BVIEC revises customers’ electricity bill format for more transparency

- New bill will assist customers to better understand their charges

LONG BUSH, Tortola, VI- When the next electricity bill cycle comes around, customers of BVI Electricity Corporation (BVIEC) will notice more information provided in their bills.

According to the corporation, it has revised the electricity bill format to help customers better understand their costs.

General Manager of the BVIEC Dr Neil M. Smith clarified at a press conference this morning, April 3, 2025, that there are no changes to the bill amounts at this time; however, “What we giving to you the customer is new information.”

The GM explained that four factors affect the appearance of the electricity bill: electricity usage, tariff rates, a partially subsidised fuel surcharge, and a fixed charge.

He said the new format gives the amount of fuel surcharge per Kilowatt Per Hour had it not been subsidised by the BVIEC, among other information.

Dr Smith said BVIEC is also providing more information at the bottom of the bill that tells the customer the cost of fuel per gallon, how much the BVIEC is subsidising and how much the customer actually pays per gallon.

Transparency

“One of the reasons BVIEC is doing this is because the Board has made a decision to be more transparent. The more transparent we can be the better.

“So, when you see your next bill and you see those changes, this is an explanation as to why it actually happens and what the things mean.”

Dr Smith reiterated that there is no change in the electricity bill amount, but the customer is better able to understand why the bill is the way it is.

“It tells you how much we paying for fuel, how much we paying for fuel per gallon, all the information is there.”

He said almost daily customers complain that their electricity bill is higher than the previous month even though they have used the same amount of electricity.

“The reason why that happens is because the cost of fuel changes. So with this bill here now you can see directly, you can compere what the price of fuel was last month to the price of fuel this month. So, you can see whether, for example, it is just that the bill has changed because the fuel price has changed or if somebody was actually using some electricity out of your house and you didn’t know,” Dr Smith stated.

    all entities be it direct government or statutory bodies have to transparent once it is tax payers money involved: there should be nothing mysterious about that

    I hope you also tell them that they are paying monthly based on the monthly price of oil which is the platt price. This is unfair by the way because electricity negotiates a supply of oil for a 2 year period from local suppliers at a specific price. As this rate should be locked in if the price goes up because the supplier did not purchase all the necessary oil they promised to supply when they got the contract the public should not be penalized or responsible if the price goes up based on the price of oil for that month that cost is supposed to be absorbed by the supplier not the poor consumer

    Why can't the BVIEC send out bills by email, and permit direct debits to pay the bills. They used to be able to do that 10 years ago, but say they can't do it anymore.
