CoI: Hon Penn accuses Gov’t of ‘diversionary tactics’
In a statement today, January 19, 2021, Hon Penn said in the spirit of diplomacy, it is customary to primarily address and resolve such concerns through strategic and diplomatic engagement, constructive partnership, open dialogue and demonstrable commitments.
“Moving forward with a Commission of Inquiry with allegations of this nature speaks volumes on where we are in finding resolve. In the coming days, I expect that we will learn more details which would provide greater clarity of the terms, the process, and the deliverables of the Commission of Inquiry. I hope that those additional details, as well as my other engagements, will help to further inform my views, my response, and future conversations with you the people on this very concerning development.”
Allegations are of a ‘serious nature’
He said what he has learnt so far from the Governor’s announcement on January 18, 2021, is that among the various allegations, there are strong allegations of lack of transparency with the stimulus spending and government contracts, mismanagement of public funds, conflicts of interests, political interference in statutory organisations, the public service and the criminal system.
Hon Penn said he wanted to be clear that allegations of such a serious nature should be fully investigated, and where proven; requires timely, appropriate, and strong action.
Notably, Hon Penn did not mention the major corruption scandals under the 8 year term of the NDP, allegations which have now set the stage for the Governor to call a CoI.
‘Diversionary tactics’
He then went on to criticise the Hon Andrew A. Fahie (R1) Government of sidestepping the issues and engaging in “diversionary tactics” when confronted with allegations put forward by Governor Jaspert.
Premier Fahie has often criticised the Governor for bringing mere allegations and hearsay to the public, knowing the reputational damage it can have to the territory.
Added to that whenever the Governor makes certain allegations that can harm the reputation of the territory, the UK newspapers often have a story with sensational headlines and photos even before the local media gets the information.
“It is regrettable that the current Administration (under whose tenure the Commission is being called) has not recognised this simple fact. Rather, even where there appears to be very profound issues and concerns, they continue to engage in diversionary tactics and deflect when confronted with the allegations set out by his Excellency. This Administration must realise the gravity of these allegations, and there should be an urgency to work to fully correct the deficiencies in our system,” Hon Penn stated.
CoI could threaten progress of VI
He said the instigation of a Commission of Inquiry of this nature is materially significant for the Territory since not only might it raise troubling questions for governing institutions but it might equally threaten the notable progress and large strides made in developing democracy and strengthening local institutions and Governance.
“Our very existence and our successes have been built on our strong principles of fairness, honesty, integrity, hard work, and faith. Indeed, the essence of who we are and what our forefathers taught us to be --- are in fact the same principles which underscore our commitment to good governance, accountability, and transparency. That fact is evidenced by a number of legal enactments, policies, processes and institutional arrangements that have been put in place by successive administrations and others.”
‘Be informed & engaged’
According to Hon Penn, the VI’s core values being brought into question by way of a Commission of Inquiry, gives cause for serious introspection and the opportunity to reevaluate its current position and progress to fully achieving them.
“Nonetheless, Ladies and Gentlemen, be assured that my Honourable colleagues in the Opposition and I will continue as we always do, to advocate for your best interests and for that of our Territory. We are at the beginning of what likely will be one of the most pivotal periods in our history. One that will test our unity, reveal our weaknesses, and question the governance of our Territory. I understand the anxiety of the moment and I ask that you be patient, informed, and engaged.”

Also, sorry to break it to you but sensationalised headlines aren’t anything new! Dramatic headlines = attention-grabbers = click-bait. Contrary to what you were told, neither Jaspert nor the UK Government controls the newspapers or what headlines they post. Most newspapers and tabloids are only concerned with how much clicks an article gets them, nothing else! In fact, you should see the headlines that these same UK newspapers/tabloids post about the UK Government and the Monarchy for it will make what they said about the BVI look nice! Again, please do your own research and stop listening to the propaganda machines!
