Asphalting of SCB Road delayed to fix drainage issues- Hon Rymer

SEA COWS BAY, Tortola, VI- Motorists and pedestrians eager for the Sea Cows Bay Road to be resurfaced with asphalt will have to wait a little while longer as the project has been put on hold to address the drainage issues first.

This was disclosed by Minister for Communications and Works Hon Kye M. Rymer (R5) in a statement on Monday, September 23, 2024.

Hon Rymer said the milling of Sea Cows Bay Road was initiated with the intention of resurfacing it with asphalt; however, after thorough review and discussions with the district representative, a critical need to upgrade the drainage system to address the water ponding caused by heavy rainfall, which has been undermining the road’s integrity, was identified.

Culvert & drainage systems ‘inadequate’- Hon Rymer

“The existing culvert and drainage systems in the Sea Cows Bay area are inadequate. The stormwater pipes beneath the road are undersised and prone to blockage. During storms, they fail to manage the stormwater effectively, resulting in backups and ponding on the roadway,” Hon Rymer stated.

Additionally, according to the Works Minister, recent reclamation efforts have obstructed the discharge points of these culverts.  To rectify this, Hon Rymer continued, five culvert crossings along Sea Cows Bay Road that require upgrades have been identified. “We will enhance and modify the drainage systems and clear the paths.

“As a result of our commitment to properly address these drainage issues, we have postponed the application of asphalt to the road to facilitate the necessary upgrades. We kindly ask the public to be patient a little longer, as this delay will ultimately lead to a more durable road that will serve the community for years to come,” Hon Rymer stated.

      Hon Rhymer that well there Sea Cows Bay by Valarie Thomas community center it’s a spring so you will always have issues there and when the sea rises it’s the spring rises as well. I smith not an engineer but I suggest a mini bridge let the water runoff to the sea. Just an idea

    This is totally hilarious. So if the district rep did not highlight this critical need to upgrade drainage, you would just drop the asphalt on the road???!!! How could you proudly stand in the House and say this? So if the district reps in the other districts are not technical, are you just paving roads without checking on the drainage? Make this make sense!!!

    Hoi long it been since the road grade off? And to wait now to know the drains need to fix. What kinda of engineering we've doing these road. As soon as you start asphalt the road drain needs to be fixed.

    The water has been running down from way up on the hill above Porter ghut for donkey years. That is where the water the water is coming from. Billions and billions gallons of water has been wasted over the years.

    Stop blaming the minister. He doesn't operate any machines or the asphalt plant. What happened to the civil service workers who are paid to come to work Monday through Friday? DO YOU SEE THEM CHECKING THE GHUTS AND CULBERTS to see where the blocks are? And what needs expanding?

    He needs to investigate who has been dumping dirt illegally into the ghut behind Hannah's Estate. The same ghut that lead from inside Pleasant Valley. That dirt wll cause a flood. Someone of those truck drivers is dumping dirt in places that they should not. Go check all the ghuts and make sure there are no obstructions.

    The incompetence! These Ministers would not allow the engineers to do their jobs. People who never studied a lick in this field telling the engineers what to do and how to do it. Mister Minister, While you at it remember the sub-base (which is the road) needs to be addressed as well. In addition, you cant lay asphalt if there is no bonding agent. There will be pot holes in less than a month.
