ROAD TOWN, Tortola, VI- An opportunity! This is all host of the 3D show on ZBVI 780 AM Doug Wheatley is advocating on behalf of Virgin Islanders to fill top positions in the territory.

Using his weekly programme, Wheatley said just like Premier Dr The Hon D. Orlando Smith, fresh on his return to the territory from his studies to become a General Surgeon, was afforded a chance to prove himself, others likewise should be given the same opportunity.

His remarks stem from the Premier’s recent comments that local talents are “unavailable”, when questioned on the reasons why United Kingdom nationals seem to be sweeping top jobs in the Virgin Islands.

Not enough qualified locals?

Asked at a press conference on July 18, 2016 at the Premier’s Office Conference Room whether he was concerned with the trend of United Kingdom nationals filling top positions in the security and law enforcement departments, Premier Smith said he was concerned that the Virgin Islands is not at the point where it has the capacity to fill all those positions.

He noted, however, that Government is engaged in succession planning “so that we will be able to have persons ready to fill these positions when the time comes."

The Royal Virgin Islands Police Force, Her Majesty's Prison and the Office of the Director of Public Prosecutions are all headed by UK nationals.

Public not pleased

Wheatley, however, said the people are not pleased about that statement.

“One of the reasons why I am doing this is because several persons met me and they are disturbed,” he said. “This has troubled a number of persons.”

He continued, “The point I am making here is somebody believed in Dr. Smith [Hon. Premier] and gave him the opportunity…and so he became a surgeon, so we have to have faith in our people, I’m not saying we have to put square pegs in round holes, I think we can find if we search hard enough there are round things that can fit into round holes and it is a good thing.”

Mr Wheatley added that sometimes persons are not placed in positions because it is felt that they may not be up to par, “but I have to tell you that BV Islanders when challenged, they were able to rise to the occasion.”

He pointed out that it is important to believe in “our people” and when they have been given the opportunities to fail, “perhaps you will see how well they will succeed,” he noted.

Recently, Governor John S. Duncan OBE, who also has responsibility for the Civil Service, said far too often it is found that no “BV Islander has applied for these senior posts, when we know that local people with talent and the right qualifications exist.”

    Just a point of information and it is not political: under the VIP leadership the head of police and head of prison were local however under the NDP leadership those substantial positions are occupied by UK folks: just another point of information the NDP full speed building a beach at Bandy Wine Bay while your children can not get proper classrooms....just a question:without an education how can your children take up leadership roles in this territory: the current National Democratic Party leadership were granted an education opportunity under the Virgin Islands Party: The Virgin Islands Party made sure a college was put in place for our sons & daughters: education have always been the key to a successful life.....

      I like most of your points. Except when somehow you make it seem that because a beach is being built that it means BVI kids aren't being educated. Since when does it have to be one or the other? It is too easy to say oh they did this but this ain't being done. That argument doesn't fly. Since education is the key, can we forget about health care? Since education is the key should we not build our infrastructure? Since education is the key should we forget about Tourism and Financial services that brings in the money so that we can pay for education? Wise Up. Lastly, these same NDP members were crucial in the building of the College. Know your history. They were all members of the VIP under Lavery and we're his key party members. So when you praise the VIP for the college, you are also praising Ronnie, Dr Smith and Kedrick etc.

        @ no: what is the point of development when our sons; daughters and grandchild are not duly qualified to manage such developments....dont get it twisted, i am not praising any given party i am simply making a contrast..all the pillars of this economy you have listed our people must be well educated to take full charge of them(thats my point)....lastly, its is due to education that ronnie,dr smith and dr pickering can lead this territory as we speak(dont miss the point)....just for your information; the development of this territory have always been a juggling act because so much needs to be done with limited funds(What is priority beach or school....it is simply a matter of opinion)....keep the faith(i left BVIHS in 1980, have own properties and businesses so my family is fine)

          Why is it if all we need is a chance, that so many of us perform badly when we are appointed? There are some important positions that I worry will be filled by a local who does not have the ability to perform adequately - the recent DPP appointment was a good example. None of the locals that applied where anywhere near enough (even though some of them are qualified as lawyers) - we need a good and competent DPP - Rabansinghshi was proof of what happens when there is a need to appoint a Caribbean national (even if he is not a local) instead of a more competent person with lighter skin. If we had appointed the local applicant, no doubt the department would have fallen apart. Sure we have some very competent locals, and some very competent Caribbean Nationals but lets not appoint on the basis of nationality and skin color over and above quality. Having the paper qualification is not enough -the question has to be can the person do a quality job.

          Great! You made my point. Leadership is a juggling act. So don't kill any government for not making your priority their priority. I agree. The education of these men, at least post graduate, was done by their families not the government though.

            @ no...just a point of clarification; I personally have no interest in the priorities of any government never did never will: my only priority is the development of my children and i take cash from my pocket and deal with all my family matters(i am 100% old school)....for many years i voted for VIP but with the advent of the NDP i made a switch; as a matter of fact voted NDP all the way in 2015 should another pary emerge for 2019 i will vote for them,so i have you personal interest in politics(keep the faith)

    so is it locals alone that live in the bvi, why should they care about locals along, does the locals have a different color of blood running in their veins, dough locals get more than enough opportunity, there are some position that you just cant trust a local with, and that's a fact, you knows that dough, majority of the locals are either criminals or they support criminal activities.

    Truth is: No man dead or alive have the ability to build a beach! A Beach in the Virgin is a natural act of Nature, and only by Nature alone can a Beach exist. Brandy-wine Bay could never be a Beach, because it is stagnant water most of the time and does not purge itself like other parts of the Island. Plus if you had the courage to dive around the reef outlet in Brandy-wine Bay you will notice that there is a Dormant Volcanic Eye just between the reef and the land. Yes! You can buy and dump all the sand and dress it up like a beach but soon the sh.. will turn black and start stinking.
