55 allegations made against CoP Collins; Petition launched for his removal
In the 11-page Petition seen by our news center and addressed to the Governor, the cosignees of the petition not only called for his removal of the Top Cop, but for independent investigations to be launched into allegations of misconduct in Public Office and abuse of office.
Leaked email brought up
“As you are aware in the last few weeks, an email dated October 5th, 2021, from the Commissioner of Police Mark Collins has made the rounds publicly in the British Virgin Islands. It is our view that the intent and the instruction of the email were to interfere with the arms of justice, with the deceitfulness, dishonesty, and unlawful behavior that lacks credibility on behalf of the Commissioner of Police,” the petition details.
The leaked email in question was reportedly by the Commissioner concerned the arrest and charging of an Inspector and Mr Collins was updating Mr St Clair Amory on the case. The CoP said that he had a discussion with the Director of Public Prosecutions (DPP) and the arrest matter had been discontinued.
In his email, he noted that there were “some issues with the arrest and process” and there “maybe video footage of the incident which would not have been used in evidence and should be destroyed”. According to law, it’s a crime to destroy evidence.
The Petition then went on to describe misconduct in Public office as defined by the Crown Prosecution Service and lists evidential considerations while detailing that the Constitution grants fundamental rights and freedoms to the citizens and residents of the VI.
Several damning allegations made
According to the document, some of the damning allegations range from destruction of evidence, perverting the course of justice, defamation, and interference with administrative justice, and interference with the promotion process in the RVIPF.
Sources indicated to Virgin Islands News Online (VINO) that the Petition was also reportedly signed by the Chairman and Secretary of the Police Welfare Association, at least 3 Chief Inspectors, and a number of Inspectors and Sergeants of Police who stand on a matter of principle, fairness and equality before the law.
The Petition was also copied to Hon James S. Cleverly of Homeland Security, Hon David H. Rutley – Parliamentary Undersecretary of State (Americas and Caribbean), and the Premeir Dr the Hon Natalio D. Wheatley (R7), along with Ms Rosalia Gardener, Chairman of the Police Service Commission.
Virgin Islands News Online (VINO) reached out to the Top Cop for comments on the petition, including whether he has received it and how he intends to respond, however, no response was received up to publication time.
This is not the first time Commissioner Collins has faced scrutiny in public office over the email, just recently in early November 2023, a ‘Concerned Citizen’ of the Territory had cause to write the Governor requesting an investigation into the Police Commissioner in relation to the same leaked email in which Mr Collins requested a Deputy Commissioner to conceal and destroy evidence.
