Another Virgin Islander Oleanvine Maynard being forced out!

- Labour Commissioner is being forced to retire from the civil service
Labour Commissioner Mrs Oleanvine Maynard is expected to be forced to retire from the civil service. The circumstances surroundinmg her forced retirement are not clear. However, in 2012 Minister for Labour Dr. the Honourable Kedrick D. Pickering (right) told a public meeting that he was behind the removal of Mrs Maynard as Labour Commissioner. "It was my decision. I took responsibility as the Minister and I went to my colleagues...There are too much complaints pointing to the direction of the Labour Commissioner. If you are going to move forward, I have to make a decision to move the Labour Commissioner. I take full responsibility for it," Minister Pickering had stated in public. ROAD TOWN, Tortola, VI- Virgin Islands News Online’s sources within the ruling National Democratic Party (NDP) Administration have confirmed that Labour Commissioner Mrs Oleanvine Maynard is expected to be retired from the civil service.

The circumstances sounding the decision to retire the indigenous Virgin Islander remain unclear as Mrs Maynard would have served less than 6 years in the Labour Commissioner’s post only after being appointed in 2008.

Following the 2011 general elections that saw the National Democratic Party (NDP) Government of Dr. the Honourable D. Orlando Smith coming to power, many Virgin Islanders in the civil service have been forced to retire, fired, duties reassigned, transferred, or sent on leave.

Many locals have regarded their displacement in the civil service as political victimisation, double standards and there have been cases where Virgin Islanders have been replaced by expats.  Two out of some five examples in the public sector were in the Ministry of Education and Culture and the Treasury Department.

Former Permanent Secretary in the Ministry of Education and Culture Mrs Carolyn O’Neal-Morton was forced out earlier this year and replaced by a Jamaican National Dr. Marcia Potter who is married to a local.

Also, former Accountant General Kharid Fraser and her Deputy Anna Rabsatt were forced out from the Treasury Department following the 2011 general elections. Ms. Rabsatt, who acted in the post of Accountant General for a short while, was replaced by an Anguillan national Kalleesha C. Mendie.

Earlier this year, Premier and Minister of Finance Dr. the Honourable D. Orlando Smith told the House of Assembly that the post of Accountant General will be filled by a Virgin Islander.

Mrs Maynard was asked to take outstanding vacation days in 2012 but was never returned to the Labour Department following the ending of the vacation days. She was instead assigned to sit at the Conservation and Fisheries Department.

Hon. Pickering - I removed Mrs Maynard

On January 19, 2012 Minister for Natural Resources and Labour Dr. the Honourable Kedrick D. Pickering told a meeting at the East End/Long Look Community Centre that he was behind the removal of Mrs Maynard as Labour Commissioner.

At the meeting, Hon. Pickering said he went to Cabinet about his decision to have Mrs Maynard removed and that the decision came due to the high level of complaints surrounding her time as Commissioner.

"It was my decision. I took responsibility as the Minister and I went to my colleagues...There are too much complaints pointing to the direction of the Labour Commissioner. If you are going to move forward, I have to make a decision to move the Labour Commissioner. I take full responsibility for it;" Minister Pickering stated in public. However, he did not give details of the nature of the complaints.

Permanent Secretary in the Ministry of Natural Resources and Labour Ronald Smith-Berkeley when contacted about the pending forced retirement of Mrs. Maynard told this news site “I do not have any comments on that at this time”.

However, Virgin Islands News Online was informed by an NDP source that the matter was handled outside of the Ministry of Natural Resources and Labour and alleged that Mr Smith-Berkeley’s only role “may be to deliver the news to the officer”.

It is this news site’s understanding that Mrs Maynard is on sick leave and is expected to be told this week after a meeting about the decision to force her out of the service via retirement.

Two standards in the Civil Service; Governor gone AWOL!

Many persons, both inside and outside the civil service, continue to highlight the double standards, lack of integrity and credibility of the civil service, by the top brass making the decisions whereby some officers are disciplined and treated unfairly mostly over unproved allegations, while others with proved infractions, a blind eye is turned and the matter is swept under the rug.

Civil Servants and the public have also claimed that the United Kingdom appointed Governor William B. McCleary has not done anything to improve the morale and fair play of the civil service, and has allowed the public sector to become a political body, which has resulted in the displacement of professional officers, most often locals.

One of the many examples of lack of transparency and double standards in the civil service is  the Deputy Governor V. Inez Archibald having long passed the government retirement age of 60, but they continue to write letters asking those who have passed or reached that age to retire.

      This NDP administration has mashed up the public service. We the public servants have no defence against them nor no due process. Most of the now senior staff are full NDP so is the D...G. We are at the mercies of a mercy less ruthless group. The Governor looks like he is afraid of the NDP also. What a pity.

    Under the NDP labor is worse than ever. Dont mind the fancy talk & marketing. The labor rules under the NDP only apply for the poor not the rich because they are of tangible help to them.       Most nearly all the comments here has something to do with NDP. I wonder if one person wrote them all? The time we stay here negatively blogging, take some time to start your research and see who is the real enemy. It is those that distorted our history, did something to make us feel indifferent about where we are from, our culture and hoodwinked us and stole all that was good from our people and lay claim to its creation. Let us see if we cannot forge a bond to unite our people and educate our people about who we really are instead of on hear tearing down each other. If we do not stop, the wool will continually be over our eyes and we will not see what the true enemy is doing to us. I wish to see our children and grand children in a different Virgin Islands, one where we will chart a better course for them and where they can gain self-determination to lay true claim for their ancestors toil. All this bickering on here while the real deals are going down, by the time they realize what's happening it will be way way too late! Keep up the pettiness and political back and forth. Look around us and see what's going on. I really don't know what is wrong with our people at all. Nobody saying we won't have our falling outs, but in the last 2yrs the level of discourse on the blogs and in the street is really uncalled for. There are people watching on and laughing their a$$es off at our ignorance and our country is slipping away from our grasp. This is not VIP or NDP problem, neither party have a broke man or woman in it, they will be fine. Let's cut the bullsh$% and start taking our country seriously. I done talk!

    Pickering vs Pickering.one is Pickering by blood the other by borrowed.them will work it out.2 of them setting up them self and families.I a young BVIslander and i strugging every day to provide for mines like a other people out there.I went to them two for help some point in life for a job and Govt land for locals.Them an't check for me just talk but wha them have and getting.but father GOD don't sleep.I got a GOVT job and in the final payments for the land.THEM WILL BE ALRIGHT.

    I agree with you wholeheartedly. If indeed Doc is a man of God, he needs to pray for the spirit of discernment. Who has labour holding hostage is still in office. They think the hunger for earthly power will get thrm somewhere? The longest rope has an end. Only time will tell. Oleavine has done no different from the others there. Doc needs to dig deep, he may be surprise of his findings.
