THE SETTLEMENT, Anegada, VI- It was at the Standing Finance Committee (SFC) Meeting to examine the 2023 Budget last month that the Junior Minister for Trade and Economic Development, Agriculture and Fisheries and Territorial Member Hon Shereen D. Flax-Charles inquired about the cleaning of the Community Centres, particularly on the Sister Islands and specific to Anegada.

The Junior Minister said she is aware of the financial challenges of staffing; however, there were instances of back-to-back events happening at Emile Dunlop Community Centre and, based on her understanding, the District Officer Mrs Shirley Vanterpool-Evans was left with the task of cleaning the Anegada centre “which included animal faeces, as well as setting up chairs and tables et cetera for government events...”

Hon Flax-Charles asked how the process can be managed more effectively as it relates to cleaning and maintenance.

Will it be addressed?

The Chief Social Development Officer (CSDO) Mrs Annie Malone-Frett responded that the Anegada Community Centre was under construction for some period and it’s still under the remit of the Ministry of Health; however, because persons are requesting use, they use their discretion to permit them to use the centre.

Mrs Malone-Frett noted that an officer was recently sourced and has the responsibility to clean the centre and submit a bill to the department for payment.

Hon Flax-Charles acknowledged that being the case, however, said: “it is unfair when back-to-back events are happening at that Centre”, and it is said the Centre cannot be cleared because the service is not budgeted for, “resulting in the District Officer having to clean the Centre”.

The At Large Representative made mention of several functions a few months ago and a small window of funding for the cleaner. She further stated that the cleaner should not be hired on an ‘as needed’ basis.

Mrs Malone-Frett promised to address

She said the Centre should not remain closed if there are no functions and that it must be cleaned on a regular basis. This, Hon Flax-Charles said, should be the case for all the community centres in the territory. "Even if closed and not in use they will accumulate dust etc. We cannot budget only ten dollars for a whole year when you have no certainty how many functions will be held within that year."

The CSDO replied that she understands where the Junior Minister for Trade and Economic Development and Territorial Member is coming from and, as Head of Department, she is “not going to throw her staff under the bus” but it’s a matter that she promised the member she "would address."

Meanwhile, Hon Flax-Charles told our news centre today, January 9, 2023, that there was a situation just yesterday where a resident and the District Officer had to clean the animal faeces in order for a meeting to be held at the Centre.

"These and other issues have been brought up in Standing Finance [Committee] and in other forums for years.

"Representation has been made via reporting to all relevant departments and ministries by the District Officer, Sister Islands Coordinator and myself on numerous occasions inclusive of pictures," Hon Flax-Charles stated.

She added that the health clinic on Anegada has the same issue of animal faeces at the entrance and the waiting area outside.

    People these days do not take pride in the BVI and it's public facilites which we are allowed to use for FREE. You go to the beach and all you can see is TRASH everywhere. How hard is it to throw your garbage in the big trash bins??? Or walk with a plastic bag(we all have a ton at home) for YOUR garbage when you visit the beach. I hate nastiness and some of you need to be banned from having parties on the beach and the park cause the pig pen is a better place.

      I feel the same way and it is just disgusting. I always keep plastic bags on me in the event that there is no trash cans around. I also keep the gum wrappers in my pocket or pocket book to dispose my chewed gum in r rather than spitting the chewed gum on the street or sidewalk leaving those nasty black spots. Have you ever step in chewing gum while walking on the street?

      Never cease to amaze some of us. The Officer did not make a big deal of it the rep did by putting it in the news. The officer does not have to do those things but she does as i saw her many times doing so. That is not her job but she trying to make things ok for people going to these events. What the article should have had in headline was fencing needed on all Government properties on Anegada. Maybe it coulda also had animals taking over Anegada.     I am not here to merely criticize the statements made by the Hon. Flax-Charles, my intention is to state that the issue of having animals gaining access to the facility should be your cry, not that the District officer that to clean up after the animals. We build facilities and spend little or no consideration on security of the same facilities from perimeter fencing to personnel not to mention the lack of ability to collect revenue. Then government provides miniscule funding for the maintenance.
    This rant by the Minister speaks of the poor approach by successive administrations who go and build and don't plan.

Yes the failure of the govt approach is undeniable and should be not just her cry but all of us but if she or anyone else wants to mention what is happening to a public officer in the interim what is the problem? The fact is it is not her job and should not be anybody's job! It is a public facility! And livestock has no call there stinking up the property.     According to Nelson Mandella, it is not good to wash your dirty linin in the public domain. Also, President John F Kennedy said do not ask what your country can do for you, rather, what you can do for your country. The District Office of Anegada could have asked members of the Anegada Community to volunteer to assist her. I was available and would have assisted her free of cost to the government.
    The District Officer needs to humble herself and live in peace and harmony with the residents in the community. In that way she would have more done in collaboration with the people. After all, this is our country, and WE will work to develop it. We should not wait for the British to give us instructions to clean our communities. We are here to build the Territory for ourselves and so whatever little that we do, we must do it with pride. Our fore parents did it before and we can do it again. Money is not the only incentive to perform any task, however, if we do it our communities will be a better place for us.

      Build the territory by realizing we in 2022 not 1903 and having the whole island like a stink farm is not civilized. It stinks is unsanitary and poses risks on the road.
