Carolyn Stoutt-Igwe tipped for Acting PS of DGO
It has been reported that Stoutt-Igwe will fill the post since the confirmed Permanent Secretary Mr David D. Archer is proceeding on study leave. It is not clear how long Mr Archer will be out on study leave.
Prior to being assigned to the Governor’s Office, Mrs Stoutt-Igwe served as the Deputy Secretary in the Ministry of Health and Social Development.
If the appointment is made, Stoutt-Igwe will be serving under former Permanent Secretary in the Office of the Premier, Mrs Rosalie Adams who will act in the position of Deputy Governor.
It is not clear if Adams is to eventually succeed long time Deputy Governor Mrs V. Inez Archibald CBE, who is out on sick leave but is expected to retire at the end of August 2016.
A few days ago, Mr Archer was named Acting Deputy Governor, however, according to a National Democratic Party (NDP) source, he will not reportedly get the post of Deputy Governor.
Morale in the civil service is low, with cries of victimisation, cronyism and promotion based on who supported the ruling NDP.
Sexual harassment is also reportedly a major issue in the civil service, with many claiming that the NDP Government prefers to sweep it under the rug rather than tackle the problem head-on.
