government is doing the bare minimum because they were voted back in even though it was clear as day they were not read to govern. So, the King can pay us another visit and we will come to the Queen Elizabeth Park and say hi like we did in 2017 but we are not interested in UK rule and will fight against it. So, no thank you. All of you who is on here singing bring UK, are probably the same ones who keep voting back in certain persons to the Legislative Council.
