Another major challenge and disappointment listed in the report by the Chairman, Marvin Blyden, is the lack of files when his committee took over. The report stated that this situation “put the committee in a position where it had to do everything from scratch”.
No Financial Report for 2011
The report also claimed that “there was not a comprehensive or Financial Report for 2011….the former Chairman Mr. Colin Scatliffe, was asked for a financial report which was never received” according to the VI Festivals and Fairs 2012 report.
The controversial report, which was laid on the table of the House of Assembly on November 15, 2012 by Culture Minister Myron V. Walwyn at the Fourth Sitting of the Second Session of the Second House of Assembly (HOA) of the Virgin Islands, said that Mr. Scatliffe did provide bank statements for most months from 2010-2011.
It stated that “former sub-committee chairs were contacted and also asked for records that were never received…again there were no records to follow’ the report complained.
The report also lamented that its funding was cut by government; however, they were still expected to do more with less.
VI Heritage Committee
This Sub Committee headed by Rev. Dr. Melvin Turnbull was dealt a bad hand. According to the report “there was absolutely no revenue stream for this sub-committee as every effort to produce a revenue steam was turned down. The report never stated who turned down the revenue steam.
Expenses
Meanwhile, cheques written in 2012 amounted to $957, 583.71.
A glance of some of the money paid out showed that the security service bill was some $54,157.50, Entertainment was some $286,634.66, accommodation was billed at $24,128.40, generator was another $12,283.06, and maintenance was some $8000.00 to name just a few.
The report also named the vendors and individuals who provided these services in Appendix I.
The VIF& F report has become a lightning rod this week as this news site firstly reported that the report was very critical of the public relations officer Rhodni Skelton, saying his role was a major challenge and disappointment.
The report stated that, “the marketing for Festival 2012 was disappointing. The Public Relations Officer was not always available to discuss matters and at time when things were brought to his attention little or nothing was done.” Mr. Skelton has since released a statement disputing the claim by the Chairman and threatened to resign if no retraction is given by Mr. Blyden.
The report also blasted the Village Sub-Committee chair Franche Gumbs, saying that he was found to be the biggest challenge and was “very difficult to work with.”

No surprise that he didn't file the reports. That man is just a laid back person who is derelict in his duties.
